Chatu Mongol Sonakul chaired the first academic seminar under the academic seminar project on developing the efficiency of the labour warning model in 2020. Advisor to the Labour Minister Assoc. Prof. Dr. Jak Punchoopet, Permanent Secretary of Labour Mr. Suthi Sukosol and the Ministry of Labour’s executive committee also joined the seminar at the Prasong Rananant meeting room, 5th floor, Ministry of Labour. In this seminar, there was a discussion on the labour warning model and labor warning system. On June 29, 2020, at 09.00 hours, Assistant to the Labour Minister Dr. Duangrit Benjathukul Chairungrueng presided over the opening ceremony of the “Healthy Thailand for Insured Persons” project at the Noppakao meeting room, 9th floor, Ganesha Surasakang Building, King Mongkut’s Hospital in Phetchaburi. He said that the Ministry of Labour, by the Social Security Office has policies that focus on supporting the promotion of health promotion and proactive disease prevention to insured persons in the workplace. It gives importance to health in a comprehensive and thorough way, mainly for the benefit of the insured. He said that he was pleased with today’s event because this project could meet the conditions that Thailand and the world have experienced with the impact of the COVID-19 virus spread, placing importance on exercise and the consumption of clean food which is beneficial and hygienic. The Labour Minister expressed concern for the 205,522 Thai workers legally working abroad. He emphasized all labour ambassadors in the 11 areas under the Ministry of Labour’s responsibility, to monitor the situation closely. If Thai workers are affected by the COVID-19 virus that has spread around the world, they must be provided with full assistance. Labour Minister M.R. Chatu Mongol Sonakul revealed that the COVID-19 virus pandemic has spread aggressively and has affected the world, as a result, many establishments in each country have had to lay off employees or shut down their businesses. Thai workers working in foreign countries are also affected by the situation. The Ministry of Labour has thus instructed and emphasized for all 11 labour ambassadors, including in South Korea, Japan, Hong Kong, Taiwan (Taipei and Kaohsiung), Singapore, Malaysia, Brunei, Saudi Arabia, United Arab Emirates, and Israel, which currently have approximately 205,522 Thai workers working legally (as of March 2020), to closely monitor the situation. Chatu Mongol Sonakul has moved forward in supporting insured workers and instructed the Social Security Office to issue urgent remedies and improve measures to be in line with the continuing spread of the Covid-19 virus. M.R. Chatu Mongol Sonakul revealed that since initial occurrences of the Covid-19 virus in Thailand, it has now become a crisis. The Labour Minister has instructed all of the Ministry of Labour’s departments to place measures to support workers, whereby the Social Security Office’s measures which have passed the Cabinet are: Reducing employer and employee contribution rates under Section 33 and 39. – A total of 13,346,143 insured persons will receive benefits. 2. The Labour Minister called an urgent official meeting to enhance remedial measures for insured employees. The meeting discussed the amendment of ministerial regulations and new directions for insured employees in the social security system, to be entitled to compensation for lack of income of not less than 5,000 Baht per month, effective from March 1, 2020. On March 14, 2020, at 10.30 hours, Advisor to the Labour Minister Assoc. Prof. Dr. Jak Punchoopet observed the renewal of work permits at the One Stop Service Center (OSS) in Songkhla. Songkla Provincial Employment Officer Mrs. Chuanchom Bua-anont led the inspection of operations for the group of workers with work permits expiring from March 31, 2019 to June 30, 2020. Information as of March 13, 2020, showed 21,970 foreign workers from the 3 nationalities who applied for work permits, from the target of 19,299. This is because employers from other provinces transferred many foreign workers to work in the area, in construction and fishing businesses. The business categories can be divided into 5 types, including the construction business, downstream agricultural business, agriculture and livestock business, downstream fishing business and distribution of food and beverage business. The Ministry of Labour Inspector-General joined the delegation of the European Union to Thailand, revealing research on the progress labour in the fishing and seafood industries under the Ship to Shore Rights project, whereby the overall working conditions are improved.
