วันที่ 13 มีนาคม 2566 นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน เป็นประธานการประชุมโครงการเยาวชนคนสร้างอนาคต ระยะที่ 2 ขององค์การแรงงานระหว่างประเทศ (ILO) ร่วมกับ นายแกร์ม บักเลย์ ผู้อำนวยการสำนักงานแรงงานระหว่างประเทศประจำประเทศไทย กัมพูชา และสาธารณรัฐประชาธิปไตยประชาชนลาว และคณะ เพื่อหารือร่วมกับสำนักงานจัดหางานจังหวัดสงขลาและสถาบันพัฒนาฝีมือแรงงานสงขลา เพื่อหาแนวทางในการสนับสนุนให้เยาวชนที่ด้อยโอกาสในการเข้าสู่ตลาดแรงงาน ได้รับการฝึกอบรมทักษะในการทำงาน ที่สอดคล้องกับความต้องการของตลาดแรงงาน การแนะแนวอาชีพ และการจัดหาแหล่งฝึกงานหรือตำแหน่งงานให้ โดยมี ผู้บริหารระดับสูงกระทรวงแรงงาน และหัวหน้าส่วนราชการหน่วยงานในสังกัดกระทรวงแรงงานจังหวัดสงขลา ร่วมประชุมด้วย ณ ห้องประชุมสถาบันพัฒนาฝีมือแรงงาน 12 สงขลา ตำบลเขารูปช้าง อำเภอเมือง จังหวัดสงขลา
นายบุญชอบ กล่าวว่า รัฐบาลภายใต้การนำของ พล.อ.ประยุทธ์ จันทร์โอชา นายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงกลาโหม ได้ให้ความสำคัญกับการส่งเสริมการมีงานทำแก่ประชาชนทุกกลุ่ม และนายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน ได้ขานรับนโยบายดังกล่าว ในส่วนของจังหวัดสงขลาและยะลาเป็นพื้นที่เศรษฐกิจสำคัญของจังหวัดชายแดนภาคใต้ ทำให้เกิดการค้าการลงทุนและการจ้างงานเพิ่มขึ้น กระทรวงแรงงานมีบทบาทสำคัญในการส่งเสริมการมีงานทำและพัฒนาทักษะอาชีพเพื่อยกระดับศักยภาพกำลังแรงงานในพื้นที่ให้มีสมรรถนะที่สูงขึ้น การลงพื้นที่จังหวัดสงขลาในครั้งนี้ ผมได้กำชับให้หน่วยงานสังกัดกระทรวงแรงงานในพื้นที่เร่งแก้ปัญหาการว่างงาน ขาดแคลนแรงงาน เพื่อป้อนกำลังแรงงานให้สอดคล้องกับความต้องการของภาคธุรกิจรองรับการฟื้นตัวของเศรษฐกิจจากนโยบายเปิดประเทศหลังโควิดเบาบางลง
“กระทรวงแรงงาน ยินดีอย่างยิ่งที่จะสนับสนุนความร่วมมือกับไอแอลโอและหน่วยงานที่เกี่ยวข้องในพื้นที่ในการร่วมกันการขับเคลื่อนการส่งเสริมการมีงานทำและพัฒนาทักษะอาชีพของเยาวชนในจังหวัดชายแดนภาคใต้อย่างครบวงจรและสนับสนุนเครื่องมือแนะแนวอาชีพที่ทันสมัย ซึ่งกระทรวงแรงงานมีสถาบันพัฒนาฝีมือแรงงานที่มีความพร้อมทั้งด้านหลักสูตรการฝึกและเครื่องมือที่ทันสมัย ขณะเดียวกันสำนักงานจัดหางานมีตำแหน่งงานไว้รองรับ เพื่อให้เยาวชนได้เข้าสู่ระบบตลาดแรงงานอย่างมีคุณภาพ มีงานทำ มีรายได้ที่มั่นคง และมีคุณภาพชีวิตที่ดีขึ้นต่อไป” นายบุญชอบ กล่าวท้ายสุด
ทั้งนี้ ภาพรวมของตลาดแรงงานในส่วนของเยาวชนไทยอายุ 15 – 29 ปี อยู่ที่ 14.7 ล้านคน โดย 8.5 ล้านคนอยู่ในกำลังแรงงาน ในส่วนของจังหวัดสงขลามีเยาวชนอายุ 15 – 29 ปี ทั้งหมด 373,677 คน โดยมีอัตราส่วนในกำลังแรงงานอยู่ที่ 53.6% อัตราการมีงานทำที่ 51.6% และอัตราการว่างงานที่ 3.8% โดยส่วนมากถูกจ้างงานในภาคการบริการ ตามด้วยภาคการผลิตและภาคการเกษตร เยาวชนมีทักษะแรงงานในระดับกลางและมีสถานภาพการทำงานเป็นลูกจ้าง ส่วนที่จังหวัดยะลามีเยาวชนอายุ 15 – 29 ปี ทั้งหมด 153,610 คน อัตราการมีส่วนร่วมในกำลังแรงงานอยู่ที่ 43.8 % อัตราการมีงานทำที่ 31.9% อัตราการว่างงานที่ 27.2% ส่วนมากทำงานในภาคการบริการและการเกษตรและการผลิตเป็นส่วนน้อย ระดับทักษะการประกอบอาชีพส่วนมากอยู่ในระดับกลางและประกอบอาชีพในสถานะลูกจ้างเยาวชนยะลาร้อยละ 69.2%
ด้าน นางสาวจิตติมา ศรีสุขนาม เจ้าหน้าที่บริหารโครงการประจำประเทศไทย (ILO) กล่าวว่า การลงพื้นที่ในครั้งนี้ เป็นการขยายโครงการเยาวชนคนสร้างอนาคต เพื่อส่งเสริมความสามารถในการมีงานทำของเยาวชนในประเทศไทย จากเฟสแรก ซึ่งไอแอลโอได้ให้ความสำคัญเกี่ยวกับระบบการจ้างงานในกลุ่มแรงงานกลุ่มเปราะบาง โครงการนี้มาทำกิจกรรมที่จังหวัดชายแดนใต้ เพื่อหารือประเด็นบริการการจัดหางาน ซึ่งไอแอลโอมองว่าจะทำยังไงที่จะทำให้ภาครัฐได้จัดหางานที่สอดคล้องกับความต้องการของนายจ้างอย่างแท้จริง ในส่วนของการพัฒนาฝีมือแรงงาน ไอแอลโอจะพัฒนาฝีมือแรงงานให้สอดคล้องกับความต้องการของเยาวชนในจังหวัดเป้าหมายคือจังหวัดยะลาและสงขลา ซึ่งจะเป็นโมเดลในการพัฒนาเยาวชนให้มีงานทำ มีคุณภาพชีวิตที่ดีต่อไป
On March 13, 2023, the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, presided over the second phase of the Future Builders Youth Program meeting by the International Labour Organization (ILO). The meeting was with the Director of the International Labour Office for Thailand, Cambodia, and Laos, Mr. Graeme Buckley, and a delegation to discuss with the Songkhla Provincial Employment Office and Skill Development Institute to find ways to support underprivileged youths to enter the workforce, receive training in skills that corresponds to the needs of the labour market, access to career guidance and internships or job positions. The Ministry of Labour’s executives and heads of government agencies under the Ministry of Labour in Songkhla joined the meeting at the Songkhla Skill Development Institute 12, Khao Rup Chang Subdistrict, Mueang District, Songkhla Province.
Mr. Boonchob said that the government under the leadership of the Prime Minister and Minister of Defense, General Prayuth Chan-ocha, promotes employment for all groups of people. The Labour Minister, Mr. Suchat Chomklin, has responded to the policies. Songkhla and Yala are important economic areas within the southern border provinces. This has resulted in increased trade, investment, and employment. The Ministry of Labour plays an important role in promoting employment and developing vocational skills to raise the potential of the workforce in the area. In the visit to Songkhla this time, the Ministry of Labour’s agencies in the area were instructed to speed up solutions to unemployment and labour shortages, to feed the workforce in line with the needs of the business sector, and to support the economic recovery from the country’s reopening after COVID has subsided.
“The Ministry of Labor is pleased to work with the ILO and related agencies in the area in jointly driving the promotion of employment and vocational skills development among youths in the southern border provinces, supporting tools and modern career guidance. The Ministry of Labour has Skill Development Institutes with training courses and modern equipment. At the same time, the Employment Office has job positions to support and enable quality youths to enter the labour market with having employment, a stable income, and a better quality of life in the future,” concluded Mr. Boonchob.
There are 14.7 million Thai youths aged 15-29, with 8.5 million as a part of the workforce. Songkhla Province has 373,677 people aged 15-29, with 53.6 percent in the workforce, an employment rate of 51.6 percent, and an unemployment rate of 3.8 percent. Most are employed in the service sector, followed by the manufacturing and agricultural sectors. Youths had moderate labour skills and working status as employees. Yala Province has 153,610 people aged 15-29, with 43.8 percent in the workforce, an employment rate of 31.9 percent, and an unemployment rate of 27.2 percent. Most are employed in the service sector, whereas the manufacturing and agricultural sectors are the minority. The occupational skill level is mostly in the middle and 69.2 percent of work as youth workers in Yala.
The Project Management Officer for Thailand (ILO), Ms. Jittima Srisuknam, said that this visit to the area is an expansion of the Future Builders Youth Program to promote the employability of youths in Thailand, an extension from the first phase. The ILO has focused on the employment system for vulnerable groups. This project led to activities in the southern border provinces to discuss employment service issues. The ILO looks at how to support the government to provide jobs that are truly in line with the needs of employers in terms of skill development. The ILO will develop labour skills to meet the needs of youths in the target provinces of Yala and Songkhla, which will be a model for developing youth to have employment and a good quality of life.
