วันที่ 16 พฤศจิกายน 2566 เวลา 12.15 น. นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน มอบหมายให้ นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน พร้อมด้วย นางสาวกรจิรัฏฐ์ พงจันทร์ศธร ผู้ช่วยปลัดกระทรวงแรงงาน เป็นผู้แทนกระทรวงแรงงานรับศพแรงงานไทยที่เสียชีวิตจากสถานการณ์ความไม่สงบในอิสราเอลอีกจำนวน 5 ราย พร้อมร่วมวางพวงหรีดแสดงความอาลัย โดยมี นางสาวเชาวนี ตังวงศ์ประเสริฐ ผู้อำนวยการกองกองสัญชาติและนิติกรณ์ กรมการกงสุล เป็นผู้แทนกระทรวงการต่างประเทศ และ นางออร์นา ซากิฟ เอกอัครราชทูตรัฐอิสราเอลประจำประเทศไทย และผู้บริหารระดับสูงจากทุกหน่วยงานในสังกัดกระทรวงแรงงาน ร่วมพิธี ณ บริเวณอาคารคลังสินค้า ท่าอากาศยานสุวรรณภูมิ จังหวัดสมุทรปราการ
นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน กล่าวว่า ในวันนี้ท่านพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ได้มอบหมายให้ผมพร้อมด้วย ท่านผู้ช่วยปลัดกระทรวงแรงงาน และผู้บริหารระดับสูงจากทุกหน่วยงานในสังกัดของกระทรวงแรงงาน เป็นผู้แทนของกระทรวงแรงงานในการมารับร่างแรงงานไทยที่เสียชีวิตจากเหตุการณ์ความไม่สงบในอิสราเอลอีกจำนวน 5 ราย ซึ่งสถานเอกอัครราชทูตได้ส่งร่างแรงงานไทยชุดที่ห้ากลับมา ด้วยเที่ยวบินที่ LY081 ถึงท่าอากาศยานสุวรรณภูมิเวลา 12.15 น. พร้อมร่วมวางพวงหรีดของท่านรัฐมนตรีว่าการกระทรวงแรงงานเพื่อแสดงความอาลัย
นายอารี กล่าวต่อว่า กระทรวงแรงงานได้ส่งเจ้าหน้าที่แรงงานจังหวัด เข้าแจ้งสิทธิประโยชน์ครอบครัวของแรงงาน ทั้งในส่วนรัฐบาลไทยเรียบร้อยแล้ว และหน่วยงานในสังกัดกระทรวงแรงงานที่อยู่ในจังหวัดภูมิลำเนาของแรงงานไทยได้ประสานครอบครัวผู้เสียชีวิต เพื่ออำนวยความสะดวกร่วมกับกระทรวงการต่างประเทศ เพื่อรับร่างแรงงานทุกรายกลับไปประกอบพิธีทางศาสนาที่ภูมิลำเนาใน 3 จังหวัด ได้แก่ บุรีรัมย์ อุดรธานี และ เชียงราย แล้วเช่นกัน
โดยหลังจากร่างผู้เสียชีวิตไปถึงภูมิลำเนา กระทรวงแรงงานจะนำเงินช่วยเหลือไปมอบให้กับทายาทของแรงงานไทยที่เสียชีวิต จำนวน 40,000 บาท ซึ่งเป็นเงินสิทธิประโยชน์จากการเป็นสมาชิกกองทุนเพื่อช่วยเหลือคนหางานไปทำงานในต่างประเทศ กรณีเสียชีวิตในต่างประเทศ นอกจากนี้ มีสิทธิได้รับสิทธิประโยชน์ตามกฎหมายประกันสังคมอิสราเอล (National Insurance Institute) ซึ่งในกรณีที่เสียชีวิตนี้ บิดา มารดา ภรรยาตามกฎหมายและบุตรของผู้เสียชีวิตทุกคนจะได้รับเงินช่วยเหลือทุกเดือนจนกว่าภรรยาจะแต่งงานใหม่ หรือลูกมีอายุครบ 18 ปี นอกจากนี้ ยังมีสิทธิประโยชน์จากกองทุนประกันสังคม โดยครอบครัวของแรงงานไทยซึ่งเป็นผู้ประกันตนที่เสียชีวิตจากเหตุการณ์ความไม่สงบในอิสราเอลจะได้รับเงินเยียวยาจากสำนักงานประกันสังคมตามมาตราที่แรงงานเป็นสมาชิก
“ผมขอแสดงความเสียใจอย่างยิ่งต่อญาติพี่น้องและครอบครัวของพี่น้องแรงงานไทยทั้ง 5 ราย ในนามของท่านพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ขอให้คำมั่นกับญาติของพี่น้องแรงงานไทยว่าเราจะดูแลสิทธิประโยชน์ของทุกท่านให้ได้รับสิทธิประโยชน์พึงได้ตามกฎหมายโดยเร็วที่สุด และขณะนี้สำนักงานประกันสังคมได้ตรวจสอบสิทธิแรงงานที่เสียชีวิต 5 ราย เรียบร้อยแล้ว พบว่า มีสิทธิจากกองทุนประกันสังคม 4 ราย อีกจำนวน 1 ราย ไม่ได้เป็นผู้ประกันตน รวมเป็นเงินประโยชน์ทดแทนที่สำนักงานประกันสังคมจะจ่ายให้กับทายาทผู้เสียชีวิต เป็นเงิน 91,700.44 บาท ” นายอารี กล่าวท้ายสุด
สำหรับแรงงานไทยที่เสียชีวิตจากสถานการณ์ความไม่สงบในอิสราเอล ซึ่งสถานเอกอัครราชทูต ได้ส่งร่างผู้เสียชีวิตกลับมา 5 รายล่าสุด มีรายชื่อ ดังนี้ 1.นายเทียนชัย ยอดทองดี จ.บุรีรัมย์ 2.นายจักรพันธ์ เดี่ยวไธสง จ.บุรีรัมย์ 3.นายไชยา รักษานนท์ จ.อุดรธานี 4.นายศักดิ์สิทธิ์ จำปาสิม จ.อุดรธานี และ5.นายสมชัย แซ่ยาง จ.เชียงราย
On November 16, 2023, at 12.15 hours, the Labour Minister, Mr. Phiphat Ratchakitprakarn, assigned the Secretariat to the Labour Minister, Mr. Aree Krainara and the Assistant to the Permanent Secretary of Labour, Ms. Kornjirat Pongjansat, to represent the Ministry of Labour in receiving the bodies of five Thai workers who died from the unrest in Israel, and lay wreaths to express their condolences. The Director of the Nationality and Legal Affairs Division, Department of Consular Affairs, Ms. Chaowani Tangwongprasert, represented the Ministry of Foreign Affairs. The Ambassador of Israel to Thailand, Mrs. Orna Sagiv, the Ministry of Labour’s Inspector-General, Mr. Samat Pattamasukon, and the Ministry of Labour’s executives from all subordinate agencies joined in the ceremony at the warehouse building area, Suvarnabhumi Airport, Samut Prakan Province.
The Secretariat to the Labour Minister, Mr. Aree Krainara, said that today, the Labour Minister, Mr. Phiphat Ratchakitprakarn, assigned him, the Assistant to the Permanent Secretary of Labour, and the Ministry of Labour’s executives from all agencies to represent the Ministry of Labour in receiving five bodies of Thai workers who died from the unrest in Israel. The Embassy returned the five bodies on EL AL Airlines, flight LY 081. They arrived at Suvarnabhumi Airport at 12.15 hours. The representatives participated in laying the wreaths of the Labour Minister to express condolences.
Mr. Aree continued that the Ministry of Labour has sent Provincial Labour Officers to inform the deceased’s families of the benefits on the Thai government’s part. The Ministry of Labour’s agencies in the home provinces of Thai workers have coordinated with the families of the deceased to facilitate coordination with the Ministry of Foreign Affairs to receive the bodies of all workers back to perform religious ceremonies in their hometowns in three provinces, which are Buriram, Udon Thani, and Chiang Rai.
After the bodies return to their home provinces, the Ministry of Labour will provide 40,000 Baht in aid to the dependents of the deceased Thai workers, which is compensation from the fund to help job seekers working abroad in the case of death. According to the Israeli National Insurance Institute, they will also be entitled to benefits. In the case of death, the father, mother, legal wife, and children of the deceased will all receive monthly assistance until the wife remarries or when the child has reached 18 years of age. In addition, there are benefits from the Social Security Fund. The families of Thai workers who are insured persons who died from the unrest in Israel will receive compensation from the Social Security Office according to the section that the workers are members of.
“I would like to express my deepest condolences to the relatives and families of the five Thai workers. On behalf of the Labour Minister, Mr. Phiphat Ratchakitprakarn, I assure the relatives of Thai workers that we will take care of everyone’s benefits so that they receive the benefits they are legally entitled to as soon as possible. The Social Security Office has inspected the rights of the five deceased workers and found that 4 have rights from the Social Security Fund, and one was not insured. In total, the compensation benefit that the Social Security Office will pay to the beneficiaries of the deceased is 91,700.44 Baht,” said Mr. Aree.
The Embassy has now returned the bodies of the five Thai workers who died due to the unrest in Israel. The names of the deceased are 1. Mr. Thianchai Yodthongdee from Buriram Province. 2. Mr. Jakraphan Diaothaisong from Buriram Province. 3. Mr. Chaiya Raksanon from Udon Thani Province. 4. Mr. Saksit Champasim from Udon Thani Province, and 5. Mr. Somchai Saeyang from Chiang Rai Province.
