รมว. แรงงาน “พิพัฒน์” นำทัพหน่วยงานในสังกัด จับมือ บริษัทแพลตฟอร์มยักษ์ใหญ่ “Grab” ลงนาม MOU ด้านการดูแลผู้ประกอบอาชีพในระบบแพลตฟอร์มดิจิทัล หวังยกระดับสวัสดิการ ความปลอดภัย เพื่อเป็นจุดเริ่มต้นหรือเป็นต้นแบบในการพัฒนาแรงงานในภาคธุรกิจเดลิเวอรี่ให้มีคุณภาพกว่า 1,192,000 ราย สร้างมูลค่าทางเศรษฐกิจ 21.41 ล้านล้านบาท
วันที่ 5 เมษายน 2567 เวลา 14.00 น. นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เป็นประธานในพิธีลงนามบันทึกความร่วมมือว่าด้วยการดูแลผู้ประกอบอาชีพในระบบแพลตฟอร์มดิจิทัล โดยมี นายธนัสถ์ ทวีเกื้อกูลกิจ ที่ปรึกษารัฐมนตรีว่าการกระทรวงแรงงาน นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน นายภุชงค์ วรศรี ประจำสำนักเลขาธิการนายกรัฐมนตรี ปฏิบัติหน้าที่ประจำกระทรวงแรงงาน นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน พร้อมด้วยผู้บริหารระดับสูงกระทรวงแรงงาน ร่วมเป็นเกียรติ นางโสภา เกียรตินิรชา อธิบดีกรมสวัสดิการและคุ้มครองแรงงาน นายสมชาย มรกตศรีวรรณ อธิบดีกรมการจัดหางาน ร่วมลงนาม ณ ห้องประชุมกระทรวงแรงงาน ชั้น 5 อาคารกระทรวงแรงงาน
นายพิพัฒน์ กล่าวว่า กระทรวงแรงงานได้ให้ความสำคัญต่อการสร้างโอกาสและความเสมอภาคทางสังคมในทุกมิติ โดยเฉพาะการเพิ่มผลิตภาพและการคุ้มครองแรงงานให้ครอบคลุมถึงสภาพการจ้าง สภาพการทำงาน และสร้างความปลอดภัยในการทำงาน เพื่อมุ่งไปสู่การสร้างรากฐานทางเศรษฐกิจ ซึ่งปัจจุบันธุรกิจที่ช่วยสร้างมูลค่าทางเศรษฐกิจของไทย คือ ผู้ประกอบอาชีพในระบบแพลตฟอร์มดิจิทัลที่สามารถสร้างเม็ดเงินเข้ามาหมุนเวียนในระบบเศรษฐกิจของประเทศได้กว่า 21.41 ล้านล้านบาท และมีแรงงานที่ทำงานในระบบดังกล่าวกว่า 1,192,000 ราย ดังนั้น เพื่อเป็นยกระดับการดูแลสวัสดิการและความปลอดภัยในการทำงานของแรงงานกลุ่มนี้ กระทรวงแรงงาน โดยกรมสวัสดิการและคุ้มครองแรงงาน ร่วมกับบริษัท แกร็บแท็กซี่ (ประเทศไทย) จำกัด ได้จัดให้มีพิธีลงนามบันทึกความร่วมมือฯ ขึ้น เพื่อเป็นการแสดงเจตนารมณ์ร่วมกันในการดูแลผู้ประกอบอาชีพธุรกิจแพลตฟอร์มดิจิทัล ซึ่งจะส่งผลเชิงบวกให้กับแรงงานในธุรกิจ สร้างแรงจูงใจและความเชื่อมั่นให้ธุรกิจแพลตฟอร์มขยายตัวเพิ่มมากขึ้น นำไปสู่โอกาสในการทำงาน เสริมสร้างอาชีพให้แก่ผู้ว่างงาน ผู้ที่ต้องการรายได้เสริม และผู้สูงอายุที่ประสงค์จะทำงาน โดยในปัจจุบันบริษัท แกร็บแท็กซี่ มีพาร์ทเนอร์คนขับเป็นกลุ่มผู้สูงอายุมากกว่า 13,000 คน การลงนามในครั้งนี้ นับว่าเป็นจุดเริ่มต้นของความร่วมมือระหว่างภาครัฐและภาคเอกชนที่จะร่วมกันขับเคลื่อนการดูแลคนทำงานในธุรกิจแพลตฟอร์มดิจิทัล ยกระดับทักษะและสมรรถนะแรงงานให้สอดคล้องกับความต้องการของตลาด รวมถึงร่วมกันเป็นพลังในการขับเคลื่อนเศรษฐกิจของประเทศต่อไป
ด้าน นางโสภา เกียรตินิรชา อธิบดีกรมสวัสดิการและคุ้มครองแรงงาน กล่าวต่อว่า พิธีลงนามบันทึกความร่วมมือว่าด้วยการดูแลผู้ประกอบอาชีพในระบบแพลตฟอร์มดิจิทัล ระหว่างกรมสวัสดิการและคุ้มครองแรงงาน กรมการจัดหางาน สถาบันส่งเสริมความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงาน และบริษัท แกร็บ แท็กซี่ (ประเทศไทย) จำกัด ในวันนี้ (5 เมษายน 2567) จะก่อให้เกิดผลิตภาพการผลิตของประเทศ ทั้งในปัจจัยการผลิตและแรงงาน นำไปสู่การยกระดับความสามารถในการแข่งขันของประเทศ ซึ่งในส่วนของกรมสวัสดิการและคุ้มครองจะมีส่วนเข้าไปดูแล คุ้มครอง ส่งเสริมสวัสดิการให้เกิดขึ้น รวมถึงไกล่เกลี่ยข้อพิพาทสร้างความสมานฉันท์ เพื่อหาแนวทางยุติปัญหาระหว่างคนทำงานบนระบบแพลตฟอร์มดิจิทัลกับผู้ให้บริการที่ชัดเจนขึ้น นอกจากนี้ หน่วยงานในสังกัดกระทรวงแรงงานที่ได้ร่วมลงนาม ได้แก่ กรมการจัดหางาน มุ่งเน้นในเรื่องการสร้างงานให้กับผู้สูงอายุที่ต้องการเลือกประกอบอาชีพอิสระ ผู้ที่ต้องการหารายได้เสริม รวมไปถึงการส่งตำแหน่งงานว่างเพื่อสร้างอาชีพ และสถาบันส่งเสริมความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงาน (องค์การมหาชน) จะเน้นส่งเสริมการทำงานหรือสร้างมาตรฐานในการทำงานที่ปลอดภัย เพื่อให้ผู้ประกอบอาชีพเกิดความปลอดภัยในการทำงาน และผู้ใช้บริการเกิดความพึงพอใจ โดยหน่วยงานเหล่านี้จะเข้าไปขับเคลื่อนในฐานะภาครัฐ ที่ร่วมมือกับ บริษัท แกร็บแท็กซี่ (ประเทศไทย) จำกัด ซึ่งเป็นภาคเอกชนขนาดใหญ่ ที่จะเป็นต้นแบบในการขับเคลื่อน และสร้างผลกระทบเชิงบวกในวงกว้างได้เป็นอย่างดีเพื่อให้เป็นไปตามเป้าประสงค์ของนโยบายกระทรวงแรงงาน “ทักษะดี มีงานทำ หลักประกันทางสังคมเด่น เน้นขับเคลื่อนเศรษฐกิจ” อย่างเป็นรูปธรรมต่อไป
The Labour Minister, Mr. Phiphat, led affiliated agencies to join hands with the giant platform company “Grab” to sign an MOU on caring for professionals in the digital platform system, hoping to raise the level of welfare and safety to serve as a starting point or a model for developing over 1,192,000 quality workers in the delivery business sector, creating economic value of 21.41 trillion Baht.
On April 5, 2024, at 14.00 hours, the Labour Minister, Mr. Phiphat Ratchakitprakarn, presided over the signing ceremony of the Memorandum of Understanding on the care of professionals in the platform system. The Labour Minister’s Advisor, Mr. Thanat Thaweekueakulkit, the Secretariat to the Labour Minister, Mr. Aree Krainara, from the Prime Minister’s Secretariat’s Office, performing duties for the Ministry of Labour, Mr. Phuchong Worasri, the Permanent Secretary of Labour, Mr. Pairoj Chotikasathien, and the Ministry of Labour’s executives joined the occasion. The Department of Labour Protection and Welare’s Director-General, Mrs. Sopa Kiatniracha, and the Department of Employment’s Director-General, Mr. Somchai Morakotsriwan, joined in signing at the Ministry of Labour’s meeting room, 5th floor, Ministry of Labour.
Mr. Phiphat said that the Ministry of Labour gives importance to creating opportunities and social equality in every dimension, especially increasing productivity and protecting workers in terms of employment conditions, working conditions, and safety at work. It focuses on building the economic foundation. Currently, the businesses that help create economic value in Thailand are those who work in digital platforms that create over 21.41 trillion Baht of money to circulate in the national economy. Over 1,192,000 workers are working in such systems. Therefore, in order to raise the level of welfare and safety at work for this group of workers, the Ministry of Labour’s Department of Labour Protection and Welfare, together with Grab Taxi (Thailand) Co., Ltd., had a Memorandum of Understanding signing ceremony to express the joint intention of taking care of digital platform business professionals. This will have a positive impact on the workers in the business and create motivation and confidence for platform businesses to expand further, leading to job opportunities and careers for the unemployed. It will also open up opportunities for people who want extra income and the elderly who wish to work. Currently, GrabTaxi has over 13,000 elderly driver-partners. This signing is considered the beginning of cooperation between the public and private sectors that will jointly drive care for workers in the digital platform business, raising the skills and competencies of workers to be in line with market needs. It promotes collaboration as a force to drive the country’s economy forward.
The Department of Labour Protection and Welare’s Director-General, Mrs. Sopa Kiatniracha continued that the signing ceremony of Memorandum of Understanding on caring for professionals in digital platforms between the Department of Labour Protection and Welfare, the Department of Employment, the Thailand Institute of Occupational Safety and Health, and Grab Taxi (Thailand) Company Limited today (April 5, 2024) will contribute to the country’s productivity in factors of production and Labour, leading to enhanced competitiveness. The Department of Labour Protection and Welfare will take part in taking care of, protecting, and promoting welfare, including mediating disputes to create reconciliation and finding clearer ways to solve issues between people working on digital platforms and service providers. In addition, agencies under the Ministry of Labour involved, including the Department of Employment, focus on creating jobs for seniors who opt for independent employment and want to earn extra income, including applying for jobs to build a career. The Thailand Institute of Occupational Safety and Health (Public Organization) will focus on promoting work or creating standards for workplace safety to ensure that professionals are safe at work and users are satisfied. These agencies will move forward as the government sector, in collaboration with Grab Taxi (Thailand) Company Limited, which is a large private sector company, as a model for driving and creating a positive impact on a large scale in order to meet the goals of the Ministry of Labour’s policy “good skills, employment, outstanding social security, and a focus on driving the economy.”
