วันที่ 22 สิงหาคม 2566 นายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยถึงกรณีที่ได้รับรายงานจาก นางสุวรา พงศ์ปัญญาเนตร แรงงานจังหวัดลำปาง ว่า บริษัท ถาวร ลำปาง จำกัด ซึ่งประกอบกิจการและผลิตส่งออกเครื่องเรือนเครื่องใช้จากไม้ที่จังหวัดลำปาง มีการเลิกจ้างลูกจ้างนั้น ซึ่งจากการตรวจสอบพบว่า บริษัทแห่งนี้มีโรงงานตั้งอยู่ที่เลขที่ 350 หมู่ที่ 7 ต.ห้างฉัตรา อ.ห้างฉัตร จ.ลำปาง มีลูกจ้างทั้งสิ้น 189 คน ทั้งหมดเป็นแรงงานไทย ไม่มีแรงงานต่างด้าว แยกเป็นชาย 62 คน หญิง 127 คน สาเหตุการเลิกจ้างเนื่องจากสถานประกอบการประสบปัญหาขาดสภาพคล่องและขาดทุนสะสม ทั้งนี้ บริษัทฯ ได้เลิกจ้างลูกจ้างชุดแรก จำนวน 103 คน มีผลตั้งแต่วันที่ 21 สิงหาคม 2566 เป็นต้นไป และมีแผนเลิกจ้างเดือนธันวาคม 2566 จำนวน 86 คน ในเรื่องนี้นั้น ทันทีที่ทราบเรื่อง ผมได้สั่งการให้หน่วยงานในสังกัดกระทรวงแรงงานจังหวัดลำปางตรวจสอบข้อเท็จจริงและให้การช่วยเหลือตามภารกิจเพื่อให้ลูกจ้างได้รับสิทธิประโยชน์พึงได้ตามกฎหมายอย่างเร่งด่วน
นายสุชาติ กล่าวต่อว่า ในส่วนของการดำเนินการให้ความช่วยเหลือของกระทรวงแรงงานนั้น เมื่อวานนี้ (21 ส.ค.66) ผมได้ให้หน่วยงานในสังกัดกระทรวงแรงงานจังหวัดลำปาง ดำเนินการช่วยเหลือลูกจ้างของบริษัท ตามภารกิจหน้าที่ของแต่ละหน่วยงาน ณ สถาบันพัฒนาฝีมือแรงงาน 10 ลำปาง ซึ่งอยู่ใกล้กับสถานประกอบกิจการ ที่ลูกจ้างถูกเลิกจ้าง ดังนี้ สำนักงานสวัสดิการและคุ้มครองแรงงานจังหวัดลำปาง รับคำร้องทุกข์ของลูกจ้าง จำนวน 103 คน เพื่อติดตามสิทธิประโยชน์ที่พึงได้รับตามพระราชบัญญัติคุ้มครองแรงงาน พ.ศ.2541 และที่แก้ไขเพิ่มเติม อาทิ ค่าจ้างค้างจ่ายตั้งแต่วันที่ 1 – 18 สิงหาคม 2566 และค่าชดเชยการทำงานรวมเป็นเงินประมาณ 8,000,000 บาท เป็นต้น สำนักงานประกันสังคมจังหวัดลำปาง ดำเนินการให้คำปรึกษาสิทธิประโยชน์ตามพระราชบัญญัติประกันสังคม พ.ศ.2533 และที่แก้ไขเพิ่มเติม กรณีว่างงาน การเป็นผู้ประกันตนมาตรา 39 เพื่อรักษาสิทธิการประกันสังคม การชี้แจงขั้นตอนการลงทะเบียนว่างงานโดยมีผู้ประกันตนขึ้นทะเบียนว่างงาน จำนวน 72 คน ขอรับเงินบำเหน็จชราภาพ จำนวน 20 คน ในจำนวนนี้เป็นบำนาญ 19 คน และบำเหน็จ 1 คน สมัครมาตรา 39 จำนวน 3 คน สำนักงานจัดหางานจังหวัดลำปาง และศูนย์บริหารข้อมูลตลาดแรงงานภาคเหนือ นำตำแหน่งงานว่างมากกว่า 500 อัตรา เพื่อรองรับการหางานทำใหม่ให้แก่ผู้ที่ถูกเลิกจ้าง รวมทั้งสถาบันพัฒนาฝีมือแรงงาน 10 ลำปาง ชี้แจงแนะนำการฝึกทักษะอาชีพเพื่อการทำงานอิสระ โดยมีผู้ประกันตนมาขอรับประโยชน์ทดแทนกรณีว่างงาน จำนวน 72 คน ลูกจ้างสนใจสมัครงานเบื้องต้น จำนวน 4 คน ทั้งนี้ นายชัชวาลย์ ฉายะบุตร ผู้ว่าราชการจังหวัดลำปาง ยังได้ลงพื้นที่ติดตามการให้ความช่วยเหลือของหน่วยงานสังกัดกระทรวงแรงงานจังหวัดลำปางและให้กำลังใจแก่ลูกจ้างในครั้งนี้ด้วย
On August 22, 2023, the Labour Minister, Mr. Suchart Chomklin, spoke about the report from the Lampang Provincial Labour Officer, Mrs. Suwara Pongpanyanet, that Thavorn Lampang Co., Ltd., which manufactures and exports wooden furniture in Lampang Province, terminated their employees. The company has a factory located at No. 350, Moo 7, Hang Chat Subdistrict, Hang Chat District, Lampang Province, with 189 employees, all Thai workers. There are 62 male and 127 female employees. The termination of employment was because the establishment faced liquidity problems and accumulated losses. There is a plan to lay off another 86 employees in December 2023. The Labour Minister instructed agencies under the Ministry of Labour in Lampang Province to check the facts and provide assistance according to their mission so that employees receive legal benefits quickly.
Mr. Suchart continued that regarding the Ministry of Labour’s support, yesterday (August 21, 2023), I assigned agencies under the Ministry of Labour in Lampang Province to help the company’s employees according to the duties and responsibilities of each unit at the Lampang Skill Development Institute 10, which is close to the place of business. The Lampang Office of Labour Protection and Welfare received 103 employees’ complaints to follow up on the benefits that should be received according to the Labour Protection Act B.E. 2541 and its amendments, such as unpaid wages from August 1-18, 2023, and compensation for work totaling approximately 8,000,000 Baht. The Lampang Provincial Social Security Office proceeded on benefits under the Social Security Act B.E. 2533 and its amendments in case of unemployment, being insured under Section 39, to maintain social security rights. It also clarified the process of registering unemployment, with 72 insured persons registering as unemployed and 20 people requesting old-age gratuities, 19 of which were pensions and one gratuity. Three people applied for social security under Section 39. The Lampang Provincial Employment Office and the Northern Labour Market Information Administration Center brought over 500 job vacancies to support job searching for those laid off. The Lampang Skill Development Institutes 10 clarified and recommended vocational skills training for independent work. There are 72 insured persons claiming unemployment benefits and four employees showing initial interest in applying for jobs. They also visited the area to follow up on the assistance of agencies under the Ministry of Labour in Lampang Province and encouraged the employees as well.
