วันที่ 15 มีนาคม 2566 เวลา 08.30 น. นายนันทชัย ปัญญาสุรฤทธิ์ ผู้ตรวจราชการกระทรวงแรงงาน เข้าพบและหารือข้อราชการกับนายบุญเหลือ บารมี รองผู้ว่าราชการจังหวัดพิจิตร ในโอกาสลงพื้นที่ตรวจราชการของผู้ตรวจราชการกระทรวงแรงงาน เพื่อติดตามการบริหารจัดการแรงงานต่างด้าว ณ ห้องทำงานผู้ว่าราชการจังหวัดพิจิตร ศาลากลางจังหวัดพิจิตร
จากนั้น ผู้ตรวจราชการกระทรวงแรงงาน เป็นประธานการประชุมหัวหน้าส่วนราชการในสังกัดกระทรวงแรงงานจังหวัดพิจิตร เพื่อรับฟังปัญหา/ อุปสรรคในการดำเนินการตรวจคัดกรองเบื้องต้นการบังคับใช้แรงงาน หรือบริการและการค้ามนุษย์ด้านแรงงานในแรงงานต่างด้าวตามมาตรฐานการปฏิบัติงาน การตรวจคัดกรอง (SOP) ให้เป็นไปตามกลไกการส่งต่อระดับชาติ โดยได้กำชับให้ส่วนราชการสังกัดกระทรวงแรงงานจังหวัดพิจิตรบูรณาการความร่วมมือกับสถานประกอบการในการดูแลคุ้มครองสิทธิของลูกจ้างแรงงานต่างด้าวให้ได้รับการปฏิบัติตามกฎหมายอย่างเท่าเทียมกับแรงงานไทย เช่น อัตราค่าจ้างขั้นต่ำ การรักษาพยาบาล การทำประกันสังคม เป็นต้น เพื่อให้ลูกจ้างได้รับสวัสดิการจากสถานประกอบการ อย่างเป็นธรรม และเป็นการป้องกันการเกิดปัญหาการค้ามนุษย์ในรูปแบบที่เลวร้าย ซึ่งอาจจะส่งผลกระทบต่อการจัดลำดับสถานการณ์การค้ามนุษย์ของประเทศไทยให้อยู่ในระดับที่ต่ำกว่าเดิมอีกด้วย โดยมี นายสุชัย ชาญวิกย์การ แรงงานจังหวัดพิจิตร และหัวหน้าส่วนราชการในสังกัดกระทรวงแรงงานจังหวัดพิจิตร เข้าร่วมการประชุมในครั้งนี้ ณ ห้องประชุมสำนักงานพัฒนาฝีมือแรงงานจังหวัดพิจิตร
ทั้งนี้ กระทรวงแรงงานมุ่งมั่นส่งเสริม ป้องกัน มิให้นายจ้าง/สถานประกอบกิจการเอารัดเอาเปรียบแรงงานต่างด้าวในสถานประกอบกิจการของตนเอง ซึ่งจะส่งผลให้การจัดลำดับสถานการณ์การค้ามนุษย์ของประเทศไทยจาก Tier 2 ไปสู่ Tier 1 ตามความมุ่งหวังของกระทรวงแรงงานและรัฐบาลอย่างต่อเนื่อง
โอกาสเดียวกันนี้ เวลา 13.30 น. นายนันทชัย ปัญญาสุรฤทธิ์ ผู้ตรวจราชการกระทรวงแรงงาน นำคณะหัวหน้าส่วนราชการสังกัดกระทรวงแรงงาน ลงพื้นที่ตรวจเยี่ยมโรงสีพงศ์ไพโรจน์ ไรซ์ จำกัด เลขที่ 99 หมู่ที่ 7 ต.ดงเสือเหลือง อ.โพธิ์ประทับช้าง จ.พิจิตร ที่มีลูกจ้างขึ้นทะเบียนในระบบประกันสังคม ทั้งหมด 216 คน แบ่งเป็น แรงงานไทย 207 คน และแรงงานต่างด้างสัญชาติเมียนมา จำนวน 9 คน ได้แก่ แรงงานนำเข้าตามระบบ MOU จำนวน 3 คน และแรงงานต่างด้าวตามมติ ครม. 5 ก.ค. 2565 ที่มีใบอนุญาตทำงานถูกต้อง 6 คน ซึ่งเป็นสถานประกอบการประเภทโรงสีข้าว เพื่อรับฟังปัญหา และให้คำแนะนำแก่ผู้ประกอบการเกี่ยวกับการใช้แบบคัดกรอง รบ.1 โดยมี นายธวัชชัย รัตนพิบูลย์ ผู้จัดการ ให้การต้อนรับ
สำหรับสถานการณ์ด้านแรงงานของจังหวัดพิจิตร (ข้อมูล ณ เดือนมกราคม – ธันวาคม ปี 2565) ประกอบด้วยแรงงานต่างด้าวที่ได้รับอนุญาตทำงาน จำนวน 1,638 คน แบ่งเป็น สัญชาติเมียนมา 113 คน ลาว 191 คน กัมพูชา 238 คน และสัญชาติอื่นๆ 96 คน สถานประกอบการ จำนวน 1,669 แห่ง ผู้ประกันตนที่ขึ้นทะเบียนกองทุนประกันสังคม จำนวน 80,188 ราย นายจ้างที่ขึ้นทะเบียนกองทุนเงินทดแทน จำนวน 1,712 แห่ง ลูกจ้าง 21,227 คน แบ่งเป็น มาตรา 33 จำนวน 21,150 ราย มาตรา 39 จำนวน 7,585 ราย และมาตรา 40 จำนวน 51,453 ราย

On March 15, 2023, at 08.30 hours, the Ministry of Labour’s Inspector-General, Mr. Nantachai Panyasurarit, met to discuss official matters with the Deputy Governor of Phichit Province, Mr. Boonlue Baramee, on the occasion of the Ministry of Labour’s Inspector-General visiting the government inspection area to monitor the management of foreign workers. The occasion took place at the Office of the Governor of Phichit Province, Phichit City Hall.
From there, the Ministry of Labour’s Inspector-General, Mr. Nantachai Panyasurarit, chaired the meeting of heads of government agencies under the Ministry of Labour in Phichit Province to listen to issues and obstacles in implementing the preliminary screening of forced labour or services and labour trafficking in foreign workers, following the Screening Operational Procedure (SOP), according to the national referral mechanism. He urged government agencies under the Ministry of Labour in Phichit Province to work with companies in protecting the rights of migrant workers to be treated equally to Thai workers, such as minimum wages, medical treatment, and social security. The efforts aim to ensure that employees receive welfare from companies fairly to prevent the worst forms of human trafficking, which may pull Thailand’s human trafficking ranking lower. Phichit Provincial Labour Officer, Mr. Suchai Chanvikarn, and heads of government agencies under the Ministry of Labour in Phichit Province joined the meeting at the Phichit Provincial Skill Development Office’s meeting room.
The Ministry of Labour is committed to promoting and preventing employers/business establishments from exploiting foreign workers. This will promote Thailand’s ranking in the human trafficking situation from Tier 2 to Tier 1, following the expectations of the Ministry of Labour and the government.
On the same occasion, at 13.30 hours, the Ministry of Labour’s Inspector-General, Mr. Nantachai Panyasurarit, led the heads of government agencies under the Ministry of Labour to visit Pongphairot Rice Mill Co., Ltd., located at No. 99 Moo 7, Dong Suea Lueang Subdistrict, Pho Prathap Chang District, Phichit Province. The company has 216 employees registered in the social security system, divided into 207 Thais and nine migrant workers of Myanmar nationality. This includes three imported workers, according to the MOU system, and six foreign workers, according to the Cabinet’s resolution on July 5, 2022, with a valid work permit. The company is a rice mill. During the visit, they listened to the obstacles and advised the business operators on using the Ror. Bor. 1 screening form. They were welcomed by the company’s Manager, Mr. Thawatchai Rattanapiboon.
Phichit Province (data as of January-December, 2022) has 1,638 foreign workers permitted to work, divided into 113 Myanmar nationals, 191 Laotians, 238 Cambodians, and 96 other nationalities. There are 1,669 companies, 80,188 insured persons registered with the Social Security Fund, 1,712 employers registered with the Workmen’s Compensation Fund, and 21,227 employees, divided into 21,150 employees under Section 33, 7,585 under Section 39 and 51,453 under Section 40.
