วันที่ 3 ธันวาคม 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน พร้อมด้วยนายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน นายสมชาย มรกตศรีวรรณ ผู้ตรวจราชการกระทรวงแรงงาน รักษาราชการแทนอธิบดีกรมการจัดหางาน นายสมาสภ์ ปัทมะสุคนธ์ ผู้ตรวจราชการกระทรวงแรงงาน และผู้บริหารกระทรวงแรงงาน ลงพื้นที่จังหวัดหนองคาย ตรวจเยี่ยมการดำเนินงานของศูนย์แรกรับเข้าทำงานและสิ้นสุดการจ้าง และด่านตรวจคนหางานภาคตะวันออกเฉียงเหนือ จังหวัดหนองคาย โดยมีนายรัฐศาสตร์ ชิดชู รองผู้ว่าราชการจังหวัดหนองคาย และหัวหน้าส่วนราชการในสังกัดกระทรวงแรงงานให้การต้อนรับ
นายพิพัฒน์ เปิดเผยว่า ช่วงเช้าวันนี้ผมและคณะผู้บริหารกระทรวงแรงงาน ลงพื้นที่จังหวัดหนองคาย ตรวจเยี่ยมศูนย์แรกรับฯเป็นแห่งแรก เพราะแรงงานทุกคนที่เดินทางเข้ามาทำงานในประเทศไทยตาม MOU ผ่านจังหวัดหนองคายจะต้องผ่านศูนย์แรกรับฯ ซึ่งตั้งอยู่ในพื้นที่ศูนย์แสดงและจำหน่ายสินค้าผลิตภัณฑ์ OTOP ชั้น 2 ถนนมิตรภาพอุดร – หนองคาย จังหวัดหนองคาย เพื่ออบรมเกี่ยวกับการทำงาน รับทราบสิทธิ ค่าจ้าง สัญญาจ้าง สวัสดิการ การปฏิบัติตัวเมื่ออยู่ในประเทศไทย รวมถึงขั้นตอนการขอรับความช่วยเหลือหากเกิดปัญหาขึ้น โดยการอบรมที่ศูนย์ฯแรงงานจะไม่เสียค่าใช้จ่ายใดใด และศูนย์ยังมีหน้าที่สำคัญในการตรวจสอบเอกสารหลักฐานต่างๆ รวบรวมข้อมูล จัดทำประวัติ และออกใบอนุญาตทำงาน (E-Work Permit) ให้กับแรงงานชาวลาวที่เข้ามาทำงานตาม MOU เป็นจุดพักรอของแรงงานต่างชาติที่เดินทางเข้ามาหรือนายจ้างที่มารอรับแรงงานเพื่อไปทำงาน รวมทั้งตรวจสอบคัดกรองแรงงานก่อนอนุญาตให้เดินทางเข้ามาทำงานในประเทศไทย เพื่อป้องกันปัญหาการค้ามนุษย์ จากนั้นเดินทางไปยังด่านตรวจคนหางานภาคตะวันออกเฉียงเหนือ จังหวัดหนองคาย ซึ่งตั้งอยู่ ณ ด่านพรมแดน สะพานมิตรภาพไทย-ลาว ตำบลมีชัย อำเภอเมืองหนองคาย จังหวัดหนองคาย โดยด่านตรวจคนหางานทำหน้าที่ในการรับแจ้งการเดินทางออกไปทำงาน – รับแจ้งการเดินทางกลับเข้ามาในราชอาณาจักร ตรวจสอบพฤติการณ์ผู้ที่จะลักลอบไปทำงานในต่างประเทศโดยผิดกฎหมาย และให้คำปรึกษาการไปทำงานต่างประเทศอย่างถูกต้อง
“กระทรวงแรงงานดูแลแรงงานอย่างเท่าเทียม ทั้งแรงงานไทยและแรงงานต่างชาติ ในวันนี้ผมตั้งใจตรวจเยี่ยมการทำงานของศูนย์แรกรับซึ่งเป็นด่านแรกที่ให้ความรู้แรงงานชาวลาวที่จะเดินทางเข้ามาทำงานในประเทศไทย เพื่อรับฟังปัญหาอุปสรรคในการทำงาน และให้คำแนะนำที่เป็นประโยชน์ สามารถนำไปพัฒนาประสิทธิภาพการให้บริการ การจ้างแรงงานต่างชาติถูกกฎหมายเป็นไปด้วยความเรียบร้อย สอดคล้องกับทิศทางการพัฒนาเศรษฐกิจของประเทศ” รัฐมนตรีว่าการกระทรวงแรงงาน กล่าว
ด้านนายสมชาย มรกตศรีวรรณ ผู้ตรวจราชการกระทรวงแรงงาน รักษาราชการแทนอธิบดีกรมการจัดหางาน กล่าวว่า ผลการดำเนินการ หลังสถานการณ์โควิด – 19 คลี่คลายและกลับมาเปิดศูนย์แรกรับฯ (วันที่ 28 มี.ค. 65) จนถึงปัจจุบัน มีนายจ้างแจ้งนำเข้าแรงงาน จำนวน 41,475 ราย มีแรงงานเข้าอบรม และออกใบอนุญาตทำงานแล้ว จำนวน 93,890 ราย ในส่วนผลการดำเนินงานของด่านตรวจคนหางาน ปีงบประมาณ พ.ศ. 2567 มีการตรวจสอบพฤติการณ์ผู้เดินทางเพื่อป้องกันการลักลอบไปทำงานต่างประเทศ จำนวน 293 ราย รับแจ้งการเดินทางออกไปทำงานต่างประเทศ จำนวน 69 ราย และยังไม่ได้รับแจ้งการเดินทางกลับเข้ามาในราชอาณาจักร โดยศูนย์แรกรับฯ มีทั้งหมด 5 ศูนย์ทั่วประเทศ ได้แก่ ศูนย์จังหวัดหนองคาย จังหวัดมุกดาหาร รับแรงงานสัญชาติลาว ศูนย์จังหวัดสระแก้ว รับแรงงานสัญชาติกัมพูชา ศูนย์จังหวัดตาก จังหวัดระนอง รับแรงงานสัญชาติเมียนมา
On December 3, 2023, the Labour Minister, Mr. Phiphat Ratchakitprakarn, the Permanent Secretary of Labour, Mr. Pairoj Chotiksetian, the Ministry of Labour’s Inspector-General and Acting Director-General of the Department of Employment, Mr. Somchai Morakotsriwan, the Ministry of Labour’s Inspector-General, Mr. Samat Pattamasukon, and the Ministry of Labour’s executives, visited Nong Khai Province to inspect the operations of the center for the start and end of employment, and the Northeastern Jobseeker Checkpoint in Nong Khai Province. Deputy Governor of Nong Khai Province, Mr. Ratthasat Chidchu, and the heads of government agencies under the Ministry of Labour gave a welcome.
Mr. Phiphat said that in the morning, he and the Ministry of Labour’s executives visited Nong Khai Province to inspect the operations of the center for the start and end of employment. Every worker who comes to work in Thailand according to the MOU through Nong Khai Province must pass through the center first, which is located in the area of the OTOP product display and sales center, 2nd floor, Mittraphap Udon – Nong Khai Road, Nong Khai Province. At the center, they receive training about work and receive information regarding their rights, wages, employment contracts, benefits, and conduct when in Thailand. They also receive information on steps to take to request assistance if problems arise. The training at the center will not cost anything. The center also has important duties in checking various documents, collecting information, preparing workers’ histories, and issuing work permits (E-Work permits) to Laotian workers who come to work according to the MOU. It is a waiting point for foreign workers coming in or employers waiting to receive workers to go to work. The center also checks and screens workers before allowing them to travel to work in Thailand to prevent human trafficking issues. Then, they traveled to the Northeastern Jobseeker Checkpoint in Nong Khai Province, which is located at the border checkpoint, Thai-Lao Friendship Bridge, Meechai Subdistrict, Mueang Nong Khai District, Nong Khai Province. The Jobseeker Checkpoint is responsible for receiving notifications of those leaving for work and returning to the Kingdom. It examines the circumstances of those who are illegally going to work abroad and provides advice on working overseas.
“The Ministry of Labour takes care of Thai and foreign workers equally. Today, I intend to inspect the operations of the center for the start and end of employment, which is the first point of entry to provide knowledge to Lao workers who will travel to work in Thailand. The visit aims to listen to the problems and obstacles in the operations and suggestions, which can be used to improve service efficiency. The center ensures the legality of hiring foreign workers and smooth processing, in line with the direction of the country’s economic development,” said the Labour Minister.
The Ministry of Labour’s Inspector-General and Acting Director-General of the Department of Employment, Mr. Somchai Morakotsriwan, said that after the COVID-19 situation was resolved and the center was reopened (March 28, 2022) until now, there have been 41,475 employers who reported the importation of workers. A total of 93,890 workers have attended training, with work permits issued to them. The Jobseeker Checkpoint in 2024 inspected the behaviour of 293 travelers to prevent illegal work abroad, while 69 people gave notice of their departure to work abroad but have not yet notified their return to the Kingdom. There are a total of 5 centers throughout the country, including in Nong Khai Province, Mukdahan Province for Laos workers, Sa Kaeo Province for Cambodian workers, Tak Province, and Ranong Province for Myanmar workers.
