วันที่ 28 กันยายน 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เป็นประธานกล่าวปาฐกถาพิเศษ เรื่อง นโยบายการยกระดับแรงงานภาคท่องเที่ยวเพื่อส่งเสริมอุตสาหกรรมการท่องเที่ยวในงานประชุมสมาชิกสมาคมไทยธุรกิจการท่องเที่ยว (ATTA) โดยมี นายสิรภพ ดวงสอดศรี ผู้ช่วยรัฐมนตรีประจำกระทรวงแรงงาน นายธนัสถ์ ทวีเกื้อกูลกิจ ที่ปรึกษารัฐมนตรีว่าการกระทรวงแรงงาน นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน นายภุชงค์ วรศรี ประจำสำนักเลขาธิการนายกรัฐมนตรี ปฏิบัติหน้าที่ประจำกระทรวงแรงงาน ผู้บริหารระดับสูงกระทรวงแรงงาน เข้าร่วม นายศิษฎิวัชร ชีวรัตนพร นายกสมาคมไทยธุรกิจการท่องเที่ยว และสมาชิกสมาคมการท่องเที่ยว ร่วมให้การต้อนรับ ณ ห้องแคทรียา โรงแรมรามาการ์เด้น ถนนวิภาวดีรังสิต
นายพิพัฒน์ กล่าวว่า กระทรวงแรงงานในฐานะหน่วยงานหลักในการดูแลกำลังแรงงานของประเทศ ทั้งด้านการพัฒนากำลังแรงงาน ส่งเสริมการมีงานทำ ดูแลสวัสดิการรวมทั้งสร้างหลักประกันทางสังคมให้แก่แรงงาน ได้ดำเนินการตามนโยบายรัฐบาลในการผลักดันการสร้างรายได้จากการท่องเที่ยว โดยมีมาตรการในการพัฒนากำลังแรงงานเพื่อส่งเสริมอุตสาหกรรมการท่องเที่ยว รวมทั้งแก้ปัญหาการขาดแคลนแรงงานในอุตสาหกรรมการท่องเที่ยวและบริการ โดยมุ่งเน้นการศักยภาพแรงงาน ให้มีทักษะสอดคล้องกับความต้องการของตลาดแรงงานด้านการท่องเที่ยว โดย Up skill และ Re skill แรงงานให้สามารถทำงานที่สอดคล้องกับความต้องการของตลาดแรงงานเตรียมความพร้อมรองรับการเปลี่ยนแปลงเทคโนโลยีของภาคท่องเที่ยวและบริการ และการขยายตัวของธุรกิจท่องเที่ยวภายหลังสถานการณ์โควิด-19 โดยมุ่งเน้นฟื้นฟูอย่างเร่งด่วน เพื่อรองรับการเติบโตอย่างยั่งยืน ส่งเสริมให้แรงงานในอุตสาหกรรมการท่องเที่ยวเป็นแรงงานที่มีผลิตภาพสูง โดยเติมเต็มทักษะด้านภาษาต่างประเทศ และส่งเสริม นำนวัตกรรมและเทคโนโลยีมาใช้ในธุรกิจท่องเที่ยวและบริการหลักสูตรฝึกอบรม เช่น ภาษาอังกฤษเพื่อการทำงาน ภาษาญี่ปุ่น ภาษาจีน การสร้างสื่อมัลติมีเดียเพื่อการท่องเที่ยว นวดแผนไทย สปา งานบริการอาหารและเครื่องดื่ม นักส่งเสริมสุขภาพแบบองค์รวมสปาตะวันตก การจัดการด้านอาหารและโภชนาการบนเรือ การบริหารจัดการด้านการท่องเที่ยวอย่างมืออาชีพ บูรณาการกับหน่วยงานทั้งภาครัฐและเอกชนร่วมมือกับภาครัฐ ภาคเอกชน ด้านการท่องเที่ยวและบริการเพื่อสำรวจความต้องการแรงงานและ การพัฒนาทักษะฝีมือในส่วนที่แรงงานยังขาดแคลนเพื่อพัฒนากำลังแรงงานภาคท่องเที่ยวให้ตรงกับความต้องการของสถานประกอบกิจการปี 2566 กำลังแรงงานภาคการท่องเที่ยวและบริการเข้ารับการพัฒนาทักษะฝีมือแรงงาน จำนวน 288,438 คน เป็นผู้มีงานทำร้อยละ 93.20 ผู้ผ่านการพัฒนาฝีมือแรงงานสามารถรักษาฐานรายได้คิดเป็นมูลค่าทางเศรษฐกิจ 51,450.19 ล้านบาท/ปี
“ใน ปี 2566 มีการส่งเสริมการพัฒนาอุตสาหกรรมท่องเที่ยวและบริการ ผ่าน พ.ร.บ. ส่งเสริมการพัฒนาฝีมือแรงงาน พ.ศ. 2545 กระทรวงแรงงาน โดย กรมพัฒนาฝีมือแรงงาน ได้ทำการพัฒนาฝีมือแรงงานด้านอุตสาหกรรมท่องเที่ยวและบริการ ร่วมกับ ผู้ประกอบการ, ภาคธุรกิจ และ ภาคอุตสาหกรรม เป็นจำนวนมากกว่า 280,000 คน โดยในปี 2567 นี้ กระทรวงแรงงาน โดย กรมพัฒนาฝีมือแรงงาน ได้ตั้งเป้าหมายในการพัฒนาฝีมือแรงงานด้านอุตสาหกรรมท่องเที่ยวและบริการ ร่วมกับ ผู้ประกอบการ, ภาคธุรกิจ และ ภาคอุตสาหกรรม เป็นจำนวน 400,000 คน” นายพิพัฒน์ กล่าวทิ้งท้าย

On September 28, 2023, the Labour Minister, Mr. Phiphat Ratchakitprakarn, gave a special speech on upgrading tourism sector workers to promote the tourism industry at the Thai Tourism Association (ATTA) member meeting. Assistant to the Labour Minister, Mr. Siraphop Duangsodsri, the Labour Minister’s Advisor, Mr. Thanat Thaweekueakulkit, the Secretariat to the Labour Minister, Mr. Aree Krainara, from the Prime Minister’s Secretariat’s Office, performing duties for the Ministry of Labour, Mr. Phuchong Worasri, and the Ministry of Labour’s executives participated. President of the Thai Tourism Business Association, Mr. Sittiwat Chewaratanaporn, and tourism association members joined in giving a welcome at the Katreeya Room, Rama Garden Hotel, Vibhavadi Rangsit Road.
Mr. Phiphat said that the Ministry of Labour is the leading agency in taking care of the country’s workforce in terms of workforce development, employment promotion, taking care of welfare, and creating social security for workers. It has implemented the government policy to drive income generation from tourism. There are measures to develop the workforce to promote the tourism industry, including solving labour shortages in the tourism and service industries. It is focused on labour potential, to have skills consistent with the needs of the tourism labour market by upskilling and reskilling workers in line with the requirements of the labour market and preparing to support changes in technology in the tourism and service sector, including the expansion of tourism business after the COVID-19 situation. It is focused on urgent rehabilitation to support sustainable growth, promote workers in the tourism industry to be highly productive through foreign language skill enhancements, and promote innovation and technology. It does this through initiatives such as providing training courses in English, Japanese, and Chinese for work, creating multimedia for tourism, Thai massage, spa, food and beverage services, holistic health promoters, western hotels, food and nutrition management on board, and professional tourism management. It collaborates with both public and private agencies, working with the public and private sectors in tourism and services to survey labour needs and develop skills in areas where labour is still lacking to develop the tourism sector’s workforce to meet the needs of business establishments in 2023. The tourism and service sector’s workforce has received skill development, reaching 288,438 people, where 93.20 percent were employed. Those who passed skill development initiatives can maintain their income base, representing an economic value of 51,450.19 million Baht/year.
“In 2023, the development of the tourism and service industry was promoted through the Ministry of Labour’s Skill Development Promotion Act B.E. 2545. The Department of Skill Development has developed workers’ skills in the tourism and service industries with organizations, the business sector, and the industrial sector, reaching over 280,000 people. In 2024, the Ministry of Labour’s Department of Skill Development has set a goal to develop workers’ skills in the tourism and service industries together with organizations, businesses, and industrial sectors, reaching 400,000 people,” Mr. Phiphat concluded.
