วันที่ 12 มีนาคม 2566 นายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน เป็นประธานกล่าวเปิดการประชุมใหญ่สามัญประจำปี ครั้งที่ 27/2566 ของสหภาพแรงงานอีทีเอ โดยมี นางสาวสกุลรัตน์ ยศเรืองศักดิ์ ประธานสหภาพแรงงานอีทีเอ ผู้บริหารระดับสูงกระทรวงแรงงาน หัวหน้าส่วนราชการหน่วยงานในสังกัดกระทรวงแรงงานจังหวัดสมุทรปราการ และคณะกรรมการบริหาร และสมาชิกสหภาพแรงงานอีทีเอ ร่วมให้การต้อนรับ ณ ร้านอาหารบ้านระหัดน้ำ ตำบลบางเสาธง อำเภอบางเสาธง จังหวัดสมุทรปราการ
นายสุชาติ กล่าวว่า รัฐบาลภายใต้การนำของ พลเอก ประยุทธ์ จันทร์โอชา นายกรัฐมนตรี และรัฐมนตรีว่าการกระทรวงกลาโหม ได้ให้ความสําคัญกับการพัฒนาและยกระดับคุณภาพชีวิตของพี่น้องผู้ใช้แรงงานเพราะผู้ใช้แรงงาน ซึ่งถือเป็นฟันเฟืองที่สําคัญในการขับเคลื่อนให้เศรษฐกิจของประเทศมีความเจริญก้าวหน้าและมั่นคง ในช่วงวิกฤตที่ผ่านมากระทรวงแรงงานได้รับการชื่นชมจากหน่วยงานระดับโลก เช่น WHO (องค์การอนามัยโลก) ที่ชื่นชมกระทรวงแรงงานในฐานะหน่วยงานที่มีความสำคัญในการนำพาประเทศฝ่าวิกฤต รวมถึง IMF ที่ได้เผยแพร่รายงานอัตราการว่างงานของประเทศไทยที่ต่ำที่สุดเพียง 1% ผลจากการแก้ปัญหาได้ตรงจุด ทั้งนี้ ด้วยความเป็นผู้นำของ ท่านนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงกลาโหม พลเอกประยุทธ์ จันทร์โอชา ได้มองเห็นความสำคัญของภาคธุรกิจและภาคแรงงาน จึงให้การสนับสนุนผ่านมาตรการต่าง ๆ ของกระทรวงแรงงาน จนนำพาให้วิกฤตหลายอย่างดีขึ้นอย่างเห็นได้ชัด และได้รับการชื่นชมเป็นอย่างมาก
นายสุชาติ กล่าวต่อว่า กระทรวงแรงงาน หวังว่าการจัดประชุมใหญ่สามัญประจำปีของสหภาพแรงงานอีทีเอในครั้งนี้ นอกจากจะเป็นการประชุมของสมาชิกและเพื่อนำเสนอผลความสำเร็จของการดำเนินงานที่ผ่านมาของคณะกรรมการบริหารสหภาพแรงงาน และแผนการดำเนินการเพื่อประโยชน์ของสมาชิกในภายหน้าตามวัตถุประสงค์แล้ว จะยังเป็นกิจกรรมที่มีส่วนสำคัญในการส่งเสริมให้สมาชิกและผู้ใช้แรงงาน ได้ดำเนินกิจการขององค์กรอยู่บนพื้นฐานความสัมพันธ์อันดี มีเหตุมีผล สร้างระบบทวิภาคีให้เกิดความเข้มแข็ง โดยคำนึงถึงองค์กรและความเป็นหุ้นส่วนสำคัญทางธุรกิจกับนายจ้าง ตลอดจนการสร้างความสัมพันธ์ที่ดีต่อนายจ้างรวมถึงการประสานประโยชน์ให้เกิดการยอมรับเป็นหุ้นส่วนทางธุรกิจที่สำคัญ บนพื้นฐานระบบแรงงานสัมพันธ์ที่ดี ซึ่งที่ผ่านมา สหภาพแรงงานอี ที เอ ได้บริหารจัดการองค์กรเป็นระยะเวลา27 ปี ถือเป็นการพิสูจน์ให้เห็นถึงบทบาทของสหภาพแรงงานฯ ที่เข้มแข็ง สามารถบริหารงานได้ประสบความสำเร็จมาเป็นระยะเวลายาวนาน อันเกิดจากความสามัคคีปรองดองของสมาชิกนำมาซึ่งความเข้มแข็ง และเป็นแบบอย่างที่ดีให้แก่องค์กรแรงงานอื่นๆ ได้อย่างน่าชื่นชม
นายสุชาติ ยังกล่าวถึงมาตรการช่วยเหลือพี่น้องแรงงานและสถานประกอบการในช่วงสถานการณ์การแพร่ระบาดของโควิด-19 ที่สำคัญ ๆ เพื่อรักษาระดับการจ้างงาน มาตรการให้ความช่วยเหลือด้านโควิดของกระทรวงแรงงานภาพรวม อาทิเช่น ตรวจโควิดแบบประจำจุดและตรวจเชิงรุกในโรงงาน โครงการแฟคทอรี่ แซนบ๊อก ลดเงินสมทบให้แก่ผู้ประกันตนเยียวยานายจ้างและผู้ประกันตน ม.33 ในพื้นที่ 29 จังหวัด นายจ้าง เยียวยาผู้ประกันตน มาตรา39 มาตรา 40 เยียวยาผู้ประกันตนในกิจการสถานบันเทิงฯ เยียวยาจากการปิดแคมป์คนงานก่อสร้าง ฉีดวัคซีนให้แก่คนงาน ปรับค่าจ้างขั้นต่ำ เพื่อให้สอดคล้องกับสถานการณ์ปัจจุบันให้พี่น้องแรงงานสามารถดำรงชีพอยู่ได้อย่างเหมาะสม โดยมีอัตราค่าจ้างขั้นต่ำตั้งแต่ 354 – 328 บาท ซึ่งได้ประกาศใช้แล้วเมื่อวันที่ 1 ตุลาคม 2565 ที่ผ่านมา นอกจากนี้ในด้านส่งเสริมการมีงานทำ ยังได้มีการฟื้นฟูความสัมพันธ์ในรอบ 32 ปี กับประเทศซาอุดีอาระเบียการขยายตลาดแรงงานในต่างประเทศ เชิงรุก ด้านการยกระดับคุณภาพชีวิตพี่น้องผู้ใช้แรงงาน โดยเพิ่มเงินสงเคราะห์บุตรจาก 600 บาท เป็น 800 บาท ประกันเงินบำนาญชราภาพขั้นต่ำ 5 ปี โครงการRe-finance บ้าน ดอกเบี้ยต่ำ โครงตรวจสุขภาพเชิงรุกเพื่อให้ผู้ประกันตนเข้าถึงสิทธิการรักษาและภารกิจที่กระทรวงแรงงานกำลังเร่งดำเนินการ อาทิ เร่งผลักดันแก้ไขกฎหมายประกันสังคม3 ขอ ขอเลือก ขอคืน ขอกู้ ผลักดันร่างพระราชบัญญัติส่งเสริมการพัฒนาคุณภาพชีวิตและคุ้มครองแรงงานนอกระบบ พ.ศ. …. เงินบำนาญ 10,000 บาท ต่อเดือน บ้านแรงงาน ธนาคารแรงงาน สถาบันการแพทย์แรงงานเพื่อพี่น้องผู้ใช้แรงงาน และบุตรหลานแรงงานให้ได้ทุนการศึกษาในสาขาการแพทย์ กองทุนแรงงานนอกระบบ 30,000 ล้านบาท เพื่อวางรากฐานความมั่นคงให้แก่พี่น้องแรงงานในอนาคตอีกด้วย
“ในวันนี้เป็นโอกาสดีที่ผมได้มาพบปะกับพี่น้องชาวสหภาพแรงงานอีทีเอทุกท่าน ผมขอขอบคุณสหภาพแรงงานอีทีเอที่ได้รวมตัวกันจัดตั้งและร่วมกันบริหารจัดการองค์กรแสดงให้เห็นถึงความเข้มแข็งและความสามัคคีปรองดองของสมาชิก ตลอดจนการสร้างความสัมพันธ์ที่ดีต่อนายจ้าง รวมถึงการประสานประโยชน์ให้เกิดการยอมรับเป็นหุ้นส่วนทางธุรกิจที่สำคัญ บนพื้นฐานระบบแรงงานสัมพันธ์ที่ดี ผมขอให้ทุกท่านร่วมมือร่วมใจกันเพื่อขับเคลื่อนองค์กรและประเทศชาติต่อไป” นายสุชาติ กล่าวทิ้งท้าย

On March 12, 2023, the Labour Minister, Mr. Suchart Chomklin, gave an opening speech at the ETA Labour Union’s Annual General Meeting No. 27/2023. President of ETA Labour Union, Ms. Sakulrat Yodruangsak, the Ministry of Labour’s executives, heads of government agencies under the Ministry of Labour in Samut Prakan Province, the Executive Committee, and members of the ETA Labour Union joined to give a welcome at Ban Rahat Nam Restaurant, Bang Sao Thong Subdistrict, Bang Sao Thong District, Samut Prakan Province.
Mr. Suchart said that the government, under the leadership of the Prime Minister and Minister of Defense, General Prayuth Chan-ocha, gives importance to improving the quality of life of the workforce. Workers are considered important in driving the country’s economy to be progressive and stable. In the past crisis, the Ministry of Labour was praised by global agencies such as the WHO (World Health Organization), saying that the Ministry of Labour was an important agency in guiding the country through the crisis. Additionally, the IMF published its unemployment report, in which Thailand’s unemployment rate was the lowest at only 1 percent, resulting from solving issues on the spot. The Prime Minister and Minister of Defense, General Prayuth Chan-ocha, recognizes the importance of the business and labour sectors. Therefore, he has provided support through various measures through the Ministry of Labour, overcoming the crises to be in a noticeably better position, and he greatly appreciated it.
Mr. Suchart continued that the Ministry of Labour hopes that the ETA Labour Union’s Annual General Meeting will be an opportunity for members to present the Executive Committee’s achievements and plan further for the benefit of members in the future, following the objectives. The meeting is important in encouraging members and workers to guide the organization to operate based on good, rational relations, creating a strong bilateral system. It considers the organization and the important business partnership with the employer. It builds a good relationship with employers, including coordinating benefits to be accepted as an important business partner based on good labour relations. The ETA Labour Union has managed the organization for 27 years, which is a testament to the role of the union that is strong and can be managed successfully for a long time. Success arises from the unity and reconciliation of the members to be a good role model for other labour organizations.
Mr. Suchart spoke about the measures to support workers and businesses during the COVID-19 pandemic, which were important in maintaining employment. The measures included COVID screening in the factory, the Factory Sandbox project, reduced contributions for employers and insured persons under Section 33 in 29 provinces, and remedies for employers and insured persons under Sections 39 and 40. There were remedies for insured persons in entertainment businesses, from the closure of construction worker camps, vaccinations, and an adjustment to the minimum wage to align with the current situation so that workers can live properly. The minimum wage rate ranges from 354 – 328 Baht, announced on October 1, 2022. In promoting employment, the 32-year relationship with Saudi Arabia was restored, with a proactive expansion of the labour market abroad to improve fellow workers’ quality of life. The child allowance was increased from 600 Baht to 800 Baht. There was a minimum 5-year old-age pension insurance program, a low-interest housing re-finance project, and proactive health check-up programs for insured persons to access treatments. The Ministry of Labour is currently accelerating missions such as amendments to the Social Security Law in three areas, pushing for a bill promoting the development of quality of life and protecting informal workers B.E. …., a pension of 10,000 Baht monthly, a labour house, labour bank, and a labour medical institute for workers and children of workers to receive scholarships in the field of medicine, an informal labour fund worth 30 billion Baht to lay a foundation for the future stability of the workforce.
“Today is a good opportunity to meet with all ETA Labour Union members. I would like to thank the ETA Labour Union for organizing, managing, and demonstrating the strength and unity of its members, as well as building good relationships with employers, including synergizing benefits to be accepted as an important business partner based on good labour relations. I urge everyone to join hands to drive the organization and the country forward,” Mr. Suchart concluded.
