วันที่ 20 ธันวาคม 2566 เวลา 10.00 น. นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน และนายแพทย์ชลน่าน ศรีแก้ว รัฐมนตรีว่าการกระทรวงสาธารณสุข ได้มอบหมายรองศาสตราจารย์นายแพทย์เชิดชัย ตันติศิรินทร์ ผู้ช่วยรัฐมนตรีประจำกระทรวงสาธารณสุข ร่วมเป็นประธานในพิธีลงนามบันทึกความร่วมมือการดำเนินงาน และการบริหารจัดการในการบูรณาการจัดระบบบริการส่งเสริมสุขภาพและป้องกันโรคสำหรับผู้ประกันตนในระบบประกันสังคม ระหว่างสำนักงานประกันสังคมและสำนักงานหลักประกันสุขภาพแห่งชาติ โดยมี นายสิรภพ ดวงสอดศรี ผู้ช่วยรัฐมนตรีประจำกระทรวงแรงงาน นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน นายภูมิพัฒน์ เหมือนจันทร์ โฆษกกระทรวงแรงงาน (ฝ่ายการเมือง ) นายวรรณรัตน์ ศรีสุขใส รองปลัดกระทรวงแรงงาน ร่วมเป็นเกียรติในพิธีลงนาม นายบุญสงค์ ทัพชัยยุทธ์ เลขาธิการสำนักงานประกันสังคม ร่วมลงนามบันทึกข้อตกลงกับนายแพทย์จเด็จ ธรรมธัชอารี เลขาธิการสำนักงานหลักประกันสุขภาพแห่งชาติ ผู้บริหารระดับสูงกระทรวงแรงงาน ผู้บริหารสำนักงานประกันสังคม ผู้บริหารสำนักงานหลักประกันสุขภาพแห่งชาติ พร้อมผู้แทนสถานพยาบาล เข้าร่วมพิธี ณ ห้องประชุมกระทรวงแรงงาน ชั้น 5 อาคารกระทรวงแรงงาน ถนนมิตรไมตรี เขตดินแดง กรุงเทพมหานคร
นายพิพัฒน์ รัชกิจประการ รัฐมนตรีประจำกระทรวงแรงงาน กล่าวว่า กระทรวงแรงงาน โดยสำนักงานประกันสังคม และกระทรวงสาธารณสุข โดยสำนักงานหลักประกันสุขภาพแห่งชาติ มีภารกิจหน้าที่ต้องขับเคลื่อนการสร้างหลักประกันด้านสุขภาพให้กับคนไทย “เน้นการป้องกันดีกว่าการรักษา เพื่อคุณภาพชีวิตที่ยืนยาว” โดยในปี 2566 สำนักงานประกันสังคมได้ดำเนินการผลักดันการขับเคลื่อนงานส่งเสริมสุขภาพและป้องกันโรคให้แก่ผู้ประกันตน โครงการค้นหาความเสี่ยงโรคหัวใจและหลอดเลือดในพื้นที่เป้าหมายนำร่อง จำนวน 13 จังหวัด มีผู้ประกันตนเข้าร่วมโครงการ 277,654 คน และในส่วนของสำนักงานหลักประกันสุขภาพแห่งชาติได้ให้ความสำคัญกับวัยทำงานจึงได้กำหนดให้การส่งเสริมสุขภาพเป็นรายการบริการพื้นฐาน
นายพิพัฒน์ รมว.แรงงาน กล่าวต่อไปว่า ในวันนี้เป็นโอกาสอันดียิ่งที่สำนักงานประกันสังคมกับสำนักงานหลักประกันสุขภาพแห่งชาติได้มาร่วมทำบันทึกความร่วมมือการดำเนินงานและบริหารจัดการบูรณาการจัดระบบส่งเสริมสุขภาพและป้องกันโรคสำหรับผู้ประกันตนในระบบประกันสังคม โดยความร่วมมือดังกล่าวเป็นการลดค่าใช้จ่ายในภาพรวมด้านการสาธารณสุขไม่ให้เกิดความซ้ำซ้อนและมีประสิทธิภาพยิ่งขึ้น และเพื่อให้ประชาชนชาวไทยทุกสิทธิได้รับบริการสาธารณสุขที่มีมาตรฐานด้วยกันทุกคน ที่สำคัญคือผู้ประกันตนจะได้รับประโยชน์เพิ่มเติมที่นอกเหนือจากรายการตรวจพื้นฐาน เช่น การทำงานของไต Cr การตรวจปัสสาวะ Ua เอ็กซเรย์ปอด ผ่านระบบบริหารจัดการมาตรฐานการรักษาหนึ่งเดียวที่เป็นเลิศ
ด้าน นายบุญสงค์ ทัพชัยยุทธ์ เลขาธิการสำนักงานประกันสังคม กล่าวว่า สำนักงานประกันสังคมมุ่งมั่นพัฒนาสิทธิประโยชน์ด้านการส่งเสริมสุขภาพและป้องกันโรคให้ผู้ประกันตนมีสุขภาพที่ดี เน้นหลักการ “ป้องกันดีกว่ารักษา” สร้างความเชื่อมั่นให้แก่ผู้ประกันตนในการเข้าถึงบริการรักษาที่มีมาตรฐานตลอดมา สำหรับการดำเนินงานในปี 2567 เป็นต้นไป สำนักงานประกันสังคมพร้อมบูรณาการร่วมกับสำนักงานหลักประกันสุขภาพแห่งชาติ ร่วมกันขับเคลื่อนภารกิจสำคัญในการจัดบริการส่งเสริมสุขภาพและป้องกันโรคให้กับประชาชนคนไทยทุกสิทธิ ผู้ประกันตนสามารถเข้ารับบริการใน
สถานพยาบาลที่ขึ้นทะเบียนเรื่องส่งเสริมสุขภาพและป้องกันโรคกับสำนักงานหลักประกันสุขภาพและสำนักงานประกันกันคมทั่วประเทศ ซึ่งจะส่งผลทำให้วัยทำงานมีสุขภาพดี มีคุณภาพชีวิตที่ยืนยาวและลดภาวะแทรกซ้อนได้อย่างมีประสิทธิภาพ ลดความเหลื่อมล้ำ โดยบูรณาการงานด้านบริการทางการแพทย์อย่างเหมาะสม เท่าเทียม มีคุณภาพ อันจะนำไปสู่การพัฒนาประเทศอย่างยั่งยืน
On December 20, 2023, at 10.00 hours, the Labour Minister, Mr. Phiphat Ratchakitprakarn, and the Minister of Public Health, Mr. Cholnan Srikaew, assigned the Assistant to the Minister of Public Health, Associate Professor Dr. Cherdchai Tantisirin, to co-chair the signing ceremony of the Memorandum of Understanding in integrating and organizing health promotion and disease prevention services for insured persons in the social security system between the Social Security Office and the National Health Security Office. The Assistant to the Labour Minister, Mr. Siraphop Duangsodsri, Secretariat to the Labour Minister, Mr. Aree Krainara; the Ministry of Labour’s Spokesperson (on Politics), Mr. Phumiphat Mueanchan, and the Deputy Permanent Secretary of Labour, Mr. Wannarat Srisuksai, participated in the signing ceremony. The Social Security Office’s Secretary-General, Mr. Boonsong Thapchaiyut, joined in signing the Memorandum of Understanding with the Secretary-General of the National Health Security Office, Dr. Jadej Thamthatcharee. The Ministry of Labour’s executives, the Social Security Office’s executives, the National Health Security Office’s executives, and hospital representatives attended the ceremony at the Ministry of Labour’s meeting room, 5th floor, Ministry of Labour, Mitmaitri Road, Din Daeng District, Bangkok.
The Labour Minister, Mr. Phiphat Ratchakitprakarn, said that the Ministry of Labour’s Social Security Office and the Ministry of Public Health’s National Health Security Office have a mission to drive the creation of health insurance for Thai people “focusing on prevention over treatment for a long quality of life.” In 2023, the Social Security Office has taken steps to promote health promotion and disease prevention for insured persons. It launched the project to detect the risk of cardiovascular disease, piloting in 13 provinces. The effort has reached 277,654 insured persons who participated in the project. The National Health Security Office has given importance to working-age people and has therefore designated health promotion as a foundational service.
The Labour Minister, Mr. Phiphat, continued that today is a great opportunity for the Social Security Office and the National Health Security Office to come together to make a Memorandum of Understanding on integrating and organizing health promotion and disease prevention services for insured persons in the social security system. Such cooperation reduces overall public health costs, prevents duplication, and is more efficient. It also ensures that all Thai citizens have the right to receive public health services that are of a standard. More importantly, insured persons will receive additional benefits beyond the basic checkup items, such as kidney function, Cr, urine test, Ua, and lung x-ray, through a single, excellent standard treatment management system.
The Social Security Office’s Secretary-General, Mr. Boonsong Thapchaiyut, said that the Social Security Office is committed to developing health promotion and disease prevention benefits to ensure good health for insured persons. It emphasizes the principle of “prevention is better than treatment,” building confidence for insured persons in accessing standard treatment services at all times. For operations from 2024 onwards, the Social Security Office is ready to work with the National Health Security Office to drive the important mission of providing health promotion and disease prevention services to Thai people with every right. Insured persons can receive services in hospitals registered for health promotion and disease prevention with the Health Security Office and Social Security Offices nationwide. This will result in good health for working people, provide them with a long quality of life, and effectively reduce complications and inequality. It will integrate medical services appropriately, equitably, and with quality, which will lead to sustainable national development.
