วันที่ 13 กรกฎาคม 2566 นายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน มอบหมายให้นางเธียรรัตน์ นะวะมะวัฒน์ โฆษกกระทรวงแรงงาน (ฝ่ายการเมือง) พร้อมด้วย นางสาวอาภากร ว่องเขตกรผู้ตรวจราชการกรม กรมพัฒนาฝีมือแรงงาน ลงพื้นที่เยี่ยมพบปะให้กำลังใจกลุ่มวิสาหกิจชุมชนบ้านต้นหล้าเชียงคานและภาคีเครือข่ายพัฒนา โดยมี นายวิระศักดิ์ แก้วบุดดา ผู้อำนวยการสำนักงานพัฒนาฝีมือแรงงานเลย นางไพรินทร์ แก้วกัญญา ประธานกลุ่มวิสาหกิจชุมชนบ้านต้นหล้าเชียงคานและภาคีเครือข่ายพัฒนาและสมาชิกกลุ่ม ให้การต้อนรับ ณ ที่ทำการกลุ่มวิสาหกิจชุมชนบ้านต้นหล้าเชียงคานและภาคีเครือข่ายพัฒนา ต.เชียงคาน อ.เชียงคาน จ.เลย
นางเธียรรัตน์ กล่าวว่า รัฐบาลภายใต้การนำของท่าน พล.อ.ประยุทธ์ จันทร์โอชา นายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงกลาโหม ได้ให้ความสำคัญกับการเร่งส่งเสริมการประกอบอาชีพให้แก่ประชาชนในพื้นที่ต่างๆ เพื่อสนับสนุนให้เกิดการจ้างงาน ประชาชนมีทักษะฝีมือ มีงานทำ มีอาชีพและรายได้ที่มั่นคง ในวันนี้ท่านสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน จึงได้มอบหมายให้ดิฉันพร้อมด้วย ผู้ตรวจราชการกรม กรมพัฒนาฝีมือแรงงาน ลงพื้นที่มาเยี่ยมให้กำลังใจกลุ่มวิสาหกิจชุมชนบ้านต้นหล้าเชียงคานและภาคีเครือข่ายพัฒนา ที่เชียงคาน จ.เลย ซึ่งจากการพบปะพูดคุยกับประธานกลุ่มและสมาชิก พบว่า กลุ่มนี้เป็นการรวมตัวของผู้สูงอายุ ปัจจุบันมีสมาชิก 35 คน มีผลิตภัณฑ์ของกลุ่ม เช่น พวงกุญแจดอกฝ้าย ยางมัดผมดอกฝ้าย เข็มกลัดดอกฝ้าย เป็นต้น
นางเธียรรัตน์ กล่าวต่อว่า ในส่วนของกระทรวงแรงงาน สำนักงานพัฒนาฝีมือแรงงานจังหวัดเลย ได้เข้าไปฝึกอบรมหลักสูตร การพัฒนาผลิตภัณฑ์และบรรจุภัณฑ์ ตามโครงการพัฒนาผู้ประกอบกิจการสมัยใหม่เพื่อเพิ่มมูลค่าสินค้าหรือบริการในชุมชน ซึ่งโครงการฝึกอบรมนี้มีวัตถุประสงค์เพื่อต้องการให้ผู้ประกอบอาชีพอิสระที่อยู่นอกระบบของการจดทะเบียนกับหน่วยงานภาครัฐหรือสถานประกอบกิจการ และมีสินค้าหรือบริการที่ต้องการปรับปรุงธุรกิจและพัฒนาศักยภาพ เพื่อเพิ่มขีดความสามารถในการแข่งขัน รวมทั้งช่วยบรรเทาผลกระทบจากสถานการณ์การแพร่ระบาดของโควิด-19 ที่ผ่านมา เมื่อฝึกเสร็จทำให้ชาวบ้านได้นำความรู้จากการฝึกไปพัฒนาต่อยอดเพิ่มมูลค่าผลิตภัณฑ์ จนทำให้สมาชิกมีรายได้เพิ่มขึ้นหลังจากการฝึกอบรมอยู่ที่ประมาณคนละ 5,000 บาทต่อเดือน โดยรายได้ส่วนใหญ่มาจากการจำหน่ายสินค้าซึ่งมีช่องทางการจำหน่ายที่ศูนย์ข้อมูลถนนคนเดินเมืองเชียงคาน และช่องทางขายสินค้าออนไลน์ทางเพจเฟสบุ๊ค Banton Lha Chang Khan อีกด้วย
On July 13, 2023, the Labour Minister, Mr. Suchart Chomklin, assigned the Ministry of Labour’s Spokesperson (on Politics), Mrs. Thienrat Navamawat, and the Department of Skill Development’s Inspector-General, Ms. Apakorn Wongkhetkon, to visit the area to meet and encourage the Ban Tonla Chiangkhan Community Enterprise and its network partners. Director of the Loei Skill Development Office, Mr. Wirasak Kaewbudda, President of Ban Tonla Chiangkhan Community Enterprise, Mrs. Pailin Kaewkanya, the community enterprises affiliates and group members gave a welcome at the office of the Ban Ton La Chiangkhan Community Enterprise Group and partners in Chiangkhan Subdistrict, Chiangkhan District, Loei Province.
Mrs. Thienrat said that the government, under the leadership of the Prime Minister and Minister of Defense, General Prayuth Chan-ocha, focuses on the promotion of occupations for people in various areas to support employment, ensure people have the skills, are employed, have a career and a stable income. Therefore, the Labour Minister, Mr. Suchart Chomklin, assigned her and the Department of Skill Development’s Inspector-General to visit and encourage the Ban Tonla Chiangkhan Community Enterprise Group and its network partners in Chiang Khan, Loei Province. From meetings and discussions with the group president and members, it was found that this group was a gathering of the elderly. There are currently 35 members. The group’s products include cotton flower keychains, cotton flower hair bands, and cotton flower brooches, for example.
Mrs. Thienrat continued that the Ministry of Labour’s Skills Development Office in Loei provided training on product and packaging development according to the project to develop modern entrepreneurs to increase the value of goods or services in the community. This training program aims to provide self-employed people outside the registration system of government agencies or business establishments with products or services that need improvement, to develop the potential and increase competitiveness. It aims to mitigate the impact of the COVID-19 pandemic. Members earn around 5,000 Baht per month per person after the training, with most of the income coming from selling products at the Chiang Khan Walking Street Information Center and online sales via the Banton Lha Chang Khan Facebook page.
