June 30, 2026 – Mr. Julapun Amornvivat, Minister of Labour, announced that the Cabinet meeting on that day had approved the draft Joint Declaration of the 8th Abu Dhabi Dialogue (ADD) Ministerial Meeting, as proposed by the Ministry of Labour. The declaration is intended to serve as a framework for labour cooperation among member countries, both labour-sending and labour-receiving nations (the United Arab Emirates, Saudi Arabia, Qatar, Oman, Kuwait, Bahrain, and Yemen), and will help raise the standard of migrant worker management to be more efficient, equitable, and aligned with the changing global economic context.
Mr. Julapun added that the draft Joint Declaration is the outcome of the 8th Abu Dhabi Dialogue Ministerial Meeting, held in Dubai, United Arab Emirates, where member countries discussed labour policy and international labour mobility. The Abu Dhabi Dialogue Secretariat subsequently drafted the Joint Declaration and circulated it to member countries for consideration, endorsement, and adoption as a framework for future cooperation.
The substantive content of the draft Joint Declaration focuses on promoting cooperation across four key areas: addressing the impact of climate change on labour mobility; developing workers’ skills to support the transition to a green economy; managing foreign workers in the platform (gig) economy; and upskilling and increasing the productivity of workers in member countries, to respond to changes in the global labour market.
“Endorsing this Joint Declaration will benefit Thailand in setting the direction for labour cooperation with member countries, promoting the protection of the rights and welfare of Thai workers abroad, improving the efficiency of deploying Thai workers to destination countries, and supporting the development of workers’ skills in line with the demands of the future labour market, all of which will lead to a better quality of life and improved well-being for Thai workers and their families,” Mr. Julapun said.
