วันที่ 23 ตุลาคม 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน มอบหมายให้ นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน พร้อมด้วย นายเดชา พฤกษ์พัฒนรักษ์ ผู้ช่วยปลัดกระทรวงแรงงาน และผู้บริหารระดับสูงหน่วยงานสังกัดกระทรวงแรงงาน ต้อนรับและดูแลอำนวยความสะดวกแรงงานไทยที่ได้รับผลกระทบจากความไม่สงบในอิสราเอลและเดินทางกลับถึงประเทศไทย ซึ่งในส่วนของกระทรวงแรงงาน มีเจ้าหน้าที่กรมการจัดหางาน และสำนักประสานความร่วมมือระหว่างประเทศ สำนักงานปลัดกระทรวงแรงงานแจกเอกสารขั้นตอนการยื่นคำร้องขอรับสิทธิประโยชน์จากกองทุนเพื่อช่วยเหลือคนหางานไปทำงานต่างประเทศ เพื่อให้แรงงานไทยได้รับเงินสิทธิประโยชน์ดังกล่าวโดยเร็วที่สุดก่อนที่จะเดินทางกลับภูมิลำเนา นอกจากนี้ ยังมีหน่วยงานที่เกี่ยวข้องร่วมอำนวยความสะดวกและชี้แจงสิทธิประโยชน์ที่แรงงานพึงได้รับตามกฎหมาย พร้อมแนะนำขั้นตอนการให้ความช่วยเหลือ อาทิ กระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ กรมคุ้มครองสิทธิและเสรีภาพ และกรมการกงสุล ณ บริเวณชั้น 2 ประตู 10 อาคารผู้โดยสารขาเข้าระหว่างประเทศ สนามบินสุวรรณภูมิ จังหวัดสมุทรปราการ
นายอารี กล่าวว่า ท่านพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ได้ติดตามสถานการณ์การอพยพแรงงานไทยที่ได้รับผลกระทบจากภัยสงครามในอิสราเอลอย่างใกล้ชิด แม้ว่าขณะแรงงานไทยส่วนหนึ่งได้กลับมายังภูมิลำเนาแล้ว แต่ยังมีแรงงานไทยอีกหลายพันคนต่างทยอยอพยพกลับมาในแต่ละวันเพิ่มขึ้นอย่างต่อเนื่อง เช่นเดียวกันในวันนี้ผมได้รับมอบหมายจากท่านรัฐมนตรีพิพัฒน์พร้อมด้วยคณะผู้บริหารทุกหน่วยงานในสังกัดกระทรวงแรงงานให้มาร่วมต้อนรับและดูแลอำนวยความสะดวกแรงงานไทยที่เดินทางกลับถึงสนามบินสุวรรณภูมิอีกจำนวน 2 เที่ยวบิน คือ เที่ยวบินที่ TG 8953 มีแรงงานไทยจำนวน 280 คน และเที่ยวบินที่ LY 085 มีแรงงานไทยจำนวน 235 คน รวมจำนวนทั้งสิ้น 515 คน ซึ่งจากการพูดคุยพบว่า แรงงานส่วนใหญ่ต้องการกลับมาเพื่อให้ปลอดภัยจากสถานการณ์ดังกล่าว
สำหรับความคืบหน้าสถานการณ์การให้ความช่วยเหลือพี่น้องแรงงานไทยในประเทศอิสราเอล ซึ่งจากรายงานของฝ่ายแรงงานประจำสถานเอกอัครราชทูต ณ กรุงเทลอาวีฟ พบว่า ล่าสุดมีแรงงานไทยได้ลงทะเบียนกรอกแบบฟอร์มแจ้งความประสงค์เดินทางกลับประเทศไทยกับทางสถานทูตฯ แล้ว 8,478 คน ไม่ประสงค์กลับ 123 คน ถูกจับไปเป็นตัวประกัน 19 ราย บาดเจ็บ 18 ราย ยังไม่สามารถระบุชื่อได้ 1 ราย เสียชีวิต 30 ราย นำศพกลับไทย 8 ราย โดยขณะนี้มีแรงงานไทยที่เดินทางกลับมาแล้วเมื่อรวมสองเที่ยวบินนี้เป็นจำนวนทั้งสิ้น 3,830 คน ทั้งนี้ ตั้งแต่วันที่ 24 ตุลาคมเป็นต้นไป จะมีเที่ยวบินรองรับแรงงานไทยกลับจากอิสราเอลมาลงที่สนามบินดอนเมืองเพิ่มอีกหนึ่งแห่ง อย่างไรก็ดี เชื่อว่า การเพิ่มเที่ยวบินในครั้งนี้ จะช่วยให้การอพยพแรงงานไทยกลับจากอิสราเอลสามารถทำได้มากขึ้นอย่างน้อยวันละ 800 คน ตามเป้าหมายที่รัฐบาลกำหนดไว้ ชึ่งจะช่วยให้การอพยพทำได้รวดเร็วยิ่งขึ้น ซึ่งในส่วนของกระทรวงแรงงาน ได้ระดมเจ้าหน้าที่ที่เกี่ยวข้องมาให้การต้อนรับและอำนวยความสะดวกแก่พี่น้องแรงงานไทยที่กลับมาจากอิสราเอลในทุกเที่ยวบินที่สนามบินทั้ง 3 แห่ง ทั้งสุวรรณภูมิ ดอนเมือง และท่าอากาศยานทหาร 2 กองบิน 6 เพื่อชี้อแจงเกี่ยวกับขั้นตอนการยื่นคำร้องขอรับสิทธิประโยชน์จากกองทุนเพื่อช่วยเหลือคนหางานไปทำงานต่างประเทศ เพื่อให้แรงงานไทยได้รับเงินดังกล่าวโดยเร็วที่สุดต่อไป
On October 23, 2023, the Labour Minister, Mr. Phiphat Ratchakitprakarn, assigned the Secretariat to the Labour Minister, Mr. Aree Krainara, the Assistant Permanent Secretary of Labour, Mr. Decha Pruekphathanarak, and the Ministry of Labour’s executives to welcome and facilitate Thai workers affected by the unrest in Israel and returned to Thailand. The Ministry of Labour’s officials officials from the Department of Employment, the International Cooperation Bureau, and the Office of the Permanent Secretary of Labour shared documents on the steps for applying for benefits from the fund to help job seekers working abroad so that the Thai workers receive these benefits as quickly as possible before returning to their hometowns. Related agencies are also facilitating and explaining the benefits that workers should receive according to the law, advising steps on assistance such as the Ministry of Social Development and Human Security, the Rights and Liberties Protection Department, and the Department of Consular Affairs. The occasion took place on the 2nd floor, Gate 10, International Arrivals Building, Suvarnabhumi Airport, Samut Prakan Province.
Mr. Aree said that the Labour Minister, Mr. Phiphat Ratchakitprakarn, is following the situation of Thai workers affected by the unrest in Israel closely. Even though some Thai workers have returned to their hometowns, there are still thousands of Thai workers gradually traveling back each day, and the number is increasing continuously. Likewise, today, the Labour Minister, Mr. Phiphat, and executives of all agencies under the Ministry of Labour have welcomed and facilitated the Thai workers returning to Suvarnabhumi Airport on two more flights. The flights include TG 8953, with 280 Thai workers, and flight LY 085, with 235 workers, totaling 515 people. From discussions, it was found that most workers want to return for safety.
The report from the Minister Counselor for Labour at the Royal Thai Embassy in Tel Aviv found that 8,478 Thai workers have filled out a travel request form with the Embassy requesting to return to Thailand. At the same time, 123 people have notified us of their intention not to return. Nineteen Thai workers were taken hostage, 18 were injured, one unnamed, and 30 were dead, whereby eight bodies have been transported to Thailand. Currently, a total of 3,830 Thai workers have returned to Thailand. From October 24 onwards, there will be an additional flight to Don Mueang Airport to accommodate Thai workers returning from Israel. The increase in flights will help accommodate the transportation of at least 800 more Thai workers back from Israel daily, according to the government’s target. This will help speed up the evacuation. On the Ministry of Labour’s part, relevant officials have been mobilized to welcome and support Thai workers returning from Israel on every flight at all three airports, including Suvarnabhumi, Don Mueang, and the Military Airport 2, Wing 6. The officials help explain the procedures for submitting a request for benefits from the fund to help job seekers working abroad so that Thai workers will receive the compensation as soon as possible.
