วันที่ 15 มีนาคม 2567 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เป็นประธานเปิดโครงการ THE BEST OF DSD ก้าวสู่ THAILAND SOFT POWER เพื่อประชาสัมพันธ์การดำเนินงานของกรมพัฒนาฝีมือแรงงาน และตอบสนองนโยบายรัฐบาลด้านซอฟต์พาวเวอร์ กีฬามวยไทยที่บูรณาการระหว่างกรมพัฒนาฝีมือแรงงาน หน่วยงานภาครัฐ ภาคเอกชน ภาคการศึกษา และสถานประกอบกิจการ

นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยหลังจากเป็นประธานในงานว่า กระทรวงแรงงานมีนโยบายการพัฒนาประเทศที่มุ่งเน้นการใช้ความคิดสร้างสรรค์ เทคโนโลยีและนวัตกรรมจากทุนทางวัฒนธรรม โดยเฉพาะอย่างยิ่งวัฒนธรรมและบริการที่มีมูลค่าสูง ไม่ว่าจะเป็นอาหาร ดนตรี ภาพยนตร์ แฟชั่น กีฬา การท่องเที่ยว ฯลฯ ซึ่งกีฬามวยไทย เป็นหนึ่งในกีฬาที่รัฐบาลส่งเสริมให้เป็น Soft Power ที่เพิ่มมูลค่าทางเศรษฐกิจ และสร้างรายได้ให้กับคนไทย ปัจจุบันมีค่ายมวยที่เปิดสอนมวยไทยในประเทศกว่า 2,000 ค่ายและทั่วโลกไม่น้อยกว่า 50,000 ค่าย มีประเทศที่เป็นสมาชิกฝึกสอนมวยไทยกว่า 190 ประเทศ นอกจากนี้ จีน บราซิล สหรัฐอาหรับเอมิเรตส์ ซาอุดิอาระเบีย ยังเป็นตลาดที่ได้รับความนิยมฝึกสอนมวยไทยเป็นพิเศษ ซึ่งรายได้ครูมวยอยู่ที่ 300,000 บาทต่อเดือน การที่เราส่งนักกีฬามวยไทยไปแข่งต่างประเทศ จึงเป็นการสร้างอาชีพให้เยาวชน เป็นการนำรายได้เข้าประเทศ จึงขอเชิญชวนน้องๆ เยาวชนมาฝึกมวยไทย ส่วนครูมวยคนไทยที่มีความสามารถก็มาสอบเทียบกับกรมพัฒนาฝีมือแรงงานเพื่อมีใบรับรองความสามารถ ซึ่งกระทรวงแรงงาน โดยกรมพัฒนาฝีมือแรงงานจึงได้จัดทำมาตรฐานฝีมือแรงงานแห่งชาติ สาขาผู้ฝึกสอนมวยไทย เพื่อให้ครูมวยหรือผู้ที่สนใจประกอบอาชีพนี้ มีมาตรฐานเพื่อใช้ในการรับรองว่ามีฝีมือ ความรู้ ความสามารถและทัศนคติในการประกอบอาชีพเป็นครูมวยได้ ซึ่งได้ส่งเสริมให้มีศูนย์ทดสอบมาตรฐานฝีมือแรงงาน สาขาผู้ฝึกสอนมวยไทย สำหรับครูมวยหรือผู้ที่สนใจจะประกอบอาชีพครูมวยทั้งในประเทศและต่างประเทศ และมีความเชื่อมั่นว่า การส่งเสริมและผลักดันตามโครงการ THE BEST OF DSD ก้าวสู่ THAILAND SOFT POWER เพื่อสนองนโยบายรัฐบาลและกระทรวงแรงงานในครั้งนี้ จะเป็นกลไกสำคัญในการจ้างงานและส่งเสริม Soft Power เพิ่มมูลค่าทางเศรษฐกิจให้กับประเทศต่อไป
นายพิพัฒน์ กล่าวต่อไปว่า ทุกวันที่ 15 มีนาคม ของทุกปี เป็นวันครบรอบการสถาปนากรมพัฒนาฝีมือแรงงานซึ่งปีนี้ ครบรอบปีที่ 32 แล้ว จึงขอส่งความปรารถนาดี ไปถึงบุคลากรของกรมทุกท่านให้มีพละกำลัง พร้อมความมุ่งมั่นเพื่อสรรสร้างทักษะดีให้แก่แรงงานทุกระดับต่อไป นอกจากนี้ ภายในงานยังมีอีก 6 กิจกรรม ประกอบด้วย 1) พิธีเปิดป้ายอาคารสำนักงาน สูง 6 ชั้น กรมพัฒนาฝีมือแรงงาน 2) การมอบป้ายศูนย์ทดสอบมาตรฐานฝีมือแรงงานที่ได้รับอนุญาตจากกรมพัฒนาฝีมือแรงงาน สาขาผู้ฝึกสอนมวยไทยระดับ 1 ให้กับค่ายมวยชั้นนำและสถานศึกษาด้านกีฬา จำนวน 15 แห่ง 3) มอบใบประกาศเกียรติบัตรให้แก่ครูมวยที่เผยแพร่กีฬามวยไทยให้เป็นที่รู้จักทั้งในประเทศและต่างประเทศ จำนวน 4 ท่าน 4) มอบโล่รางวัลให้แก่สถานประกอบกิจการดีเด่นด้านการส่งเสริมการพัฒนาฝีมือแรงงาน ประจำปีพ.ศ.2567 จำนวน 15 แห่ง 5) การมอบรางวัล ให้แก่ผู้ชนะการประกวดสื่อการพัฒนาฝีมือแรงงาน ประเภทการพัฒนาทักษะภาษา (จีนกลาง) ในรูปแบบออนไลน์ จำนวน 5 รางวัล ซึ่งสนับสนุนโดยบริษัทไทยซัมซุง อิเลคโทรนิกส์ จำกัด บริษัทสยามไดกิ้นเซลส์ จำกัด มูลนิธิเพื่อการพัฒนาดิจิทัล และสมาคมอุตสาหกรรมซอฟต์แวร์ไทย 6) รับมอบผลิตภัณฑ์เครื่องปรับอากาศและอุปกรณ์ที่เกี่ยวข้อง จากบริษัท อีมิแน้นแอร์ (ประเทศไทย) จำกัด จำนวน 3 เครื่อง มูลค่า 300,000 บาท ให้แก่กรมพัฒนาฝีมือแรงงานนำไปติดตั้ง ณ บริเวณห้องโถง ชั้น 1 อาคารสำนักงาน 6 ชั้น กรมพัฒนาฝีมือแรงงาน เพื่อรองรับการให้บริการแก่ประชาชนด้านการพัฒนาฝีมือแรงงาน ทุกกิจกรรมที่กล่าวมา เป็นภารกิจของกรมพัฒนาฝีมือแรงงานทั้งสิ้น ซึ่งแสดงให้เห็นถึงศักยภาพของกรม ที่พร้อมทำหน้าที่ในการพัฒนากำลังแรงงานของประเทศ โดยมีภาคีเครือข่ายการพัฒนาฝีมือแรงงานทั้งภาครัฐ ภาาคเอกชนและสถาบันการศึกษามีส่วนร่วมและสนับสนุนในการดำเนินงานด้วย
ด้าน นางสาวบุปผา เรืองสุด อธิบดีกรมพัฒนาฝีมือแรงงาน กล่าวเสริมว่า กรมพัฒนาฝีมือแรงงานมีความยินดี มุ่งมั่น พร้อมที่จะพัฒนาทักษะฝีมือแรงงานต่อไปอย่างไม่หยุดยั้ง หากแรงงานก็ดี หรือสถานประกอบกิจการก็ดี ที่ต้องการจะเข้ารับการฝึกทักษะในหลักสูตรต่างๆ ด้วยตนเอง หรือต้องการฝึกให้แก่ลูกจ้างของตน รวมถึงการทดสอบมาตรฐานฝีมือแรงงาน หรือรับรองความรู้ความสามารถ สามารถติดต่อสอบถามได้ที่หน่วยงานของกรม ได้แก่ สถาบันหรือสำนักงานพัฒนาฝีมือแรงงานทุกแห่งทั่วประเทศ หรือโทรสายด่วนกระทรวงแรงงาน 1506 กด 4 หรือดูรายละเอียดต่างๆ ได้ที่เว็บไซต์กรมพัฒนาฝีมือแรงงาน www.dsd.go.th
On March 15, 2024, the Labour Minister, Mr. Phiphat Ratchakitprakarn, chaired the opening of the “Best of DSD Towards Thailand Soft Power” project to publicize the Department of Skill Development’s operations and respond to the government’s policy on soft power in Muay Thai. The effort integrates the Department of Skill Development, government agencies, the private sector, the education sector, and business establishments.
The Secretariat to the Labour Minister, Mr. Aree Krainara, the Permanent Secretary of Labour, Mr. Phairoj Chotikasathien, the Deputy Permanent Secretary of Labour, Mr. Wannarat Srisuksai, the Legal Advisor and Acting Deputy Permanent Secretary of Labour, Lieutenant Saroj Komkhai, the Academic Labour Advisor, Mrs. Napasorn Toongsooksai, the Ministry of Labour’s Inspector-General, Mr. Samat Pattamasukon, the Department of Employment’s Deputy Director-Generals and Acting Inspector-General to the Ministry of Labour, Ms. Bunyawee Khaipan, the Deputy Secretary-General of the Social Security Office and Acting Inspector-General to the Ministry of Labour, Mrs. Marasri Jairangsi, the Department of Employment’s Deputy Director-General and Acting Inspector-General to the Ministry of Labour, Mr. Santi Nantasuwan, the Assistant to the Permanent Secretary of Labour, Ms. Kornjirat Pongjansat, the Ministry of Labour’s executives, civil servants, and officials, former civil servants of the Department of Skill Development, executives from the public sector, private sector, educational sector, and business establishments participated in the said ceremony at the foyer on the 1st floor, Ministry of Labour.
The Labour Minister, Mr. Phiphat Ratchakitprakarn, gave a report after presiding over the event. He said that the Ministry of Labour has a national development policy that emphasizes the use of creativity, technology, and innovation from cultural capital. In particular, culture and services are highly valued, whether it be food, music, movies, fashion, sports, or travel, for example. For sports, Muay Thai is an area that the government promotes as soft power. It adds economic value and creates income for Thai people. Currently, there are over 2,000 boxing camps that teach Muay Thai in the country and over 50,000 camps around the world. There are more than 190 member countries that train Muay Thai. In addition, China, Brazil, the United Arab Emirates, and Saudi Arabia are popular markets for Muay Thai training. The income of a boxing teacher is 300,000 Baht per month. Muay Thai athletes are sent to compete abroad, which creates careers for youths. It is also another way of bringing income into the country. Therefore, he invited the youths to practice Muay Thai. As for talented Thai boxing teachers, they take assessments with the Department of Skill Development to obtain certificates of competence. The Ministry of Labour’s Department of Skill Development has created national skill standards in the Muay Thai trainer branch. Boxing teachers or those interested in this career must have the necessary skill sets to be certified and have the skills, knowledge, ability, and attitude to pursue a career as a boxing teacher. This has promoted the establishment of skill standard assessment centers for Muay Thai trainers. The centers cater to aspiring boxing teachers or those interested in pursuing a career as a boxing teacher both domestically and abroad. The “Best of DSD Towards Thailand Soft Power” project is a response to the policy of the government and the Ministry of Labour. It will be an important mechanism for hiring and promoting soft power, adding economic value to the country.
Mr. Phiphat continued that March 15 of every year is the anniversary of the Department of Skills Development. This year is the 32nd anniversary. Therefore, he sent his best wishes to all of the personnel of the Department to have strength and determination to continue developing good skills for workers at all levels. In addition, there were six activities at the event, consisting of 1) A ceremony for opening the sign of the 6-story office building of the Department of Skill Development. 2) Presenting the sign of the Skill Standards Assessment Centers that the Department of Skill Development has permitted to assess Level 1 Muay Thai trainers for 15 leading boxing camps and sports educational institutions. 3) Presenting certificates of honour to 4 boxing teachers who have made the sport of Muay Thai known both domestically and abroad. 4) Awarded plaques to 15 outstanding business establishments in promoting the development of worker skills for 2024. 5) Presented awards to the five winners of the skill development media contest in the language skill development category (Mandarin) in an online format, sponsored by Thai Samsung Company Electronics Company Limited, Siam Daikin Sales Company Limited, the Digital Development Foundation, and the Thai Software Industry Association. 6) Received three air conditioning units and related equipment from Eminent Air (Thailand) Co., Ltd., valued at 300,000 Baht, presented to the Department of Skill Development for installation in the lobby area on the first floor of the Department of Skill Development’s 6-story office to support the provision services to the people in skill developments. All activities mentioned are part of the Department of Skills Development’s mission, which showcases the Department’s potential to promote and serve the country’s developing workforce. Partners in the skill development network in both the government sector, the private sector, and educational institutions also participated in and supported the operation.
The Department of Skill Development’s Director-General, Ms. Bubpha Ruengsud, added that the Department of Skill Development is pleased, committed and ready to continue developing worker’s skills.
