เมื่อวันที่ 16 มิถุนายน 2566 นายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยถึงกรณีที่กระทรวงการต่างประเทศสหรัฐได้เผยแพร่รายงานสถานการณ์การค้ามนุษย์ ประจำปี ค.ศ. 2023 หรือ Trafficking In Person (TIP) Report 2023 โดยรายงานดังกล่าวรวบรวมข้อมูลด้านการค้ามนุษย์จาก 188 ประเทศและเขตเศรษฐกิจ โดยในปีนี้ประเทศไทยได้รับการจัดอันดับให้อยู่ใน “Tier 2″ เช่นเดียวกับปีที่ผ่านมา ซึ่งสะท้อนให้เห็นถึงพัฒนาการสำคัญที่รัฐบาลไทยและภาคส่วนต่างๆ ร่วมกันดำเนินการเพื่อป้องกันและปราบปรามการค้ามนุษย์อย่างจริงจัง ซึ่งสอดคล้องกับนโยบายของรัฐบาลภายใต้การนำของท่าน พล.อ.ประยุทธ์ จันทร์โอชา นายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงกลาโหม และท่าน พล.อ.ประวิตร วงษ์สุวรรณ รองนายกรัฐมนตรี ที่กำกับดูแลกระทรวงแรงงาน ได้ให้ความสำคัญกับการแก้ไขปัญหาการค้ามนุษย์ที่รัฐบาลกำหนดให้เป็นวาระแห่งชาติ
นายสุชาติ กล่าวต่อว่า ในส่วนของกระทรวงแรงงาน ซึ่งเป็นหน่วยงานหลักที่ดูแลรับผิดชอบด้านการป้องกันและปราบปรามการค้ามนุษย์ โดยในปีที่ผ่านมาได้ขับเคลื่อนการดําเนินการป้องกันและแก้ไขปัญหาการค้ามนุษย์ด้านแรงงานในหลายๆ ด้าน อาทิ มีพัฒนาการที่สำคัญด้านป้องกัน ยกระดับสำนักงานเลขานุการศูนย์บัญชาการป้องกันการค้ามนุษย์ด้านแรงงานให้เป็นหน่วยงานระดับกองสามารถสั่งการให้การปฏิบัติงานเกิดความคล่องตัว เพื่อขับเคลื่อนนโยบายการป้องกันการค้ามนุษย์ด้านแรงงาน ของกระทรวงแรงงาน บังคับใช้มาตรฐานการปฏิบัติงาน (SOP) ตรวจคัดกรองเบื้องต้นเพื่อผู้ที่อาจเป็นผู้เสียหายจากการบังคับใช้แรงงานหรือบริการ เพิ่มขีดความสามารถของเจ้าหน้าที่ในการบังคับใช้กฎหมายที่เกี่ยวข้องกับการค้ามนุษย์ เพิ่มพนักงานตรวจแรงงานในแรงงานกลุ่มเสี่ยง เช่น แรงงานต่างด้าว แรงงานเด็ก แรงงานภาคประมง ให้ได้รับความคุ้มครองตามกฎหมายแรงงาน และได้รับสภาพการจ้างตามหลักสากล ปัจจุบันกระทรวงแรงงานได้บูรณาการความร่วมมือกับหน่วยงานที่เกี่ยวข้องเพื่อขับเคลื่อนนโยบายดังกล่าว ได้แก่ การตรวจแรงงานที่ศูนย์ PIPO ในพื้นที่ 22 จังหวัดชายทะเล ตรวจแรงงานเชิงคุณภาพในสถานประกอบการทั่วไปและการตรวจสถานประกอบกิจการที่เสี่ยงต่อการใช้แรงงานเด็กแรงงานบังคับ การค้ามนุษย์ด้านแรงงาน ส่งเสริมให้สถานประกอบการนำแนวปฏิบัติการใช้แรงงานที่ดี (Good Labour Practices) ไปใช้ ดำเนินงานโครงการความร่วมมือกับสหรัฐอเมริกาด้านการป้องกัน เป็นต้น
“แม้ว่าในปีนี้ประเทศไทยได้รับการจัดอันดับรายงานสถานการณ์การค้ามนุษย์ จากกระทรวงการต่างประเทศสหรัฐให้อยู่ในระดับ Tier 2 เช่นเดียวกับปีที่ผ่านมา ขณะเดียวกันก็ต้องขอชื่นชมเจ้าหน้าที่ทุกภาคส่วนที่ได้บูรณาการและมีความพยายามสกัดการค้ามนุษย์ในทุกมิติ ซึ่งในส่วนของกระทรวงแรงงานที่รับผิดชอบด้านการป้องกัน จะยังคงมุ่งมั่นขับเคลื่อนการแก้ไขปัญหาดังกล่าวให้มีประสิทธิภาพมากยิ่งขึ้น เพื่อให้ปัญหาการค้ามนุษย์หมดไปจากประเทศไทยโดยเร็วต่อไป”นายสุชาติ กล่าวท้ายสุด
On June 16, 2023, the Labour Minister, Mr. Suchart Chomklin, spoke about the US Department of State, which released its 2023 Trafficking In Persons (TIP) Report. The report compiles data on human trafficking from 188 countries and territories. This year, as the previous year, Thailand was ranked in the “Tier 2” category. This reflects the important developments the Thai government and various sectors have taken together to prevent and suppress human trafficking. The efforts align with the government’s policies under the leadership of the Prime Minister and Minister of Defence, General Prayuth Chan-ocha, and the Deputy Prime Minister, General Prawit Wongsuwan, who oversees the Ministry of Labour. The government has given priority to solving human trafficking, which is set as a national agenda.
Mr. Suchart continued that the Ministry of Labour is the main agency responsible for preventing and suppressing human trafficking. In the past year, the Ministry of Labour has driven the prevention and resolution of human trafficking in persons in many areas. For example, there have been important developments in prevention and the elevation of the Office of the Secretariat of the Human Trafficking Prevention Command Center to be a division-level agency capable of instructing operations to be streamlined and drive the Ministry of Labour’s human trafficking prevention policies. It has worked on enforcing the Standard Operating Procedures (SOPs) on initial screening for potential victims of forced labour or services and enhanced the capacity of officials enforcing laws related to human trafficking. It has also increased labour inspectors in risk groups, such as migrant workers, child labour, and fishery workers, to be protected by labour laws and to receive employment conditions according to international principles. The Ministry of Labour has worked with relevant agencies to drive such policies, including labour inspections at PIPO centers in 22 coastal provinces, conducting qualitative labour inspections in general workplaces and inspecting workplaces that are at risk of child and forced labour, and human trafficking, encouraging enterprises to adopt good labour practices to implement cooperation projects with the United States on prevention.
“Even though Thailand was ranked in the US Department of State’s Trafficking in Persons Report at Tier 2 this year, which is the same as last year, I would like to commend officials from all sectors who have worked together to prevent human trafficking in all aspects. The Ministry of Labour is responsible for prevention, and it will continue to strive to drive solutions to such problems more efficiently so that human trafficking can be eliminated from Thailand as soon as possible,” concluded Mr. Suchart.
