วันที่ 15 สิงหาคม 2566 นายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยถึงกรณีที่สื่อมวลชนนำเสนอข่าว แม่ช็อก ลูกสาวถูก ‘ขบวนการค้ามนุษย์’ หลอกทำงานเสียชีวิตที่ ‘ดูไบ’ว่า ทันทีที่ทราบข่าวในเรื่องนี้ท่านนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงกลาโหม พล.อ.ประยุทธ์ จันทร์โอชา และกระทรวงแรงงานภายใต้การกำกับดูแลของ พล.อ.ประวิตร วงษ์สุวรรณ รองนายกรัฐมนตรี ได้แสดงความเสียใจกับครอบครัวผู้เสียชีวิตจึงกำชับให้กระทรวงแรงงานตรวจสอบข้อมูลและประสานหน่วยงานที่เกี่ยวข้องเพื่อให้ความช่วยเหลืออย่างเร่งด่วน ซึ่งในส่วนของกระทรวงแรงงานผมได้สั่งการให้ทูตแรงงานที่กรุงอาบูดาบีประสานกับกระทรวงการต่างประเทศเพื่อให้ความช่วยเหลือในทันที
นายสุชาติ กล่าวต่อว่า จากรายงานของนางปลิดา ร่วมคำ อัครราชทูตที่ปรึกษา (ฝ่ายแรงงาน) ประจำสถานเอกอัครราชทูต ณ กรุงอาบูดาบี สหรัฐอาหรับเอมิเรตส์ พบว่า เมื่อวันที่ 13 สิงหาคม 2566 เวลา 16.59 น. ตามเวลาในยูเออี ฝ่ายแรงงานฯ ได้รับแจ้งประสานจากเครือข่ายคนไทยว่าได้รับการติดต่อจากเพื่อนของ “ปาล์ม” ผู้เสียชีวิตตามข่าวว่าได้อยู่กับ “ปาล์ม” ในร้านแห่งหนึ่งในเขต Mussafah เมืองอาบูดาบี จู่ๆ “ปาล์ม “ ก็ช็อกหายใจไม่ออก จนแน่นิ่งไป และมีรถพยาบาล ตำรวจมาที่ร้าน และได้นำ “ปาล์ม”ไปโรงพยาบาลไม่ทราบว่าอยู่โรงพยาบาลไหน ไม่มีข้อมูลญาติ หรือเพื่อนสนิท หรือเอกสารที่เกี่ยวข้อง คาดว่า “ปาล์ม”น่าจะเสียชีวิต อยากให้แจ้งสถานเอกอัครราชทูตทราบเรื่อง และฝ่ายแรงงาน ได้ประสานฝ่ายกงสุล สถานเอกอัครราชทูต ณ กรุงอาบูดาบี ทราบเรื่องแล้ว จากการตรวจสอบข้อเท็จจริงทราบว่าผู้เสียชีวิตชื่อ นางสาวชุติมันต์ บุญดี อายุ 35 ปี มีภูมิลำเนาอยู่ที่จังหวัดระยอง เดินทางเข้าประเทศสหรัฐอาหรับเอมิเรตส์ด้วยวีซ่าท่องเที่ยว เมื่อวันที่ 27 มกราคม 2566 ขณะนี้ทางสถานเอกอัครราชทูต ณ กรุงอาบูดาบี ได้รับการติดต่อจากเพื่อนและครอบครัวของ น.ส.ชุติมันต์ แล้ว และได้แนะนำให้ครอบครัวติดต่อไปที่กองคุ้มครองและดูแลผลประโยชน์คนไทยในต่างประเทศ กรมการกงสุล กระทรวงการต่างประเทศในวันนี้ (15 ส.ค.66) ซึ่งทางสถานเอกอัครราชทูต ณ กรุงอาบูดาบี ได้ประสานกองคุ้มครองและดูแลผลประโยชน์คนไทยในต่างประเทศ ทราบกรณีนี้แล้ว ทั้งนี้ จากการตรวจสอบสถานะความเป็นผู้ประกันตนของสำนักงานประกันสังคม พบว่า น.ส.ชุติมันต์ เคยเป็นผู้ประกันตนมาตรา 39 เมื่อปี 2563 ปัจจุบันมีเงินสะสมกรณีชราภาพอยู่ 33,600.26 บาท และจากการตรวจสอบของกรมการจัดหางานพบว่า ไม่ได้เป็นสมาชิกกองทุนเพื่อช่วยเหลือคนหางานไปทำงานในต่างประเทศ
ด้าน นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน กล่าวว่า ในส่วนของการดำเนินการที่ประเทศไทย ผมได้สั่งการให้แรงงานจังหวัดพร้อมด้วยหน่วยงานในสังกัดกระทรวงแรงงานจังหวัดระยอง ซึ่งเป็นพื้นที่ที่เป็นภูมิลำเนาของแรงงานไทยที่เสียชีวิตรายดังกล่าว ลงพื้นที่เยี่ยมบ้านเพื่อปลอบขวัญให้กำลังใจพร้อมแจ้งข้อมูลขั้นตอนการให้ความช่วยเหลือให้ญาติทราบเพื่อดูแลอำนวยความสะดวกในการประสานกระทรวงการต่างประเทศว่าจะนำศพแรงงานกลับประเทศไทยอย่างไร นอกจากนี้ ยังได้เน้นย้ำให้แรงงานไทยที่ต้องการไปทำงานต่างประเทศ ขอให้เดินทางไปอย่างถูกต้องตามกฎหมาย ซึ่งปัจจุบันมี 5 วิธี ได้แก่ กรมการจัดหางานจัดส่ง บริษัทจัดหางานจัดส่ง นายจ้างในประเทศไทยพาลูกจ้างไปทำงานต่างประเทศ นายจ้างในประเทศไทยส่งลูกจ้างไปฝึกงานต่างประเทศ และคนหางานแจ้งการเดินทางไปทำงานต่างประเทศด้วยตนเอง จึงขอแจ้งเตือนไปยังคนหางานที่ประสงค์เดินทางไปทำงานต่างประเทศไปทำงานด้วยวิธีที่ถูกต้องตามกฎหมาย อย่าหลงเชื่อนายหน้า และขอให้สมัครเป็นสมาชิกเพื่อช่วยเหลือคนหางานไปทำงานในต่างประเทศ เพื่อจะได้รับสิทธิประโยชน์การคุ้มครอง หากประสบอันตราย เสียชีวิต พิการ ทุพพลภาพ หรือประสบปัญหาในต่างประเทศ
On August 15, 2023, Labour Minister Mr. Suchart Chomklin spoke about the case where the media presented news on a mother shocked to learn that her daughter was deceived by the ‘human trafficking process’ to work and eventually died in ‘Dubai.’ As soon as they heard the news on this matter, the Prime Minister and the Minister of Defense General Prayuth Chan-ocha, and the Ministry of Labour, under the supervision of Deputy Prime Minister General Prawit Wongsuwan, expressed their condolences to the family of the deceased and urged the Ministry of Labour to examine the information and coordinate with relevant agencies to provide urgent assistance. The Labour Minister has instructed the Labour Ambassador in Abu Dhabi to coordinate with the Ministry of Foreign Affairs to provide immediate assistance.
Mr. Suchart continued that the Ambassador Counselor (on Labour) of the Royal Thai Embassy in Abu Dhabi, Mrs. Plida Ruamkham reported that on August 13, 2023, at 16.59 hours in the local U.A.E. time, the Labour Department was informed by a Thai network that they were contacted by a friend of the deceased, “Palm,” who reportedly had been with “Palm” in a shop in Mussafah, Abu Dhabi. Suddenly, “Palm” suffocated and eventually was still. There was an ambulance, and the police came to the shop and took “Palm” to the hospital. The friend did not know which hospital she was in or had no information about relatives, close friends, or related documents. They suspected that “Palm” would have died. Therefore, they informed the embassy about the incident, and the Labour Department coordinated the Consular Section of the Royal Thai Embassy in Abu Dhabi. From fact-checking, it was found that the deceased’s name was Ms. Chutiman Boondee, 35, a resident of Rayong. She entered the United Arab Emirates on a tourist visa on January 27, 2023. The Royal Thai Embassy in Abu Dhabi was contacted by friends and family of Ms. Chutiman and advised the family to contact the Thai Overseas Protection and Benefits Division, Department of Consular Affairs, Ministry of Foreign Affairs today (August 15, 2023). The embassy in Abu Dhabi has coordinated the Thai Overseas Protection and Benefits Division to look after the interests of Thai people abroad. In this case, the deceased used to be insured under Section 39 in 2020. There is an accumulated amount in the case of old age of 33,600.26 Baht. The Department of Employment’s examination found that they were not a member of the fund to help job seekers working abroad.
The Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, said that in terms of operations in Thailand, he had instructed provincial agencies under the Ministry of Labour in Rayong, which is the resident province of the deceased Thai worker, to visit their homes to comfort their families and encourage them, and to inform the family about the support process to facilitate the coordination with the Ministry of Foreign Affairs on how to bring back the Thai worker’s body to Thailand. In addition, he emphasized that Thai workers who want to work abroad do so legally. Currently, there are five methods: through the Department of Employment, through recruitment companies, employers in Thailand sending their employees to work abroad, employers in Thailand sending their employees for training abroad, and job seekers notifying their travel to work abroad by themselves. Therefore, he said he would like to inform job seekers who wish to travel to work abroad to do so by legal means. He cautioned people not to be fooled by agents and to apply to the fund helping job seekers to work abroad, which will help them receive protection benefits in the event of danger, death, disability, or experiencing problems abroad.
