รมว.พิพัฒน์ ตรวจเยี่ยมศูนย์เด็กเล็กวิทยาเขตสิรินธรราชวิทยาลัย ในพระราชูปถัมภ์ จังหวัดนครปฐม มุ่งส่งเสริมสวัสดิการเพื่อแรงงานและครอบครัว ช่วยแบ่งเบาภาระค่าใช้จ่าย ลดความวิตกกังวลห่วงบุตรหลานขณะพ่อแม่ไปทำงาน หวังขยายผลเพื่อยกระดับคุณภาพชีวิตที่ดี สร้างความยั่งยืนด้านสวัสดิการอย่างเป็นรูปธรรม
นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยถึงการมาตรวจเยี่ยมศูนย์เด็กเล็กวิทยาเขตสิรินธรราชวิทยาลัย ในพระราชูปถัมภ์ จังหวัดนครปฐม ว่า รัฐบาลให้ความสำคัญและมีบทบาทเชิงรุกอย่างสร้างสรรค์ในการเสริมสร้างศักยภาพทรัพยากรมนุษย์และพัฒนาคนทุกมิติในทุกช่วงวัย ภายใต้ยุทธศาสตร์ชาติ 20 ปี กระทรวงแรงงานโดยกรมสวัสดิการและคุ้มครองแรงงานมีภารกิจในการส่งเสริม สนับสนุน ให้สถานประกอบกิจการจัดสวัสดิการแรงงาน จึงได้จัดสวัสดิการในรูปแบบศูนย์เด็กเล็กเพื่อเป็นต้นแบบในการรับดูแลบุตรผู้ใช้แรงงานในพื้นที่ที่เป็นแหล่งอุตสาหกรรมและมีแรงงานจำนานมาก จัดการเรียนการสอนตามมาตรฐานสถานพัฒนาเด็กปฐมวัยแห่งชาติ โดยการจัดสวัสดิการในรูปแบบนี้มีหลักสำคัญที่มุ่งเน้นแบ่งเบาภาระค่าใช้จ่าย ลดความวิตกกังวลเป็นห่วงบุตรหลานที่ไม่มีผู้ดูแลขณะที่พ่อแม่ไปทำงาน รวมถึงการดูแลบุตรหลานของผู้ใช้แรงงานให้มีพัฒนาการที่สมวัย มีความพร้อมทั้งด้านร่างกาย จิตใจอารมณ์ สังคมและสติปัญญา มีพัฒนาการอย่างสมดุล เป็นคนดี คนเก่ง มีความสุขและเติบโตเป็นพลเมืองที่ดี ดังนั้น การมาตรวจเยี่ยมในครั้งนี้จึงเป็นการมาศึกษาและให้เห็นถึงความพร้อมและประโยชน์ที่ประจักษ์ว่าสวัสดิการประเภทนี้จะเป็นประโยชน์ต่อผู้ใช้แรงงานและครอบครัวอย่างแท้จริง ซึ่งจะได้นำไปขยายผลกำหนดเป็นนโยบายในการส่งเสริมให้สถานประกอบกิจการที่มีความพร้อมจัดทำศูนย์เด็กเล็กอย่างเป็นรูปธรรมเพิ่มมากขึ้น
ด้านนางโสภา เกียรตินิรชา ผู้ตรวจราชการกระทรวงแรงงาน รักษาราชการแทนอธิบดีกรมสวัสดิการและคุ้มครองแรงงาน (กสร.) กล่าวเพิ่มเติมว่า ศูนย์เด็กเล็กวิทยาเขตสิรินธรราชวิทยาลัย ในพระราชูปถัมภ์ ได้จัดตั้งขึ้นตามแนวพระราชดำริ ของสมเด็จพระกนิษฐาธิราชเจ้า กรมสมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี ภายใต้การบริหารงานของกรมสวัสดิการและคุ้มครองแรงงาน ร่วมกับมูลนิธิสิรินธรราชวิทยาลัย ในพระราชูปถัมภ์ จำนวน 2 แห่ง แห่งแรกตั้งอยู่ที่อำเภอสามพราน จังหวัดนครปฐม และแห่งที่สองตั้งอยู่ที่อำเภอเมือง จังหวัดสมุทรปราการ ซึ่งตลอดระยะเวลากว่า 20 ปี มีเด็กปฐมวัยซึ่งเป็นบุตรหลานของผู้ใช้แรงงานเข้ารับการเลี้ยงดูแล้วจำนวนมากกว่า 24,000 คน สำหรับศูนย์เด็กเล็กฯ นครปฐม จัดตั้งขึ้นเมื่อวันที่ 18 สิงหาคม 2536 รับเด็กปฐมวัยตั้งแต่อายุ 2 ปีครึ่ง – 6 ปี ขณะนี้มีจำนวน 482 คน แบ่งเป็นระดับชั้นเตรียมอนุบาล 1 – 3 รวมทั้งหมด 29 ห้องเรียน ซึ่งการเลี้ยงดูเด็กปฐมวัยได้ดำเนินการมาตรฐานอย่างครบถ้วน และทำให้ผู้ปกครองซึ่งเป็นผู้ใช้แรงงานสามารถลดค่าใช้จ่ายได้ครอบครัวละ 5,000 บาทต่อเดือน ขณะเดียวกันศูนย์เด็กเล็กวิทยาเขตสิรินทรราชวิทยาลัย ในพระราชูปถัมภ์ ได้มีมาตรการรักษาความปลอดภัยในการดูแลความปลอดภัยในเรื่องต่าง ๆ เช่น ด้านอาคารสถานที่ จัดให้มีเจ้าหน้าที่รักษาความปลอดภัย สำรวจ ตรวจสอบความเรียบร้อยของห้องเรียนเป็นประจำทุกวัน ด้านเจ้าหน้าที่ จัดให้มีเวรผลัดเปลี่ยนหมุนเวียนประจำวันทุกวันทั้งกลางวันและกลางคืน เป็นต้น ทำให้ครอบครัวผู้ใช้แรงงานอุ่นใจ เด็กเจริญเติบโต มีคุณภาพชีวิตดี ผู้ปกครองมั่นใจและคลายกังวลในการดูแลบุตรหลานได้เป็นอย่างดี
The Labour Minister, Mr. Phiphat Ratchakitprakarn, visited the Children’s Center, Sirindhorn Rajavidyalaya Campus, under Royal Patronage in Nakhon Pathom Province. The center aims to promote welfare for workers and families, to lighten the burden of expenses, and to reduce anxiety about children while parents go to work. It hopes to expand and improve the quality of life further to create sustainable welfare.
The Labour Minister, Mr. Phiphat Ratchakitprakarn, spoke about the visit to the Children’s Center, Sirindhorn Rajavidyalaya Campus under Royal Patronage in Nakhon Pathom Province. He said that the government places great importance on and plays a proactive and creative role in strengthening human resource potential and developing people in all dimensions at all ages. Under the 20-year national strategy, the Ministry of Labour, through the Department of Labour Protection and Welfare, has a mission to promote and support business establishments in providing welfare to the workforce. Therefore, welfare in the form of a childcare center was established to serve as a model for caring for worker’s children in industrial areas with a large workforce. Teaching and learning curricula follow the standards of the National Early Years Development Center. Providing welfare in this form has an important principle that focuses on relieving the burden of expenses and reduces anxiety about children having no care while their parents go to work. It also takes care of workers’ children to have appropriate development and to be prepared physically, mentally, emotionally, socially, and intellectually. Workers’ children will have a balanced development, to be good people, smart people, happy, and grow up as good citizens. The visit aimed to study and observed the benefits that this type of welfare provides to its users. The study will be used to expand and formulate a policy to encourage more business establishments that are ready to establish childcare centers.
The Ministry of Labour’s Inspector-General and Acting Director-General of the Department of Labor Protection and Welfare, Mrs. Sopa Kieatnircha, added that the Children’s Center, Sirindhorn Rajavidyalaya Campus under Royal Patronage, was established according to the royal initiative of Her Royal Highness Princess Maha Chakri Sirindhorn, under the administration of the Department of Labour Protection and Welfare in collaboration with the Sirindhorn Rajavidyalaya Foundation under Royal Patronage. There are 2 locations. The first is located in Sam Phran District, Nakhon Pathom Province, and the second is in Mueang District, Samut Prakan Province. Over more than 20 years, more than 24,000 early years children or workers have been cared for. The Nakhon Pathom Child Care Center was established on August 18, 1993, accepting early years children from the age of 2 and a half to 6 years. There are currently 482 children, comprising 29 classrooms of pre-kindergarten levels 1 – 3. Early years child care has been fully standardized, allowing parents who are workers to reduce expenses by 5,000 Baht per family per month. The Children’s Center, Sirindhorn Rajavidyalaya Campus, under Royal Patronage, has security measures in place to take care of safety in various matters. For example, the buildings have security officers surveying and inspecting classrooms on a daily basis. Officials are arranged in daily shifts during the day and night, giving workers’ families peace of mind. Their children can grow with a good quality of life, and parents can be confident and relieved of worries in taking good care of their children.
