วันที่ 19 กันยายน 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เป็นประธานการประชุมมอบนโยบายแก่ผู้บริหารระดับสูง ข้าราชการ เจ้าหน้าที่ สำนักงานปลัดกระทรวงแรงงานทั้งในส่วนกลาง ส่วนภูมิภาค และสำนักงาน/ฝ่ายแรงงานในต่างประเทศ โดยมี นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน พร้อมด้วยผู้บริหารระดับสูงสำนักงานปลัดกระทรวงแรงงาน เข้าร่วม ณ ห้องประชุม ศ.นิคม จันทรวิทุร ชั้น 5 อาคารกระทรวงแรงงาน และการประชุมทางไกลผ่านระบบ VDO Conference
นายพิพัฒน์ กล่าวว่า เมื่อวันที่ 14 กันยายนที่ผ่านมา ผมได้มอบนโยบายกระทรวงแรงงาน ประจำปีงบประมาณ พ.ศ. 2567 “ทักษะดี มีงานทำ หลักประกันทางสังคมเด่น เน้นขับเคลื่อนเศรษฐกิจ” โดยมีประเด็นขับเคลื่อน 8 ประเด็น และข้อสั่งการ 8 ข้อ หรือจะเรียกสั้น ๆ ว่า 8+8 ให้กับผู้บริหารกระทรวงแรงงาน เพื่อให้ทุกท่านนำไปขับเคลื่อนให้เป็นรูปธรรม เกิดประโยชน์กับประชาชนอย่างเต็มประสิทธิภาพ และขอพบปะกับทุกกรม เพื่อสร้างความคุ้นชิน และรับฟังข้อเสนอแนะจากทุกท่าน เพื่อนำมากำหนดเป็นแนวทางในการขับเคลื่อนกระทรวงแรงงาน ให้ก้าวไปสู่ความเป็นกระทรวงเศรษฐกิจ สร้างความเชื่อมั่นให้กับพี่น้องประชาชนผู้ใช้แรงงาน รวมถึงพี่น้องข้าราชการและเจ้าหน้าที่กระทรวงแรงงานทุกคน และในวันนี้ เป็นการพบปะมอบนโยบาย และรับฟังข้อเสนอแนะ ร่วมกับสำนักงานปลัดกระทรวงแรงงาน ซึ่งผมถือว่าเป็นหน่วยงานที่มีความสำคัญ เพราะต้องสวมหมวกหรือมีภารกิจรับผิดชอบพิเศษกว่ากรมอื่น ๆ คือ มี 2 หน้าที่ ต้องทำหน้าที่ในฐานะกระทรวง และเป็นหน่วยงานในระดับกรม ดังนั้น การอำนวยการ ประสานความร่วมมือระหว่างหน่วยงานภายในกระทรวง และหน่วยงานภายนอก จึงเป็นหน้าที่สำคัญของสำนักงานปลัดกระทรวง ในวันนี้ ผมจึงขอมอบนโยบายการขับเคลื่อนการดำเนินงานของสำนักงานปลัดกระทรวงแรงงาน และข้อสั่งการ ดังนี้ ซึ่งในส่วนของนโยบาย ได้แก่ 1) สร้างคุณภาพชีวิตแรงงาน ด้วยค่าจ้างขั้นต่ำที่เป็นธรรม และค่าจ้างตามมาตรฐานฝีมือแรงงาน 2) ประสานความร่วมมือภาครัฐ ภาคเอกชน และภาคประชาสังคม ผลิตกำลังคน ตามความต้องการของตลาดแรงงาน 3) ขยายโอกาสแรงงานไทยไปตลาดแรงงานโลก 4) สร้างอาชีพ เสริมรายได้ ให้แรงงานนอกระบบ แรงงานกลุ่มเปราะบาง แรงงานผู้สูงอายุ และแรงงานผู้พิการ เพื่อคุณภาพชีวิตที่ดีกว่า 5) ส่งเสริม พัฒนาเครือข่ายแรงงาน ให้มีศักยภาพและเข้มแข็ง 6) จัดทำและบูรณาการ Labour Data ที่เชื่อมโยงทุกภาคส่วนทันสมัย ครอบคลุมและใช้งานได้จริง การนำนโยบายทั้ง 6 ข้อ ไปปฏิบัติให้เป็นรูปธรรมจะเป็นพลังในการขับเคลื่อนเศรษฐกิจของประเทศอย่างยั่งยืน
นายพิพัฒน์ ยังได้เน้นย้ำถึงข้อสั่งการแก่ผู้บริหารระดับสูง ข้าราชการ เจ้าหน้าที่ สำนักงานปลัดกระทรวงแรงงานทั้งในส่วนกลาง ส่วนภูมิภาค และสำนักงาน/ฝ่ายแรงงานในต่างประเทศว่า กระทรวงจะดำเนินการตามนโยบายที่ท่านนายกรัฐมนตรีได้แถลงนโยบายต่อรัฐสภา โดยให้ผู้บริหารผลักดันนโยบายให้เป็นรูปธรรมโดยเร็ว ส่วนการแต่งตั้งโยกย้ายข้าราชการนั้นจะไม่มีการซื้อขายตำแหน่งโดยเด็ดขาด นอกจากนี้ ยังกำชับข้าราชการและเจ้าหน้าที่ ห้ามยุ่งเกี่ยวกับการทุจริต ประพฤติมิชอบทุกประเภท รวมทั้งการเรียกรับผลประโยชน์จากนายจ้างและผู้ใช้แรงงาน ขณะเดียวกันยังให้ปลัดกระทรวง อธิบดีทุกกรม และเลขาธิการสำนักงานประกันสังคม ประสานความร่วมมือระหว่าง 4 กระทรวง ได้แก่ กระทรวงมหาดไทย กระทรวงศึกษาธิการ กระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม และกระทรวงแรงงานโดยตั้งคณะทำงานเพื่อบูรณาการการทำงานร่วมกันอย่างเป็นรูปธรรม ตลอดจนให้ทุกหน่วยงานในสังกัดสำนักงานปลัดกระทรวงแรงงาน ต้องบริหารแผนงาน แผนเงิน ให้เกิดประโยชน์ต่อประชาชนอย่างเต็มประสิทธิภาพอีกด้วย
“ผมขอเป็นส่วนหนึ่งในการร่วมทำงาน สนับสนุนการทำงานกับทุกท่าน และมั่นใจว่าทุกท่านจะผนึกกำลังร่วมกันขับเคลื่อนองค์กรไปสู่ความสำเร็จในการวางรากฐานด้านแรงงานอย่างเป็นรูปธรรมและมั่นคงต่อไป” นายพิพัฒน์ กล่าวท้ายสุด
On September 19, 2023, the Labour Minister, Mr. Phiphat Ratchakitprakarn, chaired the meeting to present policies to senior executives, civil servants, and officials from the Office of the Permanent Secretary of Labour, at the central and regional level, including overseas labour offices/departments. The Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, and senior executives from the Office of the Permanent Secretary of Labour attended the meeting at the Prof. Nikom Chantravitun meeting room, 5th floor, Ministry of Labour, and via teleconferencing.
Mr. Phiphat said that on September 14, he presented the Ministry of Labour’s policies for the 2024 fiscal year on “Good skills, employment, outstanding social security, and a focus on driving the economy.” The policy comprises a drive on eight issues and eight orders, or, in short, called 8+8. The policies were presented to the Ministry of Labour’s executives for everyone to drive efforts to success and benefit the people fully. He would like to meet with every department to build familiarity and listen to suggestions from everyone to be used as a guideline to drive the Ministry of Labour to advance into an economic ministry, building confidence among the working people, including all government officials and the Ministry of Labour’s officers. Today’s meeting is to present the policies and listen to suggestions in cooperation with the Office of the Permanent Secretary of Labour, which he considers an important agency as officials have more special responsibilities than other departments. That is, the department has two duties and must act as a ministry and is an agency at the department level. Therefore, they must facilitate and coordinate between agencies within the ministry and external agencies, which is an important duty. Today, he presented policies to drive the operations of the Office of the Permanent Secretary of Labour and orders as follows. The policies include: 1) Creating a quality of life for workers with a fair minimum wage and wages according to labour skill standards. 2) Coordinate with the government, private sector, and civil society to produce manpower according to the needs of the labour market. 3) Expand opportunities for Thai workers to enter the world labour market. 4) Create careers and supplement income for workers in the informal sector, vulnerable workers, elderly workers, and workers with disabilities for a better quality of life. 5) Promote and develop labour networks to have potential and strength. 6) Create and integrate labour data that connects all sectors and is up-to-date, comprehensive, and practical. Putting these six policies into concrete practice will be the power to drive the country’s economy sustainably.
Mr. Phiphat emphasized the instructions to senior executives, civil servants, and officials from the Office of the Permanent Secretary of Labour, at the central and regional levels, including overseas labour offices/departments. He said that the ministry will carry out the policy that the Prime Minister has announced to Parliament, whereby executives must drive the policies to success. As for the appointment and transfer of civil servants, there will be no trading of positions. In addition, civil servants and officials have been instructed not to engage in corruption and misconduct, including claiming benefits from employers and workers. At the same time, he asked the Permanent Secretary, Director- Generals of every department, and the Secretary-General of the Social Security Office to coordinate between four ministries, including the Ministry of Interior, the Ministry of Education, the Ministry of Higher Education, Science, Research and Innovation, and the Ministry of Labour, by setting up a working group to integrate collaboration. Furthermore, he asked that all agencies under the Office of the Permanent Secretary of Labour manage work and financial plans to benefit the people fully.
“I would like to be a part of working together, supporting the work with everyone. I am confident that everyone will join forces to drive the organization towards success in laying a concrete and stable foundation for labour in the future,” Mr. Phiphat concluded.
