MOL Joins MOJ in Memorandum of Cooperation on Skills Development to Promote Employment for People in the Behavioral Development Process

The Ministry of Labour signed a Memorandum of Cooperation on skills development, to promote the employment of those in the process of behavioral development with the Ministry of Justice, in response to government policy in creating opportunities and good quality of life for those in the process of behavioral development and skill development employment promotion. The occasion occurred at the lounge of the Ministry of Justice, 2nd floor, Ratchaburi Direk Rit Building. Chaloem Phrakiat Government Center, Bangkok.

          On July 20, 2020, at 09.30 hours, Labour Minister M.R. Chatu Mongol Sonakul and Minister of Justice Mr. Somsak Thepsutin witnessed the signing ceremony of the Memorandum of Cooperation on skill development, to promote the employment of those in the process of behavioral development. Permanent Secretary of Labour Mr. Suthi Sukosol signed the agreement with Permanent Secretary of Justice Assoc. Prof. Dr. Wisit Wisitsororot, the Department of Employment’s Director-General Mr. Suchart Pornchaiwisetkun, Department of Skill Development’s Director-General Mr. Tawat Benchatikul and Deputy Permanent Secretary of Justice Mr. Witthaya Suriyawong jointly signed as witnesses.

          The Memorandum of Cooperation on skill development to promote the employment of those in the process of behavioral development throughout this system has the purpose of promoting capacity development and the opportunity for those who are acquitted of returning to society well, by promoting the employment of those who have undergone the process of behavioral development from the Ministry of Justice, both at home and abroad. This will enable just a group to normally live in society and promote a quality workforce for social and economic development, to strengthen the country’s capability further. The Ministry of Labour, by the Department of Employment and the Department of Skill Development, has the primary duty of recommending careers, providing recruitment services, giving advice to organizations, and providing training for the development of labour skills among inmates before release. The Ministry of Justice has to select the target group of those who wish to receive training in a consistent course with the labour market and to prepare the location. As for financing, the two agencies will work together.

          Labour Minister M.R. Chatu Mongol Sonakul said that the government has guidelines to develop Thailand to progress with stability, ensuring Thai society has peace, unity, and generosity and that Thai people have a better quality of life, ready to live in the 21st century. The Ministry of Labour has policies to promote employment domestically and abroad of those in the process of behavioral development, to provide income and career opportunities, enabling them to live in a normal society and be a quality part of the workforce. In the past, the Ministry of Labour conducted training and testing for national labour standards for those in the behavioral development process. In 2019, skills development was done for inmates, probationers, and young offenders in various courses, such as masonry, tiling, carpentry, Thai cooking, and Thai massage for health, for example, a total of 8,084 people passed.

          “The signing of this Memorandum of Cooperation has the goal and mechanism in the integration of missions. In 2020, the Ministry of Labour is ready and willing to support the development of skilled labor to promote the employment of people in behavioral development, career guidance, skill development, and testing of skilled labour standards for inmates, probationers, and young offenders. The target is set at 1,840 people to create employment for the target group. It will allow them to apply knowledge to work to sell and generate income for themselves. Employment services will promote self-employment or lead to employment after being acquitted, providing equal opportunities for society and careers. This is a foundation for economic promotion, which is a vital force for the nation,” the Labour Minister concluded.
