เมื่อวันที่ 13 มิถุนายน 2566 นายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน กล่าวถ้อยแถลงในการประชุมใหญ่ประจำปีองค์การแรงงานระหว่างประเทศ สมัยที่ 111 ณ นครเจนีวา สมาพันธรัฐสวิส โดยมี นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน นางสุพัตรา ศรีไมตรีพิทักษ์ เอกอัครราชทูต ผู้แทนถาวรไทย ณ นครเจนีวา พร้อมด้วยผู้บริหารระดับสูงกระทรวงแรงงาน ผู้แทนฝ่ายรัฐบาล รวมทั้งผู้แทนฝ่ายนายจ้าง และผู้แทนฝ่ายลูกจ้าง เข้าร่วมการประชุมและรับฟังถ้อยแถลงด้วย
นายสุชาติ กล่าวว่า ขอแสดงความยินดีกับ ILO ในการจัดการประชุมครั้งนี้ ซึ่งในนามรัฐบาลไทยเป็นเกียรติอย่างยิ่งที่ได้กล่าวถ้อยแถลงในการประชุมในครั้งนี้ โดยขอสนับสนุนแนวคิดของ คุณกิลเบิร์ต เอฟ ฮองโบ (Mr. Gilbert F. Houngbo) ผู้อำนวยการใหญ่องค์การแรงงานระหว่างประเทศคนใหม่ ที่ว่า การรวมกลุ่มระดับโลกเพื่อความยุติธรรมทางสังคม (Global Coalition for Social Justice) จะส่งเสริมความร่วมมือระหว่างประเทศและเสริมสร้างความสามารถของรัฐสมาชิกในการบรรลุ ‘ความยุติธรรมทางสังคม’ ซึ่งเป็นเป้าหมายร่วมกันของทุกคน
นายสุชาติ กล่าวต่อว่า ประเทศไทยมีความมุ่งมั่นและมีบทบาทเชิงรุกในการยกระดับความยุติธรรมทางสังคมและส่งเสริมงานที่มีคุณค่าทั้งในระดับชาติ ระดับภูมิภาค และระดับนานาชาติ รวมทั้งตระหนักถึงความจำเป็นในการสนับสนุนหลักการและสิทธิขั้นพื้นฐานในการทำงาน การขจัดความไม่เท่าเทียมโดยใช้กลไกการเจรจาทางสังคม การสร้างความยืดหยุ่นในช่วงเวลาวิกฤติ โดยการส่งเสริมการจ้างงาน การเสริมสร้างความเข้มแข็งของสถาบันตลาดแรงงาน การขจัดช่องว่างระหว่างเพศในโลกแห่งการทำงาน การส่งเสริมนโยบายการโยกย้ายถิ่นฐานของแรงงาน และการขยายขอบเขตการคุ้มครองทางสังคม
โอกาสเดียวกันนี้ นายสุชาติ ยังได้นำเสนอการดำเนินการของประเทศไทยในการสนับสนุนธุรกิจและแรงงาน ซึ่งเป็นหนึ่งในความพยายามเพื่อสร้างความยุติธรรมทางสังคม ในประเด็นต่างๆ ได้แก่ การรณรงค์ด้านความปลอดภัย อาชีวอนามัย และสิ่งแวดล้อม ช่วยส่งเสริมสุขภาวะในการทำงาน และสร้างวัฒนธรรมความปลอดภัยในการทำงาน ซึ่งสนับสนุนสังคมยั่งยืนในประเทศไทย การส่งเสริมการจ้างงานและป้องกันการเลิกจ้าง โดยการจัดมหกรรมจัดหางานระดับชาติที่เรียกว่า “Job Expo” เพื่อสนับสนุนแรงงานทุกคนในการหางานที่มั่นคงและปลอดภัย ในตำแหน่งงานที่เหมาะสม การฝึกงานที่มีคุณภาพยังเป็นกุญแจสำคัญสู่การจ้างงานอย่างเต็มที่และมีประสิทธิผล รวมทั้งระบบการคุ้มครองแรงงานและการคุ้มครองสังคมมีความสำคัญอย่างยิ่งต่อลูกจ้างทุกคน รัฐบาลได้ทำงานอย่างหนัก เพื่อให้แน่ใจว่าทั้งแรงงานในระบบและแรงงานนอกระบบ ตลอดจนแรงงานที่เปราะบางและแรงงานข้ามชาติ ให้มีรายได้ที่มั่นคง สามารถเข้าถึงบริการสุขภาพ และมีคุณภาพชีวิตที่ดีขึ้น การริเริ่มใหม่ที่กำลังจะเกิดขึ้นจะช่วยเปลี่ยนรูปแบบเงินสมทบและสิทธิประโยชน์ของระบบประกันสังคมให้หลากหลายและยืดหยุ่นมากขึ้น รวมทั้งส่งเสริมการออมเพื่อเตรียมพร้อมสำหรับการเกษียณอายุของลูกจ้าง
“ผมขอยืนยันความมุ่งมั่นของประเทศไทยในการร่วมมือกับ ILO และประชาคมระหว่างประเทศว่า เราไม่สามารถสร้างความยุติธรรมทางสังคมได้จากความพยายามของรัฐบาลเพียงฝ่ายเดียว ระบบไตรภาคีและการบูรณาการระหว่างทุกภาคส่วน รวมถึงนายจ้างและลูกจ้างเป็นสิ่งจำเป็น เราต้องทำงานร่วมกันเพื่อโลกแห่งการทำงานที่ดีขึ้น และจะสำเร็จได้ด้วยการร่วมมือกัน ซึ่งประเทศไทยมุ่งมั่นที่จะก้าวไปข้างหน้า โดยไม่ทิ้งใครไว้ข้างหลัง และพร้อมที่จะทำงานร่วมกับทุกฝ่ายเพื่อส่งเสริมความยุติธรรมทางสังคมร่วมกันต่อไป” นายสุชาติ กล่าวในท้ายสุด
On June 13, 2023, the Labour Minister, Mr. Suchart Chomklin, gave a statement at the 111th Session of the International Labour Conference (ILC) in Geneva, Switzerland. The Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, the Thai Ambassador and Permanent Representative in Geneva, Mrs. Supattra Srimaitreepitak, the Ministry of Labour’s senior executives, government representatives, employer representatives, and employee representatives, also attended the meetings and listened to the statements as well.
Mr. Suchart congratulated the ILO for organizing this conference. On behalf of the Thai government, he said it was an honour to make a statement at this meeting. He said he supported the ideas of the new ILO Director-General Gilbert F. Houngbo that a Global Coalition for Social Justice will promote international cooperation and strengthen Member State’s ability to achieve ‘Social justice,’ which is everyone’s common goal.
Mr. Suchart continued that Thailand is committed to advancing social justice and promoting decent work at national, regional, and international levels. It is also aware of the need to uphold fundamental principles and rights at work, eliminating inequality through social dialogue mechanisms, and building resilience in times of crisis by promoting employment, strengthening the labour market institutions, bridging the gender gap in the working world, promoting labour immigration policies and expanding the scope of social protection.
On the same occasion, Mr. Suchart also presented Thailand’s actions to support businesses and workers, which is one of the efforts to create social justice on various issues. Efforts include campaigns on occupational safety, health, and the environment, aiming to promote well-being in the workplace and create a culture of safety at work, which supports a sustainable society in Thailand. Efforts have been underway to promote employment and prevent layoffs by organizing a national job fair called “Job Expo” to support all workers in finding stable and safe jobs and appropriate positions. Quality internships are also key to full and productive employment. Labour and social protection systems are of great importance to all employees. The government has worked hard to ensure that formal, informal, vulnerable, and migrant workers have a stable income, access to health services, and a better quality of life. Forthcoming new initiatives will help make social security contributions and benefits more flexible and diverse and promote savings to prepare for employee retirement.
“I reaffirm Thailand’s commitment to cooperate with the ILO and the international community. Social justice cannot be achieved through unilateral government efforts. Tripartite systems and integration between all sectors, including employers and employees, are essential. We must work together for a better world of work. Success will be accomplished by working together. Thailand is determined to move forward without leaving anyone behind and is ready to work with all parties to continue to promote social justice together, “concluded Mr. Suchart.
