วันที่ 8 มีนาคม 2567 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ลงพื้นที่จังหวัดศรีสะเกษ เปิดโครงการ “กระทรวงแรงงานพบประชาชนจังหวัดศรีสะเกษ” สร้างงาน สร้างอาชีพ ให้กลุ่มนักเรียนอาชีวะ พร้อมมอบใบอนุญาตศูนย์ทดสอบมาตรฐานฝีมือแรงงาน ให้แก่วิทยาลัยเทคนิคกันทรลักษณ์ สาขา พนักงานแผนกบริการอาหารและเครื่องดื่มในธุรกิจโรงแรมและภัตตาคาร ระดับ 1 โดยมี นายธนัสถ์ ทวีเกื้อกูลกิจ ที่ปรึกษารัฐมนตรีว่าการกระทรวงแรงงาน นายสุรศักดิ์ พันเจริญวรกุล รัฐมนตรีช่วยว่าการกระทรวงศึกษาธิการ นายชัยยงค์ เมธาสุรวิทย์ รองผู้ว่าราชการจังหวัดศรีสะเกษ หัวหน้าส่วนราชการหน่วยงานสังกัดกระทรวงแรงงานจังหวัดศรีสะเกษ ร่วมให้การต้อนรับ ณ วิทยาลัยเทคนิคกันทรลักษ์ ต.จานใหญ่ อ.กันทรลักษ์ จ.ศรีสะเกษ
นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน กล่าวว่า ผมมีความยินดีเป็นอย่างยิ่งที่ได้มาพบปะกับทุกท่านที่วิทยาลัยเทคนิคกันทรลักษ์ในวันนี้ โดยเฉพาะน้อง ๆ นักเรียนนักศึกษา และพ่อแม่ผู้ปกครอง กระทรวงแรงงานที่ผมรับผิดชอบดูแลนี้เราทำงานต่อเนื่องเชื่อมโยงกับกระทรวงศึกษาธิการเหมือนต้นน้ำกับปลายน้ำโดยกระทรวงศึกษาธิการผลิตบุคลากรที่มีความรู้และทักษะ ส่วนกระทรวงแรงงานจะต่อยอดทักษะ จัดหาอาชีพตามความต้องการของตลาดแรงงาน และดูแลสวัสดิการให้กับแรงงาน กระทรวงแรงงานมีนโยบายส่งเสริมความร่วมมือในการผลิตกำลังคนในภาคการศึกษาและภาคแรงงาน หรือ Up – Skill for More Earn เพื่อการมีงานทำรองรับเศรษฐกิจใหม่ และพัฒนาประเทศให้ก้าวไปข้างหน้าด้วยกำลังแรงงานรุ่นใหม่ อย่างเช่นการเรียนอาชีวศึกษา ซึ่งถือเป็นหนึ่งในกลไกขับเคลื่อนตลาดแรงงานที่สำคัญ เพราะความรู้และทักษะที่น้อง ๆ ได้รับนั้นสามารถนำไปใช้งานได้จริง ช่วยสร้างบุคลากรเฉพาะทางในสายอาชีพที่ตลาดแรงงานต้องการ ไม่ว่าจะเป็นช่างเชื่อม ช่างยนต์ ช่างก่อสร้าง บัญชี การตลาด คอมพิวเตอร์ธุรกิจ หรือหากยกระดับต่อไปได้ก็สามารถก้าวไปสู่อาชีพที่ตอบโจทย์อุตสาหกรรมใหม่ หรือ New S-curve เช่น หุ่นยนต์ ดิจิทัล หรือโลจิสติกส์ เป็นต้น
นายพิพัฒน์ กล่าวต่อว่า ที่ผ่านมากระทรวงแรงงานกับกระทรวงศึกษาธิการได้ร่วมกันทำงานจนเกิดความสำเร็จ เช่น การส่งเสริมการเรียนอาชีวศึกษาแบบทวิภาคีให้สถานประกอบการได้ร่วมออกแบบหลักสูตรและสนับสนุนการเรียนการสอนแบบลงมือทำจริง รวมถึงการจัดตั้งศูนย์ทดสอบมาตรฐานฝีมือแรงงานในสถานศึกษาสังกัดกระทรวงศึกษาธิการ เป็นต้น สำหรับน้อง ๆ นักเรียนนักศึกษาที่จะก้าวเข้าสู่ตลาดแรงงานในอนาคตนั้น หากต้องการฝึกทักษะอาชีพ กระทรวงแรงงานมีหลักสูตรฝึกอบรมที่เรียนจบแล้วมีประกาศนียบัตรรับรอง ตัวอย่างหลักสูตรฝึกอาชีพที่ตลาดต้องการอย่างมากในขณะนี้ก็คือ การบริการและการท่องเที่ยว ซึ่งที่วิทยาลัยเทคนิคกันทรลักษ์แห่งนี้ก็มีสาขาการท่องเที่ยวและการโรงแรมอยู่ด้วย โดยผมได้ให้กรมพัฒนาฝีมือแรงงานของบประมาณจากรัฐบาลเพื่อมาฝึกอบรมในด้านนี้ให้ได้ 100,000 ราย และป้อนเข้าสู่อุตสาหกรรมการท่องเที่ยว เช่น พนักงานแคชเชียร์ พนักงานต้อนรับ และเชฟ รวมทั้งยังมีหลักสูตรอื่น ๆ อีกมากมาย ซึ่งน้อง ๆ สามารถจะต่อยอดความรู้และทักษะที่ได้รับจากวิทยาลัยเทคนิคนี้ในระดับที่สูงขึ้นได้
“ส่วนใครที่ต้องการฝึกงานในต่างประเทศ กระทรวงแรงงานมีโครงการความร่วมมือกับประเทศญี่ปุ่นผ่านองค์กร IM Japan ให้ไปฝึกงาน เช่น งานหล่อแบบ งานกลึงและเชื่อมโลหะ งานประกอบชิ้นส่วนอิเล็กทรอนิกส์ งานแปรรูปอาหาร งานก่อสร้างโครงเหล็ก งานเดินท่อ ซึ่งผู้ที่ได้รับคัดเลือกก็จะได้รับเบี้ยเลี้ยง ค่าจ้าง ค่าอาหารและที่พัก เมื่อฝึกงานจบแล้วจะได้รับใบประกาศนียบัตรรับรอง ทำให้สามารถเข้าสู่ตลาดแรงงานได้ง่ายขึ้นด้วย อย่างไรก็ตาม นอกจากทักษะอาชีพหรือว่า Hard Skills แล้ว เราต้องพัฒนาทักษะ Soft Skills เช่น การทำงานร่วมกับผู้อื่น การสื่อสาร การแก้ไขปัญหาเฉพาะหน้า หรือความคิดสร้างสรรค์ รวมถึงความพร้อมด้านภาษาและการใช้เทคโนโลยีสมัยใหม่ ซึ่งจะทำให้เราได้เปรียบคนอื่น และทำให้นายจ้างมั่นใจที่จะจ้างงานเรามากขึ้น” นายพิพัฒน์ กล่าว
จากนั้น นายพิพัฒน์ฯ และคณะ ได้เยี่ยมชมบูธกิจกรรมของหน่วยงานในสังกัดกระทรวงแรงงานตามโครงการกระทรวงแรงงานพบประชาชนจังหวัดศรีสะเกษ อาทิ กิจกรรมนัดพบแรงงาน ซึ่งเป็นการเปิดรับสมัครงานและสัมภาษณ์โดยตรงจากสถานประกอบการชั้นนำ มีตำแหน่งงานว่างมากกว่า 500 อัตรา อาทิ บริษัท เจริญโภคภัณฑ์อาหาร จำกัด บริษัท สยามโกลบอลเฮาส์ จำกัด (สาขาศรีสะเกษ) บริษัท ชนะชัย ขาเข้าขาออก จำกัด บริษัท โมเดิร์น เอ สตีล จำกัด (สาขากันทรลักษ์) และบริษัท เอี่ยมศิริแป้งมัน จำกัด การแนะแนวอาชีพ การสาธิตอาชีพอิสระ หลักสูตรหมอพราหมณ์ พิธีผูกข้อต่อแขนเพื่อความสิริมงคล นิทรรศการความปลอดภัยในการทำงาน โดย บริษัท เอี่ยมศิริแป้งมัน จำกัด การรับสมัครผู้ประกันตนรับชำระเงินสมทบประกันสังคมตามมาตรา 40 และการให้บริการทันตกรรมเคลื่อนที่สำหรับผู้ประกันตนตามมาตรา 33 และมาตรา 39 จากสำนักงานประกันสังคม และกิจกรรมทดสอบมาตรฐานฝีมือแรงงาน จำนวน 3 สาขา ได้แก่ ช่างซ่อมรถยนต์ ช่างไฟฟ้า พนักงานบริการอาหารเครื่องดื่ม จากกรมพัฒนาฝีมือแรงงาน นอกจากนี้ ยังได้ มอบใบอนุญาตศูนย์ทดสอบมาตรฐานฝีมือแรงงาน สาขา พนักงานแผนกบริการอาหารและเครื่องดื่มในธุรกิจโรงแรมและภัตตาคาร ระดับ 1 ด้วย
On March 8, 2024, the Labour Minister, Mr. Phiphat Ratchakitprakarn, visited Sisaket Province to launch the “Ministry of LabourMeets the People of Sisaket Province” project, to create jobs and careers for vocational students. He also gave out certificates to labor standard assessment centers, and to Kantharalak Technical College in food and beverage service department employees in the hotel and restaurant business at the level 1 capacity. The Labour Minister’s Advisor, Mr. Thanat Thaweekueakulkit, the Deputy Minister of Education, Mr. Surasak Pancharoenvorakul, the Deputy Governor of Sisaket Province, Mr. Chaiyong Metasurawit, and heads of government agencies under the Ministry of Labour in Sisaket Province joined in the welcome at Kantharalak Technical College, Chan Yai Subdistrict, Kantharalak District, Sisaket Province.
The Labour Minister, Mr. Phiphat Ratchakitprakarn, said that he was pleased to meet and speak with everyone at the Kantharalak Technical College today, especially students and their parents. The Ministry of Labour works with the Ministry of Education continuously on both upstream and downstream items. The Ministry of Education produces personnel with knowledge and skills. At the same time, the Ministry of Labour works on expanding skills and supporting careers according to the needs of the labour market and takes care of workers’ welfare. The Ministry of Labour has a policy to promote cooperation in producing manpower in the education and labour sectors or ‘up-skill for more earn.’ It aims to promote work to support the new economy and develop the country forward with a new generation of workers such as vocational education, which is considered as one of the important mechanisms in driving the labour market, because the knowledge and skills that students gain can be put to practical use. It supports the creation of specialized personnel in careers that the labour market needs, whether it’s welders, auto mechanics, construction technicians, workers in accounting, marketing, business or computers. Or, if they can raise their level further, they can advance to a career that meets the needs of a new industry or New S-curve, such as robotics, digital work, or logistics.
Mr. Phiphat continued that in the past, the Ministry of Labour and the Ministry of Education have worked together toward success, such as promoting bilateral vocational education for business establishments to jointly design curriculum and support hands-on teaching. Furthermore, it has established labour standard assessment centers in educational institutions under the Ministry of Education. For students who will enter the workforce in the future, if they want to practice professional skills, the Ministry of Labour has training courses that will award certificates after completion. An example of a vocational training course that is in high demand in the market right now is in hospitality and tourism. At Kantharalak Technical College, there is also a Tourism and Hotel Faculty. The Department of Skill Development has requested a budget from the government to train 100,000 people in this area and enter into the tourism industry, such as cashiers, receptionists, and chefs. There are many other courses where students can build on the knowledge and skills gained from this technical college at a higher level.
“For those who want to intern abroad, the Ministry of Labour has a cooperation program with Japan through the IM Japan organization for internships such as mold casting, turning and welding, electronic parts assembly, food processing, steel frame construction, and pipe work. Those selected will receive allowances, wages, food, and lodging. Upon completion of the internship, you will receive a certificate. This makes it easier to enter the workforce. However, in addition to vocational or hard skills, we must develop soft skills such as working with others, communication, solving problems, or creativity, including languages and the use of modern technology. These skills will give us an advantage over others and make employers more confident in hiring us,” Mr. Phiphat said.
From there, Mr. Phiphat and the delegation visited booths from agencies under the Ministry of Labour, under the Ministry of Labour’s project, to meet the people in Sisaket Province. The event activities included job openings and interviews directly with leading establishments. There were over 500 vacancies from companies such as Charoen Pokphand Foods Co., Ltd., Siam Global House Co., Ltd. (Sisaket Branch), Chanachai Inbound and Outbound Co., Ltd., Modern A Steel Co., Ltd. (Kantharalak Branch) and Iamsiri Tapioca Flour Co., Ltd. There was career guidance services, freelance demonstrations in Brahman medical practices, a ceremony for tying wrist bands for good fortune, an occupational safety exhibition by Iamsiri Tapioca Powder Co., Ltd. There was also recruitment services for insured persons to receive social security contributions under Section 40, and mobile dental services for insured persons under Section 33 and 39 from the Social Security Office. There were activities to assess labour standards in 3 fields, including automobile repair technicians, electricians, and food and beverage service personnel from the Department of Skill Development. They also granted licenses to skill standards assessment centers for employees in food and beverage services in the hotel and restaurant business at the level 1 capacity.
