วันที่ 2 มีนาคม 2567 เวลา 10.00 น. นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เป็นประธานเปิดงานวันมาตรฐานฝีมือแรงงานแห่งชาติ ประจำปี 2567 โดยมี นายสิรภพ ดวงสอดศรี ผู้ช่วยรัฐมนตรีประจำกระทรวงแรงงาน นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน พร้อมด้วย คณะผู้บริหาร ข้าราชการ เจ้าหน้าที่กระทรวงแรงงาน และหน่วยงานทั้งภาครัฐ ภาคเอกชน และสถาบันการศึกษา เข้าร่วมพิธีวางพานพุ่มสักการะ พร้อมทั้งเยี่ยมชมนิทรรศการที่เผยแพร่ข้อมูลภารกิจมาตรฐานฝีมือแรงงานที่จัดแสดงภายในงาน ณ ห้องประชุมกระทรวงแรงงาน ชั้น 5 อาคารกระทรวงแรงงาน โดยภายในงานมีพิธีถวายราชสักการะแด่พระบาทสมเด็จพระบรมชนกาธิเบศร มหาภูมิพลอดุลยเดชมหาราช บรมนาถบพิตร “พระบิดาแห่งมาตรฐานการช่างไทย” กรุงเทพมหานคร ขณะที่สถาบันพัฒนาฝีมือแรงงาน และสำนักงานพัฒนาฝีมือแรงงานทั่วประเทศ ร่วมจัดพิธีดังกล่าว โดยมีผู้ว่าราชการจังหวัด รองผู้ว่าราชการจังหวัด เป็นประธาน เพื่อน้อมรำลึกในพระปรีชาสามารถและพระมหากรุณาธิคุณอันหาที่สุดมิได้
นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยว่า เมื่อวันที่ 17 กุมภาพันธ์ 2552 คณะรัฐมนตรี (ครม.) มีมติถวายพระราชสมัญญาแด่รัชกาลที่ 9 พระองค์ทรงเป็น “พระบิดาแห่งมาตรฐานการช่างไทย” พร้อมกับกำหนดให้วันที่ 2 มีนาคมของทุกปี เป็นวันมาตรฐานฝีมือแรงงานแห่งชาติ ซึ่งวันนี้เมื่อปี 2513 พระบาทสมเด็จพระบรมชนกาธิเบศร มหาภูมิพลอดุลยเดชมหาราช บรมนาถบพิตร ได้เสด็จเป็นองค์ประธานในพิธีเปิดงานแนะแนวอาชีพและแข่งขันฝีมือช่างแห่งชาติ ณ ลุมพินีสถาน และพระราชทานพระราชดำรัสเกี่ยวกับการช่างของไทย ความตอนหนึ่งว่า “…ช่างทุกประเภท เป็นกลไกสำคัญอย่างยิ่งในชีวิตของบ้านเมืองและของทุกคน เพราะตลอดชีวิตของเรา เราต้องอาศัยและใช้บริการหรือสิ่งต่าง ๆ ที่มาจากฝีมือของช่างอยู่ทุกวี่ทุกวัน ผู้เป็นช่าง จึงสมควรได้รับความเอาใจใส่สนับสนุนจากทุก ๆ ฝ่าย ยิ่งในสมัยปัจจุบันวิทยาการทุกอย่างเจริญก้าวหน้า ยิ่งจำเป็นต้องส่งเสริมมากเป็นพิเศษ เพื่อให้ได้ช่างที่มีความสามารถสูง ให้มีสิ่งใช้สอยที่มีคุณภาพดีและเพียงพอกับความต้องการ ในการส่งเสริมนั้น มีปัญหาอันควรจะได้พิจารณาช่วยเหลืออยู่สามประการ ประการแรก ได้แก่ ปัญหาเรื่องการให้ความรู้ทางหลักวิทยาการ และความรู้ทางการออกแบบ ประการที่สอง ได้แก่ ปัญหาเรื่องฝีมือ ซึ่งจะต้องปรับปรุงให้มีความประณีตและประสิทธิภาพได้มาตรฐานจริง ๆ ประการที่สาม ได้แก่ ปัญหาเรื่องการจัดหางานและหาตลาด เพื่อช่วยให้ช่างได้มีงานทำ มีตลาดที่จะส่งสินค้าที่ผลิตได้ไปจำหน่าย การช่วยเหลือทั้ง 3 ประการนี้ จะต้องกระทำให้สอดคล้องกันไป เพื่อให้ช่างมีรายได้และผลกำไร สำหรับนำมาเป็นทุนรอนสร้างฐานะและความก้าวหน้า” พระองค์ได้ฝากความคิดนี้ไว้เป็นแนวทางปฏิบัติที่สำคัญ
นายพิพัฒน์ กล่าวอีกว่า จากกระแสพระราชดำรัสดังกล่าว กระทรวงแรงงานโดยกรมพัฒนาฝีมือแรงงาน ได้น้อมนำพระราชดำรัสไปใช้ในการดำเนินงานด้านการพัฒนาทักษะฝีมือให้แก่แรงงานไทย ให้มีความรู้ความสามารถได้มาตรฐานเพื่อป้อนเข้าสู่ตลาดแรงงาน ส่งเสริมให้มีงานต่อไป
นอกจากนี้ ภายในงานยังมีการจัดนิทรรศการเทิดพระเกียรติ พระปรีชาสามารถด้านงานช่าง ตั้งแต่ยังทรงพระเยาว์ และสนพระราชหฤทัยในงานช่างอย่างสม่ำเสมอ ทรงใช้ทักษะและความถนัด ในการสร้างสิ่งประดิษฐ์ด้วยพระองค์เองเป็นจำนวนมาก ซึ่งล้วนแต่สร้างชื่อเสียงและคุณประโยชน์แก่ประเทศชาติและปวงชนชาวไทยอย่างอเนกอนันต์ อีกทั้ง เพื่อเผยแพร่ข้อมูลเกี่ยวกับมาตรฐานฝีมือแรงงานด้วย
On March 2, 2024, at 10.00 hours, the Labour Minister, Mr. Phiphat Ratchakitprakarn, chaired the opening ceremony for the National Skill Standards Day 2024. The Assistant to the Labour Minister, Mr. Siraphop Duangsodsri, the Secretariat to the Labour Minister, Mr. Aree Krainara, the Permanent Secretary of Labour, Mr. Pairoj Chotikasathien, the Ministry of Labour’s executives, civil servants, and officers, government agencies, the private sector, and educational institutions participated in the flower laying ceremony. They also visited exhibitions showcasing the mission of labour skill standards that were displayed at the event. The occasion took place at the Ministry of Labour’s conference room, 5th floor, Ministry of Labour. Within the event, there was a ceremony to pay homage to to His Majesty King Bhumibol Adulyadej the Great, the “Father of Thai Craftsmanship”. The Skills Development Institutes and Skill Development Offices nationwide participated in organizing the ceremony with the provincial governors and deputy governor, who presided over the event in remembrance of His Majesty’s infinite wisdom and grace.
The Labour Minister, Mr. Phiphat Ratchakitprakarn, said that on February 17, 2009, the Cabinet approved the proposal for His Majesty King Bhumibol Adulyadej as the “Father of Thai Craftsmanship” along with March 2 of each year as the National Skills Standards Day. On this day in 1970, His Majesty King Bhumibol Adulyadej once gave a speech as he chaired the opening ceremony of an event on career guidance and craftsmanship competition by an association in Bangkok at Lumphini Park. In one part of his speech, he said, “… all types of craftsmen are an important mechanism to the country of all people. Throughout our lives, we rely on and use products derived from craftsmanship every day. Craftsmen, therefore, deserve the attention and support from everyone. Especially now, with scientific progress, it is even more necessary to promote craftsmanship, particularly to get highly skilled craftsmen for a good quality of life and enough income to cover needs. In promotion, these three issues should be considered for support. The first is the provision of science and design knowledge. The second is craftsmanship issues, which will need improvement to be more elaborate and effective. The third is employment and markets for artisans to help them have employment and a market to send products to sell. The support in these three issues must be consistent so that artisans have an income and profits used as a reserve and to create progress.” His Majesty left his thoughts as a way for the people to continue their practice forward.
Mr. Phiphat continued that the Ministry of Labour, through the Department of Skill Development, has embraced the royal speech and used it in their work to develop skills for Thai workers to have standardized knowledge and abilities to enter the workforce and encourage employment further.
Within the event, there was an exhibition in honour of His Majesty the King’s wisdom in technical work since he was young and his constant interest in craftsmanship. He used his skills and aptitude to create many inventions by himself. All of which create a reputation and countless benefits to the nation and Thai people. The exhibition also shares information about labour skill standards.
