วันที่ 9 กุมภาพันธ์ 2567 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยว่า ตามที่ได้เกิดเหตุลิฟต์ขนส่งวัสดุร่วงทับพนักงานเสียชีวิตที่จังหวัดขอนแก่น จนทำให้มีผู้เสียชีวิต 1 รายนั้น ผมพร้อมด้วย นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน และผู้บริหารกระทรวงแรงงาน ขอแสดงความเสียใจกับครอบครัวของผู้เสียชีวิตจากเหตุการณ์ในครั้งนี้ ซึ่งทันทีที่ทราบข่าวผมได้กำชับให้กรมสวัสดิการและคุ้มครองแรงงาน (กสร.) ร่วมกับสำนักงานประกันสังคม (สปส.) เข้าตรวจสอบข้อเท็จจริงเพื่อดำเนินการในส่วนที่เกี่ยวข้องตามภารกิจ พร้อมทั้งให้ความช่วยเหลือแก่ทายาทครอบครัวผู้เสียชีวิตด้านสิทธิประโยชน์ที่พึงได้รับตามกฎหมายแรงงานในทุกมิติ พร้อมเน้นย้ำให้นายจ้างปฏิบัติตามกฎหมายความปลอดภัยในการทำงานอย่างเคร่งครัด เพื่อป้องกันไม่ให้เกิดเหตุซ้ำรอย
นายพิพัฒน์ กล่าวต่อว่า จากรายงานของศูนย์ความปลอดภัยในการทำงานเขต 4 พบว่า เหตุการณ์ดังกล่าวเกิดขึ้นเมื่อวันที่ 5 ก.พ.67 เวลาประมาณ 20.45 น. ได้เกิดเหตุลิฟต์ขนส่งวัสดุร่วงมาทับพนักงานหญิงรายหนึ่ง สถานที่เกิดเหตุเป็นร้านอาหารแซบนัวครัวอิสานขอนแก่น ขณะที่เจ้าหน้าที่กู้ชีพกู้ภัยเข้าไปช่วยเหลือ พบว่า ถูกทับไปครึ่งร่างเสียชีวิต 1 ราย จากการสอบถามข้อมูลเบื้องต้นขณะเกิดเหตุมีลูกจ้างมาทำงานอยู่ประมาณ 5 คน จากรายงานยังพบว่า ข้อกฎหมายที่เกี่ยวข้องกับกระทรวงแรงงาน ได้แก่ พระราชบัญญัติความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงาน พ.ศ. 2554 มาตรา 8 บริหารจัดการ และดำเนินการให้เป็นไปตามมาตรฐานที่กำหนดในกฎกระทรวง เครื่องจักร ปั้นจั่น และหม้อน้ำ พ.ศ.2564
ทั้งนี้ จากรายงานของสำนักงานประกันสังคมจังหวัดขอนแก่นซึ่งได้ลงพื้นที่ตรวจสอบสถานที่เกิดเหตุพบว่า ผู้ประสบเหตุเป็นลูกจ้างที่เสียชีวิต ทราบชื่อคือ นางสาวชัญญานุช อรัญมาลา อายุ 47 ปี มีหน้าที่ทำความสะอาดบริเวณภายในและภายนอกร้านอาหาร เก็บโต๊ะอาหารรวมถึงเก็บถ้วยจานที่ลูกค้าใช้แล้วลงตะกร้าเพื่อนำไปพักไว้รอล้างทำความสะอาด ล้างห้องน้ำในร้านอาหาร ถูกลิฟต์ขนส่งเคลื่อนทับร่างขณะเก็บล้างอุปกรณ์ร้านอาหาร และเสียชีวิตในที่เกิดเหตุ ซึ่งในส่วนของสำนักงานประกันสังคมจังหวัดขอนแก่น ได้ประสานแจ้งสิทธิและให้นายจ้างแจ้งการประสบอันตรายพร้อมกับแจ้งทายาทให้ยื่นขอรับประโยชน์ทดแทนตามพระราชบัญญัติเงินทดแทน พ.ศ.2537 เพื่อสำนักงานประกันสังคมจังหวัดขอนแก่นจะดำเนินการดูแลให้ทายาทได้รับสิทธิประโยชน์ดังกล่าวต่อไป
On February 9, 2024, the Labour Minister, Mr. Phiphat Ratchakitprakarn, spoke about an incident where an elevator transporting materials fell and killed an employee in Khon Kaen Province, causing one death. The Labour Minister and the Permanent Secretary of Labour, Mr. Phairoj Chotikasatian, expressed their condolences to the families of the deceased. As soon as he heard the news, he instructed the Department of Labour Protection and Welfare (DLPW) and the Social Security Office (SSO) to investigate the facts to carry out the relevant parts according to their mission. He also assigned the agencies to support the family of the deceased regarding benefits that they are entitled to according to the labour law. He emphasized that employers must strictly comply with occupational safety laws to prevent such incidents from repeating.
Mr. Phiphat continued that from the report of the Work Safety Center, District 4, the incident happened on February 5, 2024, at approximately 20.45 hours, when a material transport elevator fell on a female employee. The location of the incident was a restaurant called Sab Nua Isaan Kitchen, Khon Kaen. As rescue workers went to help, they found one person who was half crushed and deceased. Initial inquiries found that approximately five employees were working at the time of the incident. The report also uncovered legal issues related to the Ministry of Labour, including the Occupational Health, Safety, and Work Environment Act, B.E. 2554, Section 8, managing and operating in accordance with the standards set forth in the Ministerial Regulations on Machinery, Cranes, and Boilers, B.E. 2564.
The Khon Kaen Provincial Social Security Office went to inspect the scene of the incident and reported that the victim was an employee known as Ms. Chanyanuch Aranmala, aged 47, who was responsible for cleaning the area inside and outside the restaurant. Her role was to put away food trays and used cups and plates into baskets to put aside for cleaning. She was also responsible for cleaning the restroom in the restaurant. She was crushed by a transport elevator while cleaning restaurant equipment and died at the scene. The Khon Kaen Provincial Social Security Office has coordinated and notified the rights, had the employer give notice of the accidents, and notified the beneficiaries to apply for compensation according to the Workers’ Compensation Act B.E. 2537 so that the Khon Kaen Provincial Social Security Office will ensure that the beneficiaries receive their entitled benefits in the future.
