วันที่ 8 พฤษภาคม 2566 เวลา 09.30 น. นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน เป็นประธานพิธีเปิดโครงการฝึกอบรมหลักสูตรการฝึกอบรมเพื่อแต่งตั้งเป็นพนักงานเจ้าหน้าที่ตามกฎหมายว่าด้วยการป้องกันและปราบปรามการค้ามนุษย์ (ฉบับปี พ.ศ. 2565) รุ่นที่ 2 โดยมี นายวรรณรัตน์ ศรีสุขใส รองปลัดกระทรวงแรงงาน นางโสภา เกียรตินิรชา หัวหน้าผู้ตรวจราชการกระทรวงแรงงาน พร้อมด้วยผู้บริหารระดับสูงกระทรวงแรงงาน และหน่วยงานที่เกี่ยวข้อง ร่วมพิธีเปิดการฝึกอบรมด้วย นางสาวโสภณา บุญ-หลง ผู้อำนวยการสำนักงานเลขานุการศูนย์บัญชาการป้องกันการค้ามนุษย์ด้านแรงงาน กล่าวรายงาน ณ โรงแรม ดิ เอมเมอรัลด์ ถนนรัชดาภิเษก กรุงเทพมหานคร
นายบุญชอบ กล่าวว่า กระทรวงแรงงานเป็นหน่วยงานสำคัญและเป็นหน่วยงานหลักในการต่อต้านการค้ามนุษย์ ภายใต้ยุทธศาสตร์ 20 ปี ด้านความมั่นคง โดยรับผิดชอบเป็นเจ้าภาพหลักในการป้องกันการค้ามนุษย์ของประเทศไทย ซึ่งเป็นนโยบายสำคัญของรัฐบาลที่ได้กำหนดเป็นวาระแห่งชาติ ในการยกระดับมาตรฐานการคุ้มครองดูแลและป้องกันไม่ให้แรงงานไทยและแรงงานต่างด้าวตกเป็นผู้เสียหายจากการค้ามนุษย์ ซึ่งสอดคล้องกับนโยบายของกระทรวงแรงงาน “MOL พลิกโฉมตลาดแรงงานไทย”ในปีงบประมาณ พ.ศ. 2566 ได้กำหนดให้ “เร่งรัดการแก้ไขปัญหาแรงงานต่างด้าวและป้องกันการค้ามนุษย์ เพื่อมุ่งสู่การเป็น Tier 1” ซึ่งนโยบายดังกล่าวหน่วยงานสังกัดกระทรวงแรงงานทั้งส่วนกลางและส่วนภูมิภาคได้นำมาตรฐานการปฏิบัติงาน (SOP) ในการคัดกรองผู้เสียหายจากการค้ามนุษย์ด้านแรงงานและการบังคับใช้แรงงาน และการนำแผนปฏิบัติการว่าด้วยกลไกการส่งต่อระดับชาติฯ (NRM) นำไปใช้เป็นแนวทางในการปฏิบัติงานด้านการป้องกันและแก้ไขปัญหาการบังคับใช้แรงงานหรือบริการและการค้ามนุษย์ด้านแรงงาน ซึ่งการปฏิบัติงานดังกล่าวมีความจำเป็นที่จะต้องมีการเพิ่มศักยภาพด้านการป้องกันและปราบปรามการค้ามนุษย์ให้แก่เจ้าหน้าที่กระทรวงแรงงาน และหน่วยงานที่เกี่ยวข้องในทีมสหวิชาชีพ ให้มีความความรู้ความเชี่ยวชาญในการปฏิบัติงาน และได้รับการแต่งตั้งเป็นพนักงานเจ้าหน้าที่ตามกฎหมายว่าด้วยการป้องกันและปราบปรามการค้ามนุษย์ เพื่อให้สามารถบังคับใช้กฎหมายได้อย่างมีประสิทธิภาพเพิ่มขึ้น
“กระทรวงแรงงาน พร้อมที่จะร่วมผนึกกำลังกับทีมสหวิชาชีพ และหน่วยงานที่เกี่ยวข้องทุกภาคส่วน ในการยกระดับการขับเคลื่อนการต่อต้านการบังคับใช้แรงงานหรือบริการ และการค้ามนุษย์ในประเทศไทย เพื่อให้ประเทศไทยสามารถปฏิบัติตามมาตรฐานขั้นต่ำของสหรัฐฯ และได้รับการจัดอันดับในรายงานการค้ามนุษย์ให้อยู่ในระดับ Tier 1 ต่อไป” ปลัดกระทรวงแรงงาน กล่าวในท้ายที่สุด
สำหรับการจัดโครงการฝึกอบรมในครั้งนี้ จัดขึ้นระหว่างวันที่ 8 – 13 พฤษภาคม 2566 มีวัตถุประสงค์เพื่อให้ผู้เข้ารับการอบรมมีความรู้ความเข้าใจเกี่ยวกับนโยบายการป้องกันและปราบปรามการค้ามนุษย์และการบังคับใช้แรงงานหรือบริการ รวมทั้งการให้ความช่วยเหลือผู้เสียหายจากการค้ามนุษย์และการบังคับใช้แรงงานหรือบริการตามหลักกฎหมายและหลักสากล รวมทั้งได้รับการแต่งตั้งเป็นพนักงานเจ้าหน้าที่ตามพระราชบัญญัติป้องกันและปราบปรามการค้ามนุษย์ พ.ศ. 2551 และที่แก้ไขเพิ่มเติม โดยมีผู้เข้าร่วมการอบรม ได้แก่ เจ้าหน้าที่สังกัดสำนักงานปลัดกระทรวงแรงงาน กรมสวัสดิการและคุ้มครองแรงงาน กรมการจัดหางาน เจ้าหน้าที่หน่วยงานที่เกี่ยวข้อง ทั้งส่วนกลางและส่วนภูมิภาค วิทยากร และเจ้าหน้าที่โครงการ จำนวนทั้งสิ้น 50 คน
On May 8, 2023, at 09.30 hours, the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, presided over the opening ceremony of the training program for the Appointment of Competent Officials under Human Trafficking Prevention and Suppression Laws (version 2022). The Deputy Permanent Secretary of Labour, Mr. Wannarat Srisuksai, the Ministry of Labour’s Chief Inspector-General, Mrs. Sopa Kieatnircha, the Ministry of Labour’s executives, and relevant agencies also attended the opening ceremony of the training. The Director of the Office of the Secretariat of the Labour Trafficking Prevention Command Center, Ms. Sopana Boon-Long, gave a report. The occasion took place at The Emerald Hotel, Ratchadapisek Road, Bangkok.
Mr. Boonchob said that the Ministry of Labour is a key agency in the fight against human trafficking under the 20-year strategy for security. It is the main host in preventing human trafficking in Thailand. This is an important government policy set on the national agenda to raise protection standards and prevent Thai and foreign workers from becoming victims of human trafficking. The efforts align with the Ministry of Labour’s “MOL Transforming the Thai Labour Market” policy in the 2023 fiscal year. It has set out to “accelerate resolutions to the problem of migrant workers and human trafficking prevention, aiming towards Tier 1.” For such policy, agencies under the Ministry of Labour, in both central and provincial regions, have adopted the Standard Operating Procedures (SOPs) in screening victims of human trafficking and forced labour and the implementation of the National Referral Mechanism (NRM) Action Plan as a guideline for the prevention and remediation of forced labour or services, and human trafficking in persons. To perform such work, it is necessary to increase the capacity of the Ministry of Labour on the prevention and suppression of human trafficking, including related agencies in a multidisciplinary team to have knowledge and expertise in the operation and be appointed as a competent official under the law on the prevention and suppression of human trafficking to be able to enforce the law more efficiently.
“The Ministry of Labour is ready to join forces with a multidisciplinary team and related agencies in all sectors to enhance the drive against forced labour or services and human trafficking in Thailand so that Thailand can comply with the minimum standards of the United States and move up to be ranked in the Human Trafficking Report as Tier 1,” concluded the Permanent Secretary of Labour.
The training was held between May 8 – 13, 2023. The objective is to provide participants with knowledge and understanding about the prevention and suppression of human trafficking and forced labour or services policies, including assisting victims of human trafficking and forced labour or services following legal and international principles. It aims to appoint competent officials under the Anti-Human Trafficking Act B.E. 2551 and its amendments. Participants in the training were officers under the Office of the Permanent Secretary, Ministry of Labour, the Department of Labour Protection and Welfare, the Department of Employment, relevant agency staff in both central and provincial areas, speakers, and project staff, for a total of 50 people.
