วันที่ 14 มิถุนายน 2566 นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน มอบหมายให้ นายวรรณรัตน์ ศรีสุขใส รองปลัดกระทรวงแรงงานและโฆษกกระทรวงแรงงาน เป็นประธานพิธีเปิดโครงการฝึกอบรมเพื่อพัฒนาทักษะการคัดแยกผู้เสียหายจากการค้ามนุษย์ร่วมกับทีมสหวิชาชีพ รุ่นที่ 3 และบรรยายหัวข้อ “นโยบายการป้องกันและแก้ไขการบังคับใช้แรงงานหรือการบริการและการค้ามนุษย์ด้านแรงงาน”เพื่อให้ผู้เข้ารับการอบรมมีความรู้ ความเข้าใจ เกี่ยวกับนโยบายการป้องกันและปราบปรามการค้ามนุษย์และการบังคับใช้แรงงานหรือบริการ รวมทั้งการให้ความช่วยเหลือผู้เสียหายจากการค้ามนุษย์และการบังคับใช้แรงงานหรือบริการตามหลักกฎหมายและหลักสากล มาตรฐานการปฏิบัติงาน (SOP) แผนปฏิบัติการว่าด้วยการส่งต่อระดับชาติฯ (NRM) และมีทักษะการคัดแยกผู้เสียหายจากการค้ามนุษย์ร่วมกับทีมสหวิชาชีพ โดยมีผู้เข้าร่วมการอบรม ได้แก่ ข้าราชการและเจ้าหน้าที่สำนักงานแรงงานจังหวัด สำนักงานจัดหางานจังหวัด และสำนักงานสวัสดิการและคุ้มครองแรงงานจังหวัด 19 จังหวัด และหน่วยงานสหวิชาชีพ โอกาสนี้มีผู้บริหารระดับสูงของกระทรวงแรงงาน ร่วมเป็นเกียรติในพิธีเปิดด้วย ณ โรงแรม ดิ เอมเมอรัลด์ ถนนรัชดาภิเษก เขตดินแดง กรุงเทพมหานคร
นายวรรณรัตน์ฯ กล่าวว่า กระทรวงแรงงานเป็นหน่วยงานสำคัญและเป็นหน่วยงานหลักในการต่อต้านการค้ามนุษย์ภายใต้ยุทธศาสตร์ 20 ปี ด้านความมั่นคง โดยรับผิดชอบเป็นเจ้าภาพหลักในการป้องกันการค้ามนุษย์ของประเทศไทย ซึ่งเป็นนโยบายสำคัญของรัฐบาลที่ได้กำหนดเป็นวาระแห่งชาติ ในการยกระดับมาตรฐานการคุ้มครองดูแลและป้องกันไม่ให้แรงงานไทยและแรงงานต่างด้าวตกเป็นผู้เสียหายจากการค้ามนุษย์ ในปีงบประมาณ พ.ศ. 2566 นายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน ได้มอบหมายให้หน่วยงานสังกัดกระทรวงแรงงานทั้งส่วนกลางและส่วนภูมิภาคนำมาตรฐานการปฏิบัติงาน (SOP) ในการคัดกรองผู้เสียหายจากการค้ามนุษย์ด้านแรงงานและการบังคับใช้แรงงาน และการนำแผนปฏิบัติการว่าด้วยกลไกการส่งต่อระดับชาติฯ (NRM) นำไปใช้เป็นแนวทางในการปฏิบัติงานด้านการป้องกันและแก้ไขปัญหาการบังคับใช้แรงงานหรือบริการและการค้ามนุษย์ด้านแรงงาน เพื่อเพิ่มประสิทธิภาพการคัดแยกผู้เสียหายจากการบังคับใช้แรงงานและการค้ามนุษย์ด้านแรงงานร่วมกับทีมสหวิชาชีพ ซึ่งเป็นการยกระดับการป้องกันและแก้ไขปัญหาการค้ามนุษย์ของประเทศไทยให้เทียบเท่ากับมาตรฐานขั้นต่ำในกฎหมายคุ้มครองผู้เสียหายจากการค้ามนุษย์ ค.ศ. 2000 (TVPA) ของประเทศสหรัฐอเมริกา
นายวรรณรัตน์ กล่าวเพิ่มเติมว่า กระทรวงแรงงาน และหน่วยงานในสังกัดกระทรวงแรงงาน พร้อมที่จะร่วมผนึกกำลังกับทุกภาคส่วน ในการขับเคลื่อนการต่อต้านการค้ามนุษย์ ขจัดการบังคับใช้แรงงานและการค้ามนุษย์ในประเทศไทย และเพื่อให้ประเทศไทยสามารถปฏิบัติตามมาตรฐานขั้นต่ำของสหรัฐฯ และได้รับการจัดอันดับในรายงานการค้ามนุษย์ให้อยู่ในระดับ Tier 1 ต่อไป
On June 14, 2023, the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, assigned the Deputy Permanent Secretary of Labour, Mr. Wannarat Srisuksai, to preside over the opening ceremony of the training program on identifying human trafficking victims, together with the multidisciplinary team, batch three, and to speak on “policies for the prevention and remediation of forced labour or services and human trafficking in persons.” The training aims to provide knowledge and understanding about the policy on the prevention and suppression of human trafficking and forced labour or services, including assisting victims of human trafficking and forced labour or services following legal and international principles. It spreads awareness of the Standard Operating Procedure (SOP), the National Referral Mechanism (NRM) action plan, and skills in identifying victims of human trafficking with a multidisciplinary team. Participants in the training were high-ranking executives under the Ministry of Labour, government officials from Provincial Labour Offices, the Provincial Employment Office, and Provincial Labour Protection and Welfare Offices in 19 provinces and multidisciplinary agencies. The Ministry of Labour’s executives also joined the opening ceremony at The Emerald Hotel, Ratchadaphisek Road, Din Daeng District, Bangkok.
Mr. Wannarat said that the Ministry of Labour is important and the main anti-trafficking agency under the 20-year strategy on security. It is the main host in preventing human trafficking in Thailand. This is an important government policy set on the national agenda to raise protection standards and prevent Thai and foreign workers from becoming victims of human trafficking. In the 2023 fiscal year, the Labour Minister, Mr. Suchart Chomklin, has assigned agencies under the Ministry of Labour in both central and provincial areas to adopt the Standard Operating Procedures (SOPs) in screening victims of human trafficking and forced labour and the implementation of the National Referral Mechanism (NRM) Action Plan as a guideline for the prevention and remediation of forced labour or services, and human trafficking in persons. It aims to increase the efficiency of identifying victims of forced labour and human trafficking in collaboration with a multidisciplinary team. The collaboration raises the level of anti-trafficking in Thailand to meet the minimum standards outlined in the Trafficking Victims Protection Act of 2000 (TVPA) of the United States.
Mr. Wannarat added that the Ministry of Labour and affiliated agencies are ready to join forces with all sectors in driving the fight against human trafficking, to eliminate forced labour and human trafficking in Thailand, and to enable Thailand to comply with the minimum standards of the United States and continue to be ranked in the Trafficking in Persons Report as Tier 1.
