กระทรวงแรงงาน ห่วงแรงงานไทยถูกหลอกทำงานญี่ปุ่น เตือนลักลอบทำงานต่างประเทศผิดกฎหมาย เสี่ยง ถูกหลอกลวง ไม่ได้เงิน ไม่ได้งาน
นายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยว่า ได้รับรายงานจากจัดหางานจังหวัดอุดรธานี กรณีที น.ส.วาสนา สุวรรณคราม อายุ 42 ปี ชาวบ้านคำบอน ต.นาคำ อ.บ้านดุง จ.อุดรธานี ได้เข้าร้องเรียนที่สำนักงานแรงงานจังหวัด ขอความช่วยเหลือ เนื่องจากสามี ชื่อ นายศักดิ์ศรี หมั่นเก็บ อายุ 43 ปี ได้เดินทางไปทำงานที่ประเทศญี่ปุ่น แต่เมื่อไปถึงกลับไม่ได้ทำงาน จึงขอความช่วยเหลือพาสามีกลับบ้านด้วย โดยนายหน้าเถื่อนจากอำเภอใกล้เคียงชักชวนไปทำงาน พร้อมเก็บค่าบริการ จำนวน 200,000 บาท อ้างว่าสามารถพาไปทำงานประเทศญี่ปุ่น ในตำแหน่ง คนงานเกษตร เงินเดือนไม่ต่ำกว่า 50,000 บาท ให้เดินทางด้วยวีซ่าท่องเที่ยวพร้อมการันตีว่าหากไม่ได้ทำงานจะคืนเงินให้ทั้งหมด ทำให้เหยื่อหลงเชื่อ สุดท้ายไม่มีงานทำ ตามที่เป็นข่าว ซึ่งในเรื่องนี้ผมได้สั่งการให้กรมการจัดหางานดำเนินการตรวจสอบปรากฎว่า นายหน้ารายดังกล่าวไม่ได้รับอนุญาตจัดหางาน ผมจึงได้สั่งการให้จัดหางานแจ้งความดำเนินคดีต่อไปส่วนความคืบหน้าล่าสุดได้รับรายงานว่า คนไทยกลุ่มนี้ได้รับการช่วยเหลือจากกระทรวงการต่างประเทศแล้ว และจะเดินทางกลับประเทศไทยต้นเดือนกรกฎาคมนี้
“แรงงานไทยที่เดินทางไปทำงานต่างประเทศ เพื่อหารายได้ให้ตนเองและครอบครัวนั้นน่าชื่นชม แต่ผมขอฝากว่าให้ไปทำงานด้วยวิธีที่ถูกกฎหมาย เพราะการลักลอบไปทำงานนอกจากต้องอยู่อย่างหลบซ่อนแล้ว ยังเสี่ยงถูกสาย-นายหน้าเถื่อนหลอกลวง เสียเงินฟรี ได้หนี้เพิ่ม หากสาย-นายหน้าชักชวนไปทำงานผิดกฎหมาย ลักลอบเข้าประเทศ ใช้วีซ่าท่องเที่ยวไปทำงาน หรือไปทำงานต่างประเทศโดยไม่แจ้งการทำงานกับกรมการจัดหางาน ให้สันนิษฐานเป็นลำดับแรกว่าท่านด้วยกำลังถูกหลอกลวง และโปรดอย่าหลงเชื่อ” รมว.สุชาติ กล่าว
ด้านนายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน กล่าวว่า ผมได้สั่งการให้หน่วยงานในสังกัดกระทรวงแรงงาน จังหวัดอุดรธานีซึ่งเป็นพื้นที่ที่เป็นภูมิลำเนาของแรงงานไทยรายดังกล่าว ลงพื้นที่เยี่ยมบ้านเพื่อแจ้งข้อมูลขั้นตอนความช่วยเหลือให้ญาติทราบพร้อมกับให้กำลังใจ ด้านญาติเหยื่อฝากขอบคุณกระทรวงแรงงาน และกระทรวงการต่างประเทศ ที่ให้ความช่วยเหลืออย่างทันท่วงที
The Ministry of Labour is concerned about the Thai worker deceived into working in Japan and cautioned against illegal work abroad.
The Labour Minister, Mr. Suchart Chomklin, said that he received a report from the Udon Thani Provincial Employment Office about Ms. Wasana Suwannakram, 42, a villager in Kham Bon, Na Kham Subdistrict, Ban Dung District, Udon Thani Province, who filed a complaint with the Provincial Labour Office asking for support for her husband, Mr. Saksri Mankep, 43. Mr. Saksri went to work in Japan, but when he arrived, he didn’t get to work, so she asked for help to bring her husband home. It turned out that illegal agents from nearby districts deceived him into believing he could work in Japan, charging a service fee of 200,000 Baht. They claimed that they could arrange for him to work in Japan as an agricultural worker with a salary of at least 50,000 Baht, traveling on a tourist visa, with a guarantee that if he did not work, he would be refunded all fees. The agents convinced the victim, but he did not work, which made the news. The Labour Minister assigned the Department of Employment to investigate the case, which found that the agent was not authorized to recruit. Therefore, he instructed the Department of Employment to report for further proceedings. As for the latest progress, it has been reported that this group of Thai people has already received assistance from the Ministry of Foreign Affairs and will return to Thailand in early July.
“Thai workers traveling to work abroad to earn money for themselves and their family is admirable. However, I would like to suggest that workers ensure they travel legally. When entering a foreign country to work illegally and having to stay in hiding, workers are at risk of being deceived by illegitimate agents. They may lose their money and be in more debt. If an agent persuades you to work illegally by entering on a tourist visa to work abroad without notifying the Department of Employment, first assume that you, too, are being deceived. Please do not be fooled,” said the Labour Minister.
The Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, said that he had ordered agencies under the Ministry of Labour in Udon Thani Province, the residential province of the said Thai worker. The agencies visited the home to inform the relatives about the steps to help and encouraged them. The victims’ relatives thanked the Ministry of Labour and Foreign Affairs for timely assistance.
