วันที่ 3 กันยายน 2566 นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน เป็นประธานงานวันคล้ายวันสถาปนาสำนักงานประกันสังคมครบรอบ 33 ปี โดยมี นายประทีป ทรงลำยอง รองปลัดกระทรวงแรงงาน นายวรรณรัตน์ ศรีสุขใส รองปลัดกระทรวงแรงงาน คณะผู้บริหารกระทรวงแรงงาน เข้าร่วมในพิธี นายบุญสงค์ ทัพชัยยุทธ์ เลขาธิการสำนักงานประกันสังคม และคณะผู้บริหาร คณะกรรมการประกันสังคม คณะกรรมการกองทุนเงินทดแทน กรรมการชุดต่างๆผู้บริหารสถานประกอบการ สถานพยาบาล ผู้นำภาคีเครือข่ายประกันสังคม และเจ้าหน้าที่สำนักงานประกันสังคม ให้การต้อนรับ ณ สำนักงานประกันสังคม ถนนติวานนท์ ตำบลตลาดขวัญ อำเภอเมือง จังหวัดนนทบุรี
นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน กล่าวว่า กระทรวงแรงงาน โดยสำนักงานประกันสังคม ได้ดำเนินงานตามยุทธศาสตร์ชาติและนโยบายรัฐบาล ที่ให้ความสำคัญกับการสร้างโอกาสและความเสมอภาคทางสังคม ผมในฐานะปลัดกระทรวงแรงงาน และประธานคณะกรรมการประกันสังคม ได้ให้ความสำคัญกับการพัฒนางานประกันสังคมมาอย่างต่อเนื่อง และได้กำกับการดำเนินงานของสำนักงานประกันสังคมให้เป็นไปตามยุทธศาสตร์ชาติ และแผนระดับต่างๆ รวมทั้งบูรณาการการทำงานร่วมกันในทุกภาคส่วนและมุ่งเน้นทำงานเชิงรุก เพื่อให้การทำงานเป็นไปในทิศทางเดียวกัน โดยยึดกฎหมายและข้อบังคับ เพื่อแก้ปัญหาความเดือดร้อนของพี่น้องประชาชนได้ตรงจุด ทันท่วงที และมุ่งมั่นที่จะผลักดันนโยบายด้านแรงงานต่างๆ ทั้งการให้ผู้ประกอบอาชีพอิสระเข้าถึงระบบหลักประกันทางสังคม เพื่อสร้างความเป็นธรรม และเท่าเทียมแก่แรงงานทุกภาคส่วน การปรับปรุงและพัฒนาการให้บริการทางการแพทย์เพื่อให้ผู้ประกันตนได้เข้าถึง สิทธิการรักษาพยาบาล ปรับปรุงแก้ไขกฎหมายเพื่อพัฒนาสิทธิประโยชน์กรณีต่างๆ ให้สอดคล้องกับสภาพเศรษฐกิจ และสังคมในปัจจุบัน เพื่อให้แรงงานได้มีหลักประกันที่ดี เหมาะสมในการดำรงชีวิต รวมถึงยกระดับการให้บริการผ่านระบบอิเล็กทรอนิกส์ รวมทั้งให้บริการเชิงรุก ให้ความช่วยเหลือลูกจ้าง ผู้ประกันตน เคียงข้างในทุกสถานการณ์ มีจิตบริการที่ดี ส่งเสริมการให้บริการภาครัฐไปสู่ระบบอิเล็กทรอนิกส์ และสร้างเครือข่ายประกันสังคมทั่วประเทศในการให้บริการกับนายจ้าง ลูกจ้าง และผู้ประกันตน
ปลัดกระทรวงแรงงาน กล่าวต่อไปว่า เนื่องในโอกาสวันคล้ายวันสถาปนาสำนักงานประกันสังคม ครบรอบ 33 ปี นับเป็นวันสำคัญของข้าราชการ และเจ้าหน้าที่ของสำนักงานประกันสังคมทุกระดับในการพัฒนางานประกันสังคมให้ก้าวหน้าอย่างต่อเนื่องไปสู่ปีที่ 34 และปีต่อๆ ไป เพื่อเป็นที่พึ่งและหลักประกันความมั่นคงในการดำรงชีวิตแก่ลูกจ้าง ผู้ประกันตน ในโอกาสนี้ผมขอขอบคุณและให้กำลังใจผู้บริหาร ข้าราชการ และเจ้าหน้าที่ประกันสังคมทุกท่าน รวมถึงขอแสดงความยินดีกับผู้รับโล่รางวัลในฐานะผู้สนับสนุน ส่งเสริม ทำคุณประโยชน์ให้แก่สำนักงานประกันสังคม และสถานพยาบาลในดวงใจที่ทุ่มเทเสียสละ มุ่งมั่น ในการพัฒนางานประกันสังคมให้เติบโตก้าวหน้า เพื่อดูแลผู้ประกันตนให้ได้รับบริการที่ดี มีมาตรฐาน ยกระดับคุณภาพชีวิตแรงงานและขับเคลื่อนพัฒนาระบบประกันสังคมให้เป็นที่ “ยอมรับ เชื่อมั่น และไว้วางใจ” ภายใต้ “ครอบครัวประกันสังคม”
นายบุญสงค์ ทัพชัยยุทธ์ เลขาธิการสำนักงานประกันสังคม กล่าวว่า สำนักงานประกันสังคมได้จัดตั้งขึ้น เมื่อวันที่ 3 กันยายน 2533 โดยมีภารกิจในการสร้างหลักประกันความมั่นคงในการดำรงชีวิตให้แก่ลูกจ้าง และผู้ประกันตน จวบจนวันนี้ เป็นเวลา 33 ปีแล้ว ซึ่งในทุกๆ ปี สำนักงานประกันสังคมได้จัดงานวันคล้ายวันสถาปนาสำนักงานประกันสังคมขึ้น โดยมีวัตถุประสงค์เพื่อรำลึกถึง “การร่วมแรง ร่วมใจ ของทุกภาคส่วนในการผลักดันให้การประกันสังคมก่อกำเนิดขึ้นในประเทศไทยเป็นผลสำเร็จจวบจนปัจจุบันนี้ ตลอดจนเพื่อสร้างความรัก ความสามัคคีและความผูกพัน ระหว่างผู้บริหาร เจ้าหน้าที่สำนักงานประกันสังคม และภาคีเครือข่ายทุกภาคส่วนที่ร่วมกันขับเคลื่อนงานประกันสังคมตลอดปีที่ผ่านมา อีกทั้งประชาสัมพันธ์ และเผยแพร่ผลงานของสำนักงานประกันสังคมสู่สาธารณะ รวมถึงการแสดงความขอบคุณแก่บุคคล หน่วยงานและองค์กรต่างๆ ที่สนับสนุนการดำเนินงานของสำนักงานประกันสังคม ด้วยดีตลอดมา
เลขาธิการ สปส. กล่าวถึงผลการดำเนินงานของสำนักงานประกันสังคมว่า ปัจจุบันมีสถานประกอบการขึ้นทะเบียนประกันสังคม จำนวน 514,458 แห่ง มีผู้ประกันตนในระบบประกันสังคม จำนวน 24.54 ล้านคน ในปี 2566 กองทุนประกันสังคมได้จ่ายสิทธิประโยชน์ให้แก่ลูกจ้าง ผู้ประกันตนไปแล้ว จำนวน 63,109.27 ล้านบาท สำหรับกองทุนเงินทดแทนได้จ่ายเงินทดแทนแก่ลูกจ้างไปแล้ว จำนวน 1,008.35 ล้านบาท เงินสะสมกองทุนประกันสังคม ณกรกฎาคม 2566 มีจำนวน 2,371,416 ล้านบาท ซึ่งรวมดอกผลจากการลงทุน ตั้งแต่ 1 มกราคม– 31 กรกฎาคม 2566 จำนวน 31,940 ล้านบาท สำหรับเงินสะสมกองทุนเงินทดแทน ณกรกฎาคม 2566 จำนวน 76,470 ล้านบาท รวมดอกผลจากการลงทุน ตั้งแต่ 1 มกราคม – 31 กรกฎาคม 2566 จำนวน 1,247 ล้านบาท นอกจากนี้ในรอบปีที่ผ่านมาสำนักงานประกันสังคมยังได้พัฒนาการบริการทางการแพทย์ เพิ่มประสิทธิภาพการเข้าถึงการรักษา ลดระยะเวลารอคอย ลดความรุนแรงของโรค สร้างคุณภาพชีวิตที่ดีให้กับผู้ประกันตน และอยู่เคียงข้างทุกวิกฤตโดยมอบเป็นของขวัญปีใหม่ ปี 2566 จำนวน 3 เรื่อง ได้แก่ 1) การส่งเสริมสุขภาพเชิงรุกในสถานประกอบการเพื่อค้นหาความเสี่ยงโรคหลอดเลือดและโรคหัวใจ ตามแนวทาง “ป้องกันดีกว่ารักษา” 2) เพิ่มประสิทธิภาพการเข้าถึงสิทธิการรักษา 5 โรค ได้แก่ โรคหัวใจและหลอดเลือด ก้อนเนื้อในมดลูก นิ่วในไตและถุงน้ำดี มะเร็งเต้านม และโรคหลอดเลือดสมอง โดยให้สิทธิเข้ารับการรักษาในโรงพยาบาลที่มีความเชี่ยวชาญเฉพาะทาง และทำความตกลงกับสำนักงานประกันสังคมเพื่อลดระยะเวลารอคอยไม่ให้เกิดภาวะแทรกซ้อนรุนแรง และสามารถกลับไปทำงานได้อย่างรวดเร็ว 3) ดำเนินโครงการสินเชื่อที่อยู่อาศัยเพื่อผู้ประกันตนดอกเบี้ยต่ำร่วมกับธนาคารอาคารสงเคราะห์ วงเงิน 30,000 ล้านบาท ลดภาระค่าครองชีพของผู้ประกันตนซึ่งทั้ง 3 โครงการสร้างความพึงพอใจ และเพิ่มประสิทธิภาพการเข้าถึงการรักษาพยาบาลของผู้ประกันตน
สำหรับการจัดงานในวันนี้ ช่วงเช้าเป็นพิธีสักการะสิ่งศักดิ์สิทธิ์และเจ้าที่ พิธีเจริญพระพุทธมนต์และกิจกรรม “ครอบครัวประกันสังคม” โดยจัดพิธีมอบใบประกาศเกียตริคุณ โล่รางวัล และของที่ระลึก จำนวน 272 รางวัล ประกอบด้วย องค์กรคุณธรรมของสำนักงานประกันสังคม จำนวน 3 รางวัล บุคลากรดีเด่นด้านคุณธรรมจริยธรรมของสำนักงานประกันสังคม จำนวน 15 รางวัลโครงการประกวดคลิปสั้นประกันสังคม จำนวน 16 รางวัล เครือข่ายประกันสังคมดีเด่น จำนวน88 รางวัล และผู้ส่งผลงานเข้าประกวดแบบตราสัญลักษณ์ (โลโก้) จำนวน 150 รางวัล นอกจากนี้ ภายในงานได้มีการจัดนิทรรศการ และบูธแสดงสินค้าพร้อมทั้งจำหน่ายโดยกลุ่มสมาชิกเครือข่ายประกันสังคมนำมาแสดง บูธสินค้า OTOP บูธโรงพยาบาลให้บริการฉีดวัคซีนไข้หวัดใหญ่การจัดแสดงผลงานและการจำหน่ายสินค้าของผู้เข้ารับการฟื้นฟูจากศูนย์ฟื้นฟูสมรรถภาพคนงานทั้ง 5 แห่ง กิจกรรมในช่วงบ่าย จะมีพิธีเปิดงานวันคล้ายวันสถาปนาสำนักงานประกันสังคมครบรอบ 33 ปี และพิธีมอบโล่รางวัล จำนวนทั้งสิ้น 165 รางวัล ประกอบด้วย รางวัลผู้ทำคุณประโยชน์ต่อสำนักงานประกันสังคม 3 ด้าน จำนวน 45 รางวัล ได้แก่ 1) ด้านส่งเสริมสนับสนุนการดำเนินงานประกันสังคม 2) ด้านส่งเสริมสุขภาพและป้องกันโรค และ 3) ด้านส่งเสริมความปลอดภัยหรือฟื้นฟูสมรรถภาพในการทำงาน รางวัลสถานพยาบาลในดวงใจ จำนวน 22 รางวัลรางวัลสถานประกอบการดีเด่น จำนวน 56 รางวัล และรางวัลการส่งเสริมและป้องกันด้านความปลอดภัยในการทำงานกองทุนเงินทดแทน จำนวน 42 รางวัล อีกด้วย
On September 3, 2023, the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, presided over the Social Security Office’s 33rd anniversary event. The Deputy Permanent Secretary of Labour, Mr. Prateep Songlamyong, the Deputy Permanent Secretary of Labour, Mr. Wannarat Srisuksai, and the Ministry of Labour’s executives joined the occasion. The Social Security Office’s Secretary-General, Mr. Boonsong Thapchaiyut, the executive committee, the Social Security Board, the Compensation Fund Committee, directors of various committees, executives of medical establishments, leaders of social security networks, and Social Security Office officials gave a welcome at the Social Security Office, Tiwanon Road, Talad Khwan Subdistrict, Mueang District, Nonthaburi Province.
The Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, said that the Ministry of Labour’s Social Security Office has operated following the national strategy and government policy that places importance on creating opportunities and social equality. As the Permanent Secretary of Labour and the Social Security Committee Chairman, he has continuously given importance to the development of social security work. He has directed the operations of the Social Security Office following the national strategy and different level plans, including collaboration with all sectors, focusing on proactive work to align work in the same direction. The SSO’s operations have promptly adhered to laws and regulations to solve people’s problems and are committed to pushing various labour policies. It has given importance to self-employed people to access the social security system to create fairness and equality among all labour sectors. It has focused on improving and developing medical services for insured persons to access medical treatment rights and amend laws to develop various benefits consistent with economic and societal conditions so that workers have good security suitable for living. It has also upgraded services through electronic systems, including providing proactive services and assistance to employees and insured persons in all situations, ensuring quality services. It has also promoted government services to electronic systems, establishing a nationwide social security network to provide services to employers, employees, and insured persons.
The Permanent Secretary of Labour continued that the Social Security Office’s 33rd anniversary is an important day for government officials and staff at all levels to continually develop social security work to the 34th year and beyond to provide security of life for insured employees. He thanked all executives, civil servants, and social security officers on this occasion. He congratulated plaque recipients as people who support and promote benefits to the Social Security Office and hospitals. He said that they are dedicated, sacrifice, and determined to develop social security work to grow and progress, to take care of insured persons to receive good services with standards, to raise the quality of the workforce’s life, and to drive the development of the social security system to be “acceptable, reliable and trustworthy” under the “Social Security Family.”
The Social Security Office’s Secretary-General, Mr. Boonsong Thapchaiyut, said that the Social Security Office was established on September 3, 1990, to create life security for employees and insured persons. Until today, it has been 33 years. Every year, the Social Security Office organizes an event on the Social Security Office’s anniversary. The objective is to commemorate the cooperation of all sectors in pushing for establishing social security in Thailand today. It also creates love, unity, and bonding between the Social Security Office’s executives, officials, and network partners from all sectors that have jointly driven social security work throughout the past year. It also aims to publicize the Social Security Office’s work to the public and to express gratitude to people, agencies, and organizations who have always supported the operations of the Social Security Office.
The Social Security Office’s Secretary-General spoke about the Social Security Office’s performance. There are 514,458 establishments registered with the Social Security Office, with 24.54 million people insured in the Social Security system. In 2023, the Social Security Fund paid benefits to employees and insured persons totaling 63,109.27 million. The Compensation Fund has 1,008.35 million Baht, paid to employees. The Social Security Fund’s savings as of July 2023 amounted to 2,371,416 million Baht, which includes interest from investments from January 1 to July 31, 2023, amounting to 31,940 million Baht. In addition, in the past year, the Social Security Office has developed medical services, improved access to treatment, reduced waiting time, reduced the severity of diseases, and created a good quality of life for insured persons, being there for the people throughout all crises. It gave three New Year gifts for 2023: 1) Proactive health promotion in the workplace to find the risk of cardiovascular and heart diseases following the “prevention is better than cure” approach. 2) Access to treatment rights for five diseases, including cardiovascular disease, uterine lumps, kidney and gallbladder stones, breast cancer, and strokes, granting the right to be treated in hospitals with specific expertise. It also agreed with the Social Security Office to reduce the waiting period to prevent serious complications. 3) Undertaking a low-interest mortgage loan project for insured persons in collaboration with the Government Housing Bank with a credit limit of 30,000 million Baht, reducing the cost of living of the insured persons. All three projects create satisfaction and improve the efficiency of access to medical care for insured persons
On the morning of the event, the participants paid homage to the sacred objects and gods. They participated in a Buddhist chanting ceremony and the “Social Security Family” activity by organizing a ceremony to present certificates of honour, plaques, and souvenirs, totaling 272 awards. The awards consisted of three awards for the Social Security Office being a model organization, 15 awards for outstanding personnel in morals and ethics under the Social Security Office, 16 awards for the Social Security Short Clip Contest, 88 awards for outstanding social security network, and 150 awards for people who had submissions to the logo contest. In addition, there was an exhibition at the event and product display booths, as well as being sold by social security network members. There were displays from OTOP product booths, hospital booths providing influenza vaccinations, work displays, and products sold by people undergoing rehabilitation from five worker rehabilitation centers. In the afternoon, there was an opening ceremony for the Social Security Office’s 33rd anniversary and a plaque presentation ceremony. There were 165 awards, consisting of 45 for those who contributed to the Social Security Office in 3 areas: 1) Promoting and supporting social security operations. 2) Promoting health and preventing disease, and 3) Promoting workplace safety or rehabilitation. There were 22 favourite hospital awards, 56 outstanding establishment awards, and 42 workplace safety promotion and prevention awards from the Compensation Fund.
