วันที่ 26 มีนาคม 2567 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน มอบหมายให้ นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน เป็นประธานการประชุมมอบนโยบายการปฏิบัติงานให้แก่อาสาสมัครแรงงาน (อสร.) พร้อมรับฟังปัญหาของอาสาสมัครแรงงาน อำเภอนาบอน อำเภอช้างกลาง และอำเภอฉวาง จังหวัดนครศรีธรรมราช โดยมี หัวหน้าส่วนราชการหน่วยงานสังกัดกระทรวงแรงงานจังหวัดนครศรีธรรมราช อาสาสมัครแรงงาน ร่วมให้การต้อนรับ ณ ที่ว่าการอำเภอนาบอน อ.นาบอน จ.นครศรีธรรมราช ซึ่งอาสาสมัครแรงงานเหล่านี้มีภารกิจในการประสานการให้บริการด้านแรงงานในพื้นที่ เพื่อให้ประชาชนมีงานทำ มีทักษะฝีมือ มีอาชีพมีรายได้ ได้รับคุ้มครองและมีหลักประกันทางสังคมที่ยั่งยืน
จากนั้น นายอารี ได้พบปะพนักงานลูกจ้างในสถานประกอบการและเยี่ยมชมการจัดสวัสดิการในสถานประกอบการนอกเหนือที่กฎหมายกำหนด ณ บริษัท ที.ที. ลาเท็กซ์ แอนด์ โปรดักซ์ จำกัด ต.นาบอน อ.นาบอน จ.นครศรีธรรมราช ซึ่งสถานประกอบการแห่งนี้ เป็นสถานประกอบการประเภทผลิตน้ำยางข้น มีลูกจ้าง 93 คน คนไทย 60 คน เมียนมา 33 คน
นายอารี กล่าวว่า ในวันนี้ท่านพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ได้มอบหมายให้ผมลงพื้นที่มายังจังหวัดนครศรีธรรมราช ซึ่งเป็นจังหวัดที่มีศักยภาพด้านการท่องเที่ยวเป็นอย่างมาก อันจะส่งผลให้ประชาชนเกิดการจ้างงานโดยเฉพาะภาคท่องเที่ยวและบริการ เนื่องจากมีศักยภาพโดดเด่น มีประชากรมากที่สุดในภาคใต้ประมาณ 1.5 ล้านคน และอยู่ในกำลังแรงงานร่วม 9 แสนคน ในส่วนของกระทรวงแรงงานเองมีภารกิจที่ดูแลแรงงานอย่างครบถ้วนในทุกมิติ การเดินทางมาจังหวัดนครศรีธรรมราชในวันนี้ ได้หารือและเยี่ยมชมสถานประกอบการบริษัทที.ที. ลาเท็กซ์ แอนด์ โปรดักซ์ จำกัด ประกอบกิจการผลิตน้ำยางข้น ซึ่งได้เปิดให้เยี่ยมชมการจัดสวัสดิการในสถานประกอบกิจการนอกเหนือที่กฎหมายกำหนด รวมถึงโครงการที่เป็นประโยชน์ทั้งด้านความปลอดภัยในการทำงาน ด้านสวัสดิการของแรงงาน ผมขอชื่นชมผู้บริหารของบริษัท และคณะกรรมการสวัสดิการที่เล็งเห็นถึงความสำคัญของการพัฒนาคุณภาพชีวิตลูกจ้าง โดยการดำเนินโครงการด้านต่าง ๆ อย่างเช่นโครงการแรงงานสีขาว ซึ่งดำเนินการทั้งหมด 8 ด้าน ได้แก่ มีนโยบายป้องกันและแก้ไขปัญหายาเสพติดและปิดประกาศให้ลูกจ้างทราบ มีป้ายประกาศ เรื่อง มาตรการป้องกัน ปราบปรามการกระทำผิดเกี่ยวกับยาเสพติด มีคณะทำงานหรือบุคคลรับผิดชอบ มีการให้ความรู้พนักงาน เจ้าของสถานประกอบการ มีกิจกรรมรณรงค์เพื่อต่อต้านยาเสพติด มีการตรวจสุขภาพ ตรวจปัสสาวะให้ลูกจ้าง ซึ่งไม่พบพฤติกรรมลูกจ้างที่เกี่ยวข้องกับยาเสพติด นอกจากนี้ มีกระบวนการตรวจสอบการดำเนินงานใน 7 ข้อ มีการบันทึก จัดเก็บเอกสาร ซึ่งเป็นประโยชน์ต่อลูกจ้างและทุกภาคส่วนในการป้องกันและแก้ไขปัญหายาเสพติด เพื่อยกระดับคุณภาพชีวิตพนักงานที่ดีขึ้น
ในช่วงบ่าย นายอารี ได้เป็นประธานมอบประกาศนียบัตรแก่ผู้ผ่านการฝึกช่างอเนกประสงค์ของสถาบันพัฒนาฝีมือแรงงาน 22 นครศรีธรรมราช ณ โรงเรียนชุมชนบ้านสี่แยก ต.นาบอน อ.นาบอน จ.นครศรีธรรมราช จากนั้น ได้พบปะพนักงานลูกจ้างในสถานประกอบการและเยี่ยมชมการจัดสวัสดิการในสถานประกอบการนอกเหนือที่กฎหมายกำหนด ณ กองจัดการสวนยาง อ.ทุ่งใหญ่ จ.นครศรีธรรมราช ประกอบกิจการปลูกสร้างสวนยางและปาล์มน้ำมัน และเก็บเกี่ยวผลผลิตน้ำยาง และเยี่ยมชมผลิตภัณฑ์ของกลุ่มอาชีพ กลุ่มผ้ามัดย้อมบาติก อำเภอทุ่งใหญ่ จังหวัดนครศรีธรรมราช ซึ่งกลุ่มอาชีพดังกล่าวได้รับการส่งเสริมสนับสนุนจากสำนักงานแรงงานจังหวัดนครศรีธรรมราช ตามโครงการแก้ไขปัญหาความเดือดร้อนด้านอาชีพและส่งเสริมการมีงานทำ เพื่อให้ชาวบ้านในพื้นที่ซึ่งเป็นกลุ่มแรงงานนอกระบบ ได้รับการพัฒนาทักษะฝีมือในการประกอบอาชีพ จนมีความชำนาญ สามารถจำหน่ายผ้ามัดย้อมที่มีสีสันสวยงาม สร้างรายได้เพิ่มขึ้น
On March 26, 2024, the Labour Minister, Mr. Phiphat Ratchakitprakarn, assigned the Secretariat to the Labour Minister, Mr. Aree Krainara, chaired the meeting to present work policies to labour volunteers and listen to the issues of labour volunteers in Na Bon District, Chang Klang District, and Chawang District, Nakhon Si Thammarat Province. Heads of government agencies under the Ministry of Labour in Nakhon Si Thammarat Province and labour volunteers joined in giving a welcome at the Na Bon District Office, Na Bon District, Nakhon Si Thammarat Province. The labour volunteers have a mission to coordinate labour services in the area, to provide people with jobs, skills, and careers to earn an income, receive protection and have sustainable social security.
From there, Mr. Aree met with employees in T.T. Latex and Product Company Limited to observe welfare arrangements other than what is required by law. The company is located in Nabon Subdistrict, Nabon District, Nakhon Si Thammarat Province. It produces concentrated latex and employs 93 people, 60 Thais and 33 from Myanmar.
Mr. Aree said that today, the Labour Minister, Mr. Phiphat Ratchakitprakarn, assigned him to Nakhon Si Thammarat Province. This is a province with great tourism potential, which will promote employment for the people, especially in the tourism and service sectors. Nakhon Si Thammarat Province has the largest population in the southern region, with approximately 1.5 million people and 900,000 people in the workforce. The Ministry of Labour has a mission to take care of workers in all dimensions. Today, the travel to Nakhon Si Thammarat Province included a visit to T.T. Company. Latex and Product Co., Ltd., which produces concentrated latex. The company allowed for a visit to observe welfare arrangements in the company other than what is required by law, including projects that are beneficial to workplace safety and employee welfare. He praised the company’s management and the Welfare Committee for recognizing the importance of improving the quality of life of employees through the implementation of various projects, such as the White Labour Project, which operates in 8 areas, including a policy to prevent and solve drug problems and post announcements to employees. There is a notice board on preventive measures to suppress drug-related offenses. There is a working group or responsible person that provides knowledge to employees and the business owner. There is an anti-drug campaign, with health checks and urine tests for employees. No employee was found to have any behaviours related to drugs. In addition, there is a process for inspecting operations in 7 areas. There is recording and storing of documents. This is beneficial to employees and all sectors in preventing and solving drug problems to improve the quality of life of employees.
In the afternoon, Mr. Aree presided over the presentation of certificates to those who passed the multi-purpose technician training of the Nakhon Si Thammarat Skill Development Institute 22 at Ban Si Yaek Community School, Na Bon Subdistrict, Na Bon District, Nakhon Si Thammarat Province. After that, he met company employees and visited the company’s welfare arrangements other than what is required by law at the Rubber Plantation Management Division, Thung Yai District, Nakhon Si Thammarat Province. The company builds rubber and oil palm plantations and harvests latex products. He then visited the Batik tie-dye fabric group in Thung Yai District, Nakhon Si Thammarat Province. This occupational group has been promoted and supported by the Nakhon Si Thammarat Provincial Labour Office under the project to alleviate occupational problems and promote employment for villagers in the area. Informal workers receive skills in occupations until they are able to sell tie-dye fabric with beautiful colours to generate more income.
