วันที่ 20 มีนาคม 2567 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ลงพื้นที่จังหวัดพระนครศรีอยุธยา ตรวจเยี่ยมการดำเนินงานด้านการจัดสวัสดิการต่างๆ ให้แก่ลูกจ้างในสถานประกอบกิจการ พบหน่วยงานภาคีภาคเครือข่าย ภาครัฐ ภาคเอกชน รวมทั้งบริษัท ข้าว ซี.พี.จำกัด โรงงานข้าวนครหลวง ประกอบกิจการผลิตข้าว โดยมี นายนิวัฒน์ รุ่งสาคร ผู้ว่าราชการจังหวัดพระนครศรีอยุธยา ต้อนรับ นายชัยกฤต พุ่มเข็ม ประธานสภาอุตสาหกรรมจังหวัดพระนครศรีอยุธยา รายงานภาพรวมเศรษฐกิจในจังหวัดพระนครศรีอยุธยา นายธรรมวิทย์ ศรีเกริกกริช รองกรรมการผู้จัดการอาวุโส ด้านการผลิตและวิศวกรรม หัวหน้าส่วนราชการหน่วยงานสังกัดกระทรวงแรงงานจังหวัดพระนครศรีอยุธยา ร่วมให้การต้อนรับ นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน นายสันติ นันตสุวรรณ รองอธิบดีกรมการจัดหางาน รักษาการในตำแหน่งผู้ตรวจราชการกระทรวงแรงงาน ว่าที่ร้อยตรี สมศักดิ์ พรหมดำ รองอธิบดีกรมสวัสดิการและคุ้มครองแรงงาน พร้อมด้วยผู้บริหารกระทรวงแรงงาน ณ บริษัท ข้าว ซี.พี.จำกัด โรงงานข้าวนครหลวง ต.แม่ลา อ.นครหลวง จ.พระนครศรีอยุธยา
นายพิพัฒน์ กล่าวว่า กระทรวงแรงงานมีภารกิจที่ดูแลแรงงานอย่างครบถ้วนในทุกมิติ การเดินทางมาจังหวัดอยุธยา ศูนย์กลางอุตสาหกรรมภาคกลาง เข้าหารือ กับบริษัทภาคเอกชน 35 บริษัท แบ่งเป็นอุตสาหกรรมยานยนต์, เทคโนโลยีดิจิตอล, ขนส่งโลจิสติกส์ และ หน่วยงานเครือข่ายแรงงาน 22 หน่วยงาน และชมสถานประกอบการที่อยุธยาในวันนี้ โรงงานข้าวนครหลวง เปิดให้เข้าเยี่ยมและนำเสนอโครงการด้านสวัสดิการและความปลอดภัยในการทำงานที่เป็นประโยชน์ต่อพี่น้องแรงงาน และชื่นชมผู้บริหารบริษัทข้าว ซี.พี.จำกัด และทุกภาคส่วนในการดำเนินงานด้านต่าง ๆ เพื่อยกระดับคุณภาพชีวิตพนักงานที่ดีขึ้นด้วยการจัดสวัสดิการให้กับลูกจ้าง เช่น บริษัทร่วมโครงการ สถานประกอบการต้นแบบด้านความปลอดภัยฯ 7 ปี Zero accident ระดับต้น และโครงการสถานประกอบการดีเด่นด้านแรงงาน 10 ปีซ้อน พ.ศ. 2554 – 2564
จากนั้น นายพิพัฒน์ มอบหมายให้ นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน ตรวจเยี่ยมโครงการกระทรวงแรงงานพบปะกลุ่มแรงงานนอกระบบ และภาคีเครือข่ายด้านแรงงานจังหวัดพระนครศรีอยุธยา โดยมี นายธนณัฏฐ์ รุ่งแจ้ง ประธานชมรมแรงงานนอกระบบจังหวัดพระนครศรีอยุธยา รายงานการส่งเสริม สนับสนุนสร้างความเข้มแข็งให้กลุ่มแรงงานนอกระบบ โดยหน่วยงานในสังกัดกระทรวงแรงงานจังหวัดพระนครศรีอยุธยา โดย เลขานุการ รมว.แรงงาน ได้พบปะพูดคุยกับกลุ่มแรงงานนอกระบบและภาคีเครือข่ายด้านแรงงาน เยี่ยมบูธของหน่วยงานในสังกัดกระทรวงแรงงานจังหวัดพระนครศรีอยุธยา อาทิ สำนักงานประกันสังคมได้เชิญชวนแรงงานนอกระบบ ผู้ประกอบอาชีพอิสระ เข้าสมัครเป็นผู้ประกันตนมาตรา 40 เพื่อให้ได้รับความคุ้มครองสิทธิประโยชน์จากประกันสังคม เช่น กรณีประสบอุบัติเหตุ เจ็บป่วย หรือ ทุพพลภาพ ได้รับเงินทดแทนการขาดรายได้ กรณีเสียชีวิต ได้รับค่าทำศพ กรณีชราภาพ ได้รับบำเหน็จชราภาพ ทุกเดือน กรณีจ่ายเงินสมทบครบ 180 เดือน รับเงินเพิ่ม 10,000 บาท และรับเงินสงเคราะห์บุตร ทุกเดือน เป็นต้น สำนักงานจัดหางานจังหวัดให้คำแนะนำแก่แรงงานนอกระบบ ผู้ประกอบอาชีพอิสระในการกู้ยืมเงินจากกองทุนเพื่อผู้รับงานไปทำที่บ้าน ให้สามารถเข้าถึงแหล่งเงินทุนถูกกฎหมายดอกเบี้ยต่ำ สอดคล้องกับของขวัญปีใหม่ที่ท่านรัฐมนตรีพิพัฒน์ ได้มอบให้แรงงานนอกระบบที่เป็นผู้รับงานไปทำที่บ้าน สามารถกู้ยืมเงินจากกองทุนในอัตราดอกเบี้ย 0% นาน 24 เดือน เพื่อทุนนำไปซื้อเครื่องมืออุปกรณ์ที่จำเป็นในการผลิตสินค้าได้มากขึ้น
นอกจากนี้ นายอารี ยังมอบป้ายชมรมแรงงานนอกระบบจังหวัดพระนครศรีอยุธยาและเครือข่ายแรงงานนอกระบบเข้มแข็ง และเยี่ยมชมบูธผลิตภัณฑ์ของกลุ่มแรงงานนอกระบบ โดยมี กลุ่มแรงงานนอกระบบ และภาคีเครือข่ายด้านแรงงานจังหวัดพระนครศรีอยุธยา ร่วมให้การต้อนรับ ณ เทศบาลเมืองบ้านกรูด อ.บางปะอิน จ.พระนครศรีอยุธยา ทั้งนี้ จ.พระนครศรีอยุธยา มีแรงงานนอกระบบทั้งสิ้น 132,346 คน ส่วนใหญ่ อยู่ในภาคการขายส่งขายปลีก รองลงมาภาคเกษตรกรรม ที่พักแรมและบริการด้านอาหาร การผลิต และการขนส่ง การขายปลีก ตามลำดับ
On March 20, 2024, the Labour Minister, Mr. Phiphat Ratchakitprakarn, visited Phra Nakhon Si Ayutthaya Province to inspect various employee welfare operations in business establishments. He met with partner agencies in the government sector and private sector, including CP Rice Company Limited and Nakhon Luang Rice Factory, which produce rice. The Governor of Phra Nakhon Si Ayutthaya Province, Mr. Niwat Rungsakhon, gave a welcome. Chairman of the Phra Nakhon Si Ayutthaya Provincial Industrial Council, Mr. Chaikrit Phumkhem, reported on the overall economy in Phra Nakhon Si Ayutthaya Province. The Senior Deputy Managing Director of Production and Engineering, Mr. Thammawit Srikrirkrit, and heads of government agencies under the Ministry of Labour in Phra Nakhon Si Ayutthaya Province joined in the welcome. The Secretariat to the Labour Minister, Mr. Aree Krainara, the Department of Employment’s Deputy Director-General and Acting Inspector-General to the Ministry of Labour, Mr. Santi Nantasuwan, the Department of Labour Protection and Welfare’s Deputy Director General, Acting Second Lieutenant Somsak Promdam, and the Ministry of Labour’s executives joined the occasion at CP Rice Company Limited, Nakhon Luang Rice Factory in Mae La Subdistrict, Nakhon Luang District, Phra Nakhon Si Ayutthaya Province.
Mr. Phiphat said that the Ministry of Labour has a mission to take care of workers in all dimensions. Today, they traveled to the Ayutthaya Province Central Industrial Center to have discussions with 35 private sector companies, including the automotive, digital technology, logistics, and transportation industries, as well as 22 labour network agencies. They toured companies in Ayutthaya, including the Nakhon Luang Rice Factory, which presented welfare and safety projects at work that are beneficial to fellow workers. He praised the management of CP Rice Company Limited and all sectors for their various operations to improve the quality of life of employees by providing welfare to employees. Companies have participated in the project for a model workplace for safety for 7 years, with zero accidents at the primary level, and the Outstanding Establishment in Labour Project for 10 years in a row, from 2011 to 2021.
From there, Mr. Phiphat assigned the Secretariat to the Labour Minister, Mr. Aree Krainara to visit the Ministry of Labour’s project and meet with informal worker groups and labour network partners in Phra Nakhon Si Ayutthaya Province. The President of the Informal Workers Association of Phra Nakhon Si Ayutthaya Province, Mr. Thananat Rungchaeng, reported on the promotion, support, and effort to strengthen informal labour groups. Agencies under the Ministry of Labour in Phra Nakhon Si Ayutthaya Province and the Labour Minister’s Secretariat met and talked with informal workers and labour network partners. They visited the booths of agencies under the Ministry of Labour in Phra Nakhon Si Ayutthaya Province, such as the Social Security Office, inviting workers in the informal sector and self-employed people to apply as insured persons under Section 40 in order to receive protection and benefits from social security, such as in the event of an accident, illness or disability, receiving compensation for lost income. In case of death, they would receive funeral expenses, and in the case of old age, an old age pension every month. In the case of paying contributions for 180 months, they would receive an additional 10,000 Baht and receive a child allowance every month, for example. The Provincial Employment Office provided advice to informal sector workers and the self-employed about taking a loan from the fund for home workers, providing access to legal funding sources with low-interest rates, in line with the New Year’s gift given by the Labour Minister Mr. Phiphat. The Ministry of Labour has given importance to informal workers who receive work to do at home. They can borrow money from the fund at an interest rate of 0% for 24 months to buy more tools and equipment needed to produce products.
In addition, Mr. Aree also gave a sign to the Phra Nakhon Si Ayutthaya Provincial Informal Workers Association and the Strong Informal Worker Network. He visited product booths by informal worker groups. Informal workers and labour network partners in Phra Nakhon Si Ayutthaya Province joined in giving a welcome at the Ban Krut Municipality, Bang Pa-in District, Phra Nakhon Si Ayutthaya Province. Phra Nakhon Si Ayutthaya Province has 132,346 informal workers, most of whom are in the wholesale and retail sectors. This is followed by the agricultural sector, accommodations and food services, manufacturing and transportation, and retail sales, respectively.
