วันที่ 29 มีนาคม 2566 เวลา 09.30 น. นายประทีป ทรงลำยอง รองปลัดกระทรวงแรงงาน เป็นประธานพิธีเปิดการสัมมนา “โครงการสัมมนาเครือข่ายงานวิจัยด้านแรงงาน ประจำปี 2566” พร้อมมอบประกาศนียบัตรผู้ที่ให้การสนับสนุนและความร่วมมืออันดียิ่งด้านวิชาการแก่กองเศรษฐกิจการแรงงาน โดยมี นางนภสร ทุ่งสุกใส ที่ปรึกษาวิชาการแรงงาน เข้าร่วมรับฟังการสัมมนาฯ ณ ห้องรัชโยธิน แกรนด์ ชั้น 20 โรงแรมเดอะบาซาร์ กรุงเทพฯ และผ่านสื่ออิเล็กทรอนิกส์ด้วยโปรแกรม Zoom โดยกล่าวว่า งานสัมมนานี้เกิดขึ้นจากเสียงเรียกร้องเกี่ยวกับการปรับให้มีการจ้างงานรายชั่วโมง ซึ่งกระทรวงแรงงานได้แต่งตั้งคณะอนุกรรมการค่าจ้างรายชั่วโมง เพื่อศึกษาเกี่ยวกับการกำหนดค่าจ้างรายชั่วโมง และกองเศรษฐกิจการแรงงานก็ช่วยสนับสนุนการจัดทำงานวิจัยที่เกี่ยวข้องกับการกำหนดค่าจ้างรายชั่วโมง รวมทั้งจัดงานสัมมนาในครั้งนี้ เพื่อศึกษาให้ได้ผลเชิงลึก กระทรวงแรงงานจะได้นำไปเป็นแหล่งอ้างอิงในการกำหนดนโยบายด้านค่าจ้างให้เหมาะสม เมื่อกองเศรษฐกิจการแรงงานทำงานวิจัยเสร็จสิ้นแล้วก็จะนำไปเผยแพร่บนเว็บไชต์ศูนย์วิจัยแรงงานแห่งชาติ (NLRC) ของกระทรวงแรงงาน ซึ่งเป็นฐานข้อมูลงานวิจัยด้านแรงงานที่จะอำนวยความสะดวกในการศึกษาค้นคว้าข้อมูลการวิจัยด้านแรงงานให้กับนักวิชาการ นักศึกษา ผู้ปฏิบัติงาน ตลอดจนผู้ที่สนใจต่อไป
ขอเชิญชวนทุกท่านร่วมกันสร้างเวทีแลกเปลี่ยนเรียนรู้ และสร้างการรับรู้งานวิจัยด้านแรงงาน แสดงความคิดเห็นและให้ข้อเสนอแนะอย่างเต็มที่ เพื่อให้การสัมมนาเป็นไปอย่างมีประสิทธิภาพและนำไปสู่การดำเนินนโยบายการส่งเสริมและพัฒนา มีการนำไปใช้ประโยชน์ได้จริงมากยิ่งขึ้น รวมทั้งผู้เข้าร่วมการสัมมนาสามารถนำองค์ความรู้ไปประยุกต์ใช้ในการปฏิบัติงานและถ่ายทอดองค์ความรู้ต่างๆ ต่อทุกคนในองค์กร เพื่อร่วมกันพัฒนาคุณภาพชีวิตและยกระดับศักยภาพของแรงงานไทยให้มีความพร้อมในการแข่งขันและทัดเทียมนานาชาติ รองปลัดกระทรวงแรงงาน กล่าวในท้ายที่สุด
ทั้งนี้ การสัมมนาเครือข่ายงานวิจัยด้านแรงงาน มีวัตถุประสงค์เพื่อเสริมสร้างและพัฒนาเครือข่ายงานวิจัยด้านแรงงาน สร้างเวทีแลกเปลี่ยนเรียนรู้ และสร้างการรับรู้งานวิจัยด้านแรงงาน และส่งเสริม พัฒนา และขยายฐานการใช้งานระบบฐานข้อมูลวิจัยด้านแรงงานให้กว้างขวางและมีการนำไปใช้ประโยชน์ได้จริงมากยิ่งขึ้น โดยมีผู้แทนจากหน่วยงานสังกัดกระทรวงแรงงาน นักวิชาการจากสถาบันการศึกษาและหน่วยงานภายนอก ทั้งภาครัฐและภาคเอกชน ผู้สังเกตการณ์ วิทยากร และเจ้าหน้าที่ประสานงานโครงการ เข้าร่วมการสัมมนา จำนวน 100 คน และผ่านระบบออนไลน์

On March 29, 2023, at 09.30 hours, the Deputy Permanent Secretary of Labour, Mr. Prateep Songlamyong, presided over the “Labour Research Network Seminar Project 2023” opening ceremony and awarded certificates to those who joined in academic support and excellence with the Division of Labour Economics. The Academic Labour Advisor, Mrs. Napasorn Toongsooksai, also attended the seminar at the Ratchayothin Grand Room, 20th floor, The Bazaar Hotel, Bangkok. The seminar also took place online via Zoom. He said the seminar was born out of a call for improvements to hourly employment. The Ministry of Labour appointed an Hourly Wage Subcommittee to study setting hourly wages, with the Division of Labour Economics supporting the research on the determination of hourly wages. The seminar was organized to study in-depth results. The Ministry of Labour will be used as a reference for determining appropriate wage policies. Once the Labour Economics Division completes the research, it will be published on the Ministry of Labour’s National Labour Research Center’s (NLRC) website, which is a labour research database that will facilitate the study and research of labour research for academics, students, practitioners as well as those who are interested.
He invited everyone to join to create a platform to exchange, learn, and create awareness of labour research. He encouraged people to give comments and feedback to make the seminar effective and lead to the promotion and development of more practical policies. He said that participants in the seminar could apply knowledge to work and transfer knowledge to everyone in the organization to jointly improve the quality of life and elevate Thai workers’ potential to compete and meet international standards, concluded the Deputy Permanent Secretary of Labour.
The Labour Research Network Seminar Project aims to strengthen and develop labour research networks. It aims to create a learning exchange platform and awareness of labour research, to promote, develop and expand the use of the labour research database systems. Representatives from agencies under the Ministry of Labour, scholars from educational institutions, external agencies from the public and private sectors, observers, speakers, and project coordinators participate in the seminar, with 100 people joining in person and online.
