วันที่ 12 กรกฎาคม 2566 เวลา 13.00 น. นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน มอบหมายให้ นายประทีป ทรงลำยอง รองปลัดกระทรวงแรงงาน เป็นประธานและร่วมเป็นสักขีพยานเนื่องในพิธีลงนามบันทึกข้อตกลงความร่วมมือทางวิชาการด้านความปลอดภัยและอาชีวอนามัย ระหว่างกรมสวัสดิการและคุ้มครองแรงงานกับองค์กรความปลอดภัยและอาชีวอนามัยแห่งสาธารณรัฐเกาหลี เพื่อให้มีการแลกเปลี่ยนข้อมูล นโยบาย และแนวปฏิบัติที่สามารถนำไปประยุกต์ใช้ได้ รวมถึงการสนับสนุนผู้เชี่ยวชาญ สำหรับการฝึกอบรมทางเทคนิควิชาการต่าง ๆ การให้คำปรึกษา แนะนำ การสัมมนา ประชุมเชิงปฏิบัติการ หรือโครงการวิจัยในหัวข้อที่มีสนใจร่วมกัน รวมทั้งการแลกเปลี่ยนข้อมูลทางวิชาการ และเครื่องมือในด้านสุขภาพอนามัย และความปลอดภัยในการทำงาน อันเป็นการช่วยพัฒนาขีดความสามารถ ทางวิชาการด้านความปลอดภัย และอาชีวอนามัยของประเทศไทย และช่วยส่งเสริมให้ผู้ใช้แรงงานของทั้งสองประเทศมีความปลอดภัยและมีสุขภาพอนามัยที่ดีขึ้น ณ ห้องโถงรับรอง ชั้น ๕ อาคารกระทรวงแรงงาน โดยมี นายสมพจน์ กวางแก้ว รองอธิบดีกรมสวัสดิการและคุ้มครองแรงงาน และมิสเตอร์ รยู ชาง ชิน (Mr. Ryoo, Jang Jin) รองประธานองค์กรความปลอดภัยและอาชีวอนามัย แห่งสาธารณรัฐเกาหลี เป็นผู้จรดปากกาลงนาม ท่ามกลางสักขีพยานทั้งสองฝ่าย
นายประทีป กล่าวว่า การลงนามความร่วมมือทางวิชาการด้านความปลอดภัยและอาชีวอนามัยในครั้งนี้ ดำเนินงานภายใต้ข้อตกลงที่ถือได้ว่ามีส่วนสำคัญยิ่งที่จะช่วยยกระดับงานด้านความปลอดภัยฯ ซึ่งเกี่ยวข้องโดยตรงกับชีวิตและความมั่นคง ของแรงงาน อันเป็นทรัพยากรบุคคลที่สำคัญยิ่งในการพัฒนาประเทศ ให้เกิดผลสัมฤทธิ์อย่างเป็นรูปธรรม และมีความยั่งยืน อันจะยังประโยชน์และสร้างเสริมคุณภาพชีวิตในการทำงานให้แก่ประชาชนของทั้งสองประเทศ นอกจากนี้ สาธารณรัฐเกาหลี ถือเป็นหนึ่งในประเทศผู้นำ ในการดำเนินงานด้านความปลอดภัยฯ โดยได้ให้สัตยาบันอนุสัญญา ILO ฉบับที่ ๑๘๗ ว่าด้วยกรอบเชิงส่งเสริมการดำเนินงานด้านความปลอดภัยและอาชีวอนามัย และอนุสัญญา ฉบับที่ ๑๕๕ ว่าด้วยความปลอดภัยและอาชีวอนามัย ตั้งแต่ปี พ.ศ. ๒๕๕๑ จึงถือได้ว่ามีประสบการณ์ในการพัฒนา การดำเนินงานรองรับอนุสัญญาฯ และสามารถให้คำปรึกษาแนะนำประเทศไทยซึ่งกำลังพิจารณาดำเนินการเกี่ยวกับการให้สัตยาบันอนุสัญญาฉบับที่ ๑๕๕ นี้
นายประทีป กล่าวเพิ่มเติมว่า ความปลอดภัยและอาชีวอนามัยของผู้ใช้แรงงานถือได้ว่าเป็นประเด็นที่ทั่วโลกตระหนักและให้ความสำคัญ ทั้งฝ่ายนายจ้าง ฝ่ายลูกจ้าง และภาครัฐ สำหรับประเทศไทยงานด้านความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงานได้มีจุดเริ่มต้นและเป็นที่รู้จักมากว่า 50 ปี ในปัจจุบันพบว่าสถานการณ์การประสบอันตรายจากการทำงานและที่เกี่ยวเนื่องกับการทำงาน มีแนวโน้มที่ดีขึ้น แต่ยังคงมีอัตราที่สูงเมื่อเปรียบเทียบกับนานาชาติ โดยเฉพาะในกลุ่มประเทศ ที่พัฒนาแล้ว จึงเป็นเรื่องที่ทุกฝ่ายต้องร่วมมือกันเพื่อเผชิญกับปัญหาและความท้าทายดังกล่าว
“หวังเป็นอย่างยิ่งว่า ทั้ง ๒ หน่วยงาน จะได้มีความร่วมมือระหว่างกันอย่างใกล้ชิด และเข้มแข็ง จะนำไปสู่ผลสัมฤทธิ์ในการลดการเกิดอุบัติเหตุ อุบัติภัย และโรคเนื่องจากการทำงาน อันจะสร้างเสริมความปลอดภัยและคุณภาพชีวิตของคนทำงานและประชาชนให้เกิดขึ้นอย่างยั่งยืน” นายประทีป กล่าวในท้ายสุด
On July 12, 2023, at 13.00 hours, the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, assigned the Deputy Permanent Secretary of Labour, Mr. Prateep Songlamyong, to preside over and witness the signing ceremony of the Memorandum of Understanding for Technical Cooperation in Occupational Health and Safety between the Department of Labour Protection and Welfare and the Occupational Health and Safety Organization of South Korea. The initiative aims to facilitate the exchange of information, policies, and practices that can be applied, including expert support for various academic and technical training, consulting, advice, seminars, workshops, or research projects on a topic of common interest. It also allows for the exchange of academic information and tools for workplace health and safety, which helps develop competence in academic security and occupational health in Thailand, supporting to promote safety and better health for workers of both countries. The occasion took place in the reception hall on the 5th floor of the Ministry of Labour’s building. The ceremony was attended by the Department of Labour Protection and Welfare’s Inspector-General, Mr. Somphot Kwangkaew, and the Vice President of Occupational Health and Safety Organization of South Korea, Mr. Ryoo Jang Jin, as the signatory among the witnesses from both parties.
Mr. Prateep said that the signing of the academic cooperation on occupational health and safety operating under an agreement can be regarded as having a very important role in enhancing workplace safety, which is directly related to the life and security of the workforce. The workforce is a very important human resource in the country’s development to achieve tangible and sustainable results, which will benefit and enhance the quality of work life for the people of both countries. In addition, South Korea is considered one of the leading countries in safety operations. It ratified the ILO Convention No. 187 on the Promotional Framework for Occupational Health and Safety Operations and Convention No. 155 on Occupational Health and Safety in 2008. It is experienced in developing operations to support the Convention and can advise Thailand, which is considering ratifying Convention No. 155.
Mr. Prateep added that occupational safety and health of workers is regarded as an issue that the world recognizes and pays attention to from the employer and employee side and the government sector. In Thailand, work on occupational health, safety, and the working environment is well known and originated over 50 years ago. At present, hazards at work and related to work have improved, but the rates are still high compared to other countries, especially in developed ones. It is a matter for all parties to work together to overcome such problems and challenges.
“I hope that the two agencies will have close and strong cooperation that will lead to success in reducing workplace accidents and occupational diseases. This will sustainably enhance the safety and quality of life of working people and the wider population,” concluded Mr. Prateep.
