Mr. Julapun Amornvivat, Minister of Labour stated that today, he was pleased to have the opportunity to exchange views on driving forward the Ministry of Labour’s policies at this joint meeting with the Social Security Committee, its advisers, and the Workmen’s Compensation Fund Committee, to hear the perspectives of all those present, each of whom brings considerable experience. The exchange today will serve as an important compass for the Ministry of Labour in developing policies to chart a more effective course of action, one that addresses the needs of and delivers maximum benefit to employers, employees, and insured persons alike.
Mr. Julapun stated that the Ministry of Labour’s policies requiring urgent advancement are as follows: the Social Security Fund represents a vital social safety net caring for over 24 million workers from the start of their working lives through to old age. The Ministry of Labour therefore attaches great importance to developing the social security system to be stable, transparent, and responsive to insured persons in every respect, adhering to the principle of tripartite working through joint consultation with employee, employer, and government representatives. Key policies that the Ministry of Labour is pressing ahead with include: the revision of the old-age pension calculation formula (the CARE formula) to align with wages across the entire working lifetime, a reform that must be subject to public consultation and accepted by all parties to deliver the greatest benefit to insured persons; the restructuring of the Social Security Office to be modern, transparent, and professionally managed; amendments to legislation to extend coverage to informal workers and platform workers, ensuring comprehensive access to basic welfare entitlements; and the strengthening of fund stability and governance to build public confidence.
“The Ministry of Labour stands ready to work with all sectors, the Social Security Committee and its advisers, the Workmen’s Compensation Fund Committee, executives of the Social Security Office, and representatives of both employers and employees, to jointly develop a social security system that is stable, transparent, modern, and a genuine source of support for working people. We are committed to sustainably improving the quality of life of Thai workers, ensuring they receive appropriate guarantees and welfare at every stage of their lives,” said Mr. Julapun.
