วันที่ 23 มีนาคม 2566 นางดรุณี นิธิทวีกุล ผู้ตรวจราชการกระทรวงแรงงาน ลงพื้นที่จังหวัดปราจีนบุรีตรวจติดตามผลการปฏิบัติงาน และการขับเคลื่อนแผนปฏิบัติการว่าด้วยกลไกการส่งต่อระดับชาติ ในการป้องกันและปราบปรามการค้ามนุษย์ด้านแรงงาน รวมทั้งการดำเนินงานบริหารจัดการทำงานของคนต่างด้าว ของหน่วยงานสังกัดกระทรวงแรงงานในจังหวัดปราจีนบุรี
นางดรุณี กล่าวว่า รัฐบาลภายใต้การนำของ พลเอกประยุทธ์ จันทร์โอชา นายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงกลาโหม และกระทรวงแรงงาน โดยนายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน ได้ให้ความสำคัญกับการป้องกันและแก้ไขปัญหาการค้ามนุษย์ด้านแรงงาน รวมทั้งการบริหารจัดการการทำงานของคนต่างด้าวสัญชาติกัมพูชา ลาว เมียนมา และเวียดนาม โดยคำนึงถึงความมั่นคงของประเทศและความปลอดภัยของประชาชนชาวไทย และให้ลูกจ้างต่างด้าวได้รับสิทธิ สวัสดิการที่เป็นธรรมตามหลักสิทธิมนุษยชน โดยมอบนโยบายให้ผู้ตรวจราชการกระทรวงแรงงาน ลงพื้นที่ในทุกจังหวัดเพื่อตรวจติดตามการดำเนินงานการตรวจคุ้มครองแรงงาน การปฏิบัติตามคู่มือมาตรฐานการปฏิบัติงาน (Standard Operating Procedures : SOP) ในการตรวจคัดกรองเบื้องต้น เพื่อแสวงหาข้อบ่งชี้สำหรับบุคคลที่มีเหตุอันควรสงสัยได้ว่าอาจเป็นผู้เสียหายจากการแสวงหาประโยชน์ด้านแรงงาน แรงงานบังคับ หรือการค้ามนุษย์ด้านแรงงาน เพื่อให้เกิดประสิทธิภาพในการป้องกันและแก้ไขปัญหาการค้ามนุษย์ด้านแรงงาน และเป็นการขับเคลื่อนการดำเนินงานตามแผนปฏิบัติการว่าด้วยกลไกการส่งต่อระดับชาติเพื่อการช่วยเหลือคุ้มครองผู้เสียหาย (National Referral Mechanism : NRM) ตลอดจนรับทราบปัญหาอุปสรรค กระบวนการ วิธีการตรวจคุ้มครองแรงงาน และการตรวจคัดกรองเบื้องต้น เพื่อแสวงหาข้อบ่งชี้สำหรับบุคคลที่มีเหตุอันควรสงสัยได้ว่าอาจเป็นผู้เสียหายจากการแสวงหาประโยชน์ด้านแรงงาน
ทั้งนี้ จากการประชุมตรวจติดตามผลการปฏิบัติงานของส่วนราชการสังกัดกระทรวงแรงงานในจังหวัดปราจีนบุรี ณ ห้องประชุมสระมรกต ชั้น 4 ศาลากลางจังหวัดปราจีนบุรี ได้กำชับให้บูรณาการความร่วมมือกับหน่วยงานที่เกี่ยวข้อง และสถานประกอบกิจการในการคุ้มครองดูแลสิทธิแรงงานของลูกจ้างแรงงานต่างด้าวให้ได้รับการปฏิบัติตามกฎหมายอย่างเท่าเทียมกับแรงงานไทย ในเรื่อง อัตราค่าจ้างขั้นต่ำ สภาพการจ้าง สภาพการทำงาน ความปลอดภัยในการทำงาน การประกันสังคม การรักษาพยาบาล การคุ้มครองสิทธิ สวัสดิการตามที่กฎหมายบังคับ เป็นต้น เพื่อให้ลูกจ้างได้รับสิทธิและสวัสดิการจากสถานประกอบกิจการอย่างเป็นธรรม และเป็นการป้องกันการเกิดปัญหาการค้ามนุษย์ในรูปแบบที่เลวร้าย ซึ่งอาจจะส่งผลกระทบต่อการจัดลำดับสถานการณ์การค้ามนุษย์ของประเทศไทยให้อยู่ในระดับที่ต่ำกว่าเดิมอีกด้วย โดยผู้ตรวจราชการกระทรวงแรงงานได้ลงพื้นที่พร้อมกับหัวหน้าส่วนราชการสังกัดกระทรวงแรงงานในจังหวัดปราจีนบุรี เข้าตรวจเยี่ยมสถานประกอบกิจการที่จ้างคนต่างด้าวทำงาน พร้อมสังเกตการณ์การตรวจบูรณาการตามแผนการป้องกันและแก้ไขปัญหาการค้ามนุษย์ด้านแรงงานของจังหวัดปราจีนบุรี จากหน่วยงานในจังหวัดปราจีนบุรี ได้แก่ กอรมน.ปจ. พม.ปจ. สนง.จัดหางานจังหวัด สนง.แรงงานจังหวัด สนง.สวัสดิการและคุ้มครองแรงงานจังหวัด สนง.ตรวจคนเข้าเมือง สนง.ปกครองจังหวัด และสนง.สาธารณสุขจังหวัด ณ บริษัท แอดแวนเทจ ฟุตแวร์ จำกัด ประกอบกิจการผลิตชิ้นส่วนรองเท้า มีลูกจ้างทั้งสิ้น 617 คน เป็นแรงงานไทย 375 คน แรงงานต่างด้าวสัญชาติกัมพูชา 242 คน ตั้งอยู่เลขที่ 51 หมู่ 5 ถนนสุวรรณศร ตำบลนนทรี อำเภอกบินทร์บุรี จังหวัดปราจีนบุรี โดยมี คุณเชษฐรัฐ ชนะขำ ผู้จัดการฝ่ายทรัพยากรบุคคล ให้การต้อนรับ และบรรยายสรุป โดยเน้นย้ำให้คุ้มครองดูแลสิทธิสวัสดิการของลูกจ้างแรงงานต่างด้าวให้ได้รับการปฏิบัติตามกฎหมายอย่างเท่าเทียมกับแรงงานไทย สำหรับสถานการณ์ด้านแรงงานต่างด้าวของจังหวัดปราจีนบุรี ปัจจุบันมีคนต่างด้าวที่ได้รับอนุญาตทำงานตาม พระราชกำหนดการบริหารจัดการการทำงานของคนต่างด้าวฯ เป็นแรงงานต่างด้าว 3 สัญชาติ จำนวนทั้งสิ้น 28,704 คน ประกอบด้วย กัมพูชา 19,093 คน ลาว 3,222 คน และเมียนมา 6,389 คน

On March 23, 2023, the Ministry of Labour’s Deputy Chief Inspector-General, Mrs. Darunee Nithithaweekul, visited Prachin Buri Province to inspect and follow up on the performance and the implementation of a national referral mechanism action plan in the prevention and suppression of human trafficking in persons, including the management of work of foreigners by agencies under the Ministry of Labour in Prachin Buri Province.
Mrs. Darunee said that the government under the leadership of the Prime Minister and Minister of Defence, General Prauyth Chan-ocha, and the Ministry of Labour led by the Labour Minister Mr. Suchart Chomklin, gives importance to managing Cambodian, Laotian, Myanmar, and Vietnamese workers concerning national security and the safety of Thai people, and to ensure foreign workers are treated fairly according to human rights principles. The Ministry of Labour’s Inspector-Generals were assigned to visit every province to inspect and monitor the operation of labour protection inspections and compliance with the Standard Operating Procedures (SOP) in the preliminary screening to identify persons who have reasonable grounds for suspicion of being victims of labour exploitation, forced labour or human trafficking. The effort aims to ensure efficiency in preventing and resolving human trafficking, to drive the implementation of the action plan on the National Referral Mechanism (NRM), and to acknowledge the problems, obstacles, processes, methods of labour protection inspections and preliminary screening to identify potential victims of labour exploitation.
The meeting to monitor the performance of government agencies under the Ministry of Labour in Prachinburi Province took place at the Emerald Pool Meeting Room, 4th floor, Prachin Buri City Hall. It urged collaboration with relevant agencies and business establishments on the protection of the rights of foreign workers to ensure equal treatment under the Thai labour laws, such as the minimum wage rate, medical treatment, and receiving welfare from the establishment fairly. The goal is to prevent the worst forms of human trafficking, which may pull Thailand’s human trafficking ranking lower. The Ministry of Labour’s Inspector-General went to the area together with the heads of government agencies under the Ministry of Labour in Prachin Buri Province to visit places of business hiring foreign workers, along with observing the joined inspection under the plan to prevent and resolve human trafficking in Prachin Buri, by agencies in Prachin Buri Province. The agencies included the Prachin Buri ISOC, the Prachin Buri Social Development, and Human Security, the Provincial Employment Office, the Provincial Labour Office, the Provincial Labour Protection and Welfare Office, the Immigration Office, the Provincial Administrative Office, and the Provincial Public Health Office. The occasion took place at Advantage Footwear Co., Ltd. The company produces footwear parts and employs 617 employees, 375 Thai and 242 Cambodian. The company is located at No. 51 Moo 5, Suwannasorn Road, Nonsi Subdistrict, Kabinburi District, Prachin Buri Province. The Human Resources Manager, Mr. Chetarat Chanakham, gave a welcome and briefing. He emphasized the protection and welfare of migrant workers to be treated equally with Thai workers. Prachin Buri Province has 28,704 foreign workers of the three nationalities permitted under The Royal Decree on the Management of Foreigners’ Work. There are 19,093 Cambodians, 3,222 Laotians, and 6,389 Myanmar nationals.
