วันที่ 8 เมษายน 2567 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน พร้อมด้วย นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน นายบุญสงค์ ทัพชัยยุทธ์ เลขาธิการสำนักงานประกันสังคม นางสาวสดุดี กิตติสุวรรณ อัครราชทูตที่ปรึกษา (ฝ่ายแรงงาน) สำนักงานแรงงานในประเทศญี่ปุ่น และคณะ เข้าพบ ผู้บริหารโรงแรมดุสิตธานี จังหวัดเกียวโต เพื่อหารือความร่วมมือในการรับแรงงานไทยเข้ามาทำงานเพื่อแก้ไขปัญหาขาดแคลนบุคลากรของโรงแรมดุสิตธานี จังหวัดเกียวโต โดยมี นายมาโคโตะ ยามาชิตะ (Mr.Makoto Yamashita) ผู้จัดการทั่วไปโรงแรมดุสิตธานี จังหวัดเกียวโต นายอัครพงศ์ เฉลิมนนท์ กงสุลใหญ่ ณ นครโอซากา และคณะ ร่วมให้การต้อนรับและเลี้ยงรับรอง ณ โรงแรมดุสิตธานี จังหวัดเกียวโต ประเทศญี่ปุ่น
นายพิพัฒน์ กล่าวว่า ในวันนี้ผมพร้อมด้วยผู้บริหารกระทรวงแรงงานได้มาพบกับท่านมาโคโตะ ยามาชิตะ ผู้บริหารของโรงแรมดุสิตธานี จังหวัดเกียวโต และขอขอบคุณที่ท่านให้การต้อนรับอย่างอบอุ่น และทราบว่าทางผู้บริหารมีความสนใจและตั้งใจที่จะรับแรงงานไทยเข้ามาทำงานที่โรงแรมดุสิตธานี จังหวัดเกียวโตแห่งนี้ เพื่อให้ลูกค้าได้รับบริการและการต้อนรับแบบไทย ซึ่งก่อนหน้านี้บริษัทดุสิตธานีฯ ที่ประเทศไทยได้ยื่นขอวีซ่าให้กับพนักงานหลายคนเพื่อให้มาทำงานที่โรงแรมดุสิตธานี จังหวัดเกียวโต แต่สถานเอกอัครราชทูตญี่ปุ่นประจำประเทศไทยปฏิเสธการอนุมัติวีซ่าทำให้ประสบปัญหาบุคลากรไม่เพียงพอ ในส่วนของกระทรวงแรงงานของไทยเอง เรามีสำนักงานแรงงานในประเทศญี่ปุ่นที่คอยให้ความร่วมมือในการสนับสนุนประสานงาน ให้คำปรึกษา และแนะนำการดำเนินการอย่างใกล้ชิดมาโดยตลอด เพื่ออำนวยความสะดวกให้แรงงานไทยสามารถเดินทางมาทำงานในญี่ปุ่นได้อย่างราบรื่น
นายพิพัฒน์ กล่าวต่อว่า ซึ่งจากการหารือทราบว่า ผู้บริหารกลุ่มบริษัทดุสิตธานีได้ให้ความสนใจจะจัดส่งผู้ฝึกปฏิบัติงานด้านเทคนิค แรงงานไทยมาทำงานที่โรงแรมดุสิตธานี จังหวัดเกียวโต ซึ่งผู้บริหารกลุ่มบริษัทดุสิตธานีได้เดินทางไปศึกษาดูงานการฝึกอบรมก่อนเดินทางมาประเทศญี่ปุ่นในสถานภาพการพำนักผู้ฝึกปฏิบัติงานด้านเทคนิค ที่สถาบันพัฒนาฝีมือแรงาน 14 ปทุมธานี และเมื่อเดือนกุมภาพันธ์ 2567 ที่ผ่านมา ทราบว่า โรงแรมดุสิตธานี จังหวัดเกียวโต ได้ลงนามในสัญญากับองค์กร IM Japan แล้ว ขณะนี้อยู่ระหว่างการเตรียมการรับผู้ฝึกปฏิบัติงานเทคนิคไทย โดยกรมการจัดหางานจัดส่งผ่านองค์กร IM Japan ซึ่งเริ่มทยอยจัดส่งชุดแรก จำนวน 3 รายก่อน จากนั้นจะขยายโควตาการจัดส่งเพิ่มขึ้นต่อไป
“ผมขอขอบคุณผู้บริหารของโรงแรมดุสิตธานี จังหวัดเกียวโต ที่เปิดโอกาสให้ได้มาพบปะพูดคุยและที่สำคัญให้ความสนใจในการรับผู้ฝึกปฏิบัติงานด้านเทคนิคชาวไทย รวมทั้งขอให้พิจารณาเพิ่มการรับผู้ฝึกปฏิบัติงานด้านเทคนิค/แรงงานทักษะเฉพาะชาวไทยเพิ่มมากขึ้น โดยเฉพาะในภาคท่องเที่ยวและบริการ อาทิ ตำแหน่งพนักงานแปรรูปอาหาร ทำขนมปัง ปรุงอาหาร พนักงานโรงแรม ล่าม เป็นต้น ซึ่งจากการพูดคุยกับนายจ้างส่วนใหญ่ก็มีความพึงพอใจและชื่นชมผู้ฝึกปฏิบัติงานด้านเทคนิคชาวไทยที่มีความขยันหมั่นเพียร เชื่อฟังคำสั่ง มีความรับผิดชอบต่องานที่ได้รับมอบหมาย มีน้ำใจ เรียนรู้งานได้รวดเร็ว มีทักษะ ความเชี่ยวชาญ และความสามารถหลากหลาย ผลจากการหารือในครั้งนี้จะนำไปสู่ความร่วมมือในการเปิดตลาดแรงงาน ซึ่งจะเป็นประโยชน์ต่อการขับเคลื่อนเศรษฐกิจของทั้งสองประเทศต่อไป” นายพิพัฒน์ กล่าว
โดยผู้ที่ผ่านการคัดเลือกฯ จะไปฝึกงานในประเภทอุตสาหกรรมภาคการผลิต ภาคท่องเที่ยวและบริการ จะได้รับเบี้ยเลี้ยงระหว่างการฝึก เมื่อฝึกจบจะได้รับประกาศนียบัตรรับรองการฝึกงาน และเงินสนับสนุนเป็นค่าใช้จ่ายในการประกอบอาชีพเมื่อเดินทางกลับประเทศไทยอีกด้วย ทั้งนี้ ผู้สนใจสมัครเข้ารับการคัดเลือกผู้ฝึกงานเทคนิคคนไทยไปฝึกงานในประเทศญี่ปุ่น โดยกรมการจัดหางานจัดส่งผ่านองค์กร IM Japan สามารถสอบถามรายละเอียดเพิ่มเติม ติดต่อที่กองบริหารแรงงานไทยไปต่างประเทศ กรมการจัดหางาน โทร. 0 2245 9428 หรือสายด่วนกระทรวงแรงงาน โทร.1506 กด 2 กรมการจัดหางาน
On April 8, 2024, the Labour Minister, Mr. Phiphat Ratchakitprakarn, the Permanent Secretary of Labour, Mr. Pairoj Chotiksetian, the Social Security Office’s Secretary-General, Mr. Boonsong Thapchaiyut, the Minister Counselor (on Labour) in Japan, Ms. Sadud Kittisuwa, and delegation, met with the management of Dusit Thani Hotel Kyoto to discuss cooperation in recruiting Thai workers to solve the problem of personnel shortages at the Dusit Thani Hotel in Kyoto Prefecture.. The General Manager of Dusit Thani Kyoto Hotel, Mr. Makoto Yamashita, Consul-General in Osaka, Mr. Akaraphong Chalermnon, and the delegation joined in giving a welcome at Dusit Thani Kyoto Hotel, Japan.
Mr. Phiphat said that today, he and the Ministry of Labour’s executives met with Mr. Makoto Yamashita, the executive of Dusit Thani Kyoto Hotel, and thanked him for the warm welcome. He learned that the management is interested and intends to recruit Thai workers to work at Dusit Thani Kyoto Hotel to provide customers with Thai-style service and hospitality. Previously, Dusit Thani Company in Thailand had several employees apply for visas to work at Dusit Thani Kyoto Hotel. Still, the Japanese Embassy in Thailand did not approve their visas, causing a problem of insufficient personnel. The Thai Ministry of Labour has Labour Offices in Japan that have always cooperated closely in supporting, coordinating, advising, and recommending operations to facilitate Thai workers’ ability to travel to work in Japan smoothly.
Mr. Phiphat continued that from the discussion, they learned that Dusit Thani Group executives are interested in sending technical interns and Thai workers to work at the Dusit Thani Kyoto Hotel. The executives of the Dusit Thani Group traveled to study the training for workers before traveling to Japan at the Pathum Thani Skill Development Institute 14 in February 2024. The Dusit Thani Kyoto Hotel signed a contract with the IM Japan organization. Currently, preparations are underway to receive Thai technical interns. The Department of Employment will deliver workers through the IM Japan organization, which will begin gradually delivering the first batch of 3 people and then will expand the delivery quota further.
“I would like to thank the management of Dusit Thani Kyoto Hotel for providing the opportunity to meet and talk and, most importantly, for being interested in recruiting Thai technical interns. I ask that they consider increasing the recruitment of technical interns/skilled workers specifically for Thais, especially in the tourism and service sectors, such as for food processing employees, bread makers, cooks, hotel employees, and interpreters. From talking with employers, I see that most are satisfied and admire Thai technical intern trainees for their diligence and responsibility in assigned tasks. They are considerate, learn quickly, have skills and expertise, and various capabilities. The results of this discussion will lead to cooperation in opening up the market. This will be beneficial to driving the economies of both countries further,” Mr. Phiphat said.
Those who pass the selection round will go on an internship in the manufacturing industry or tourism and service sector. They will receive an allowance during training. Upon completion of the training, they will receive a certificate certifying their internship and financial support for occupational expenses when returning to Thailand as well.
