วันที่ 19 มิถุนายน 2566 เวลา 09.15 น. นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน มอบหมายให้ นายวรรณรัตน์ ศรีสุขใส รองปลัดกระทรวงแรงงานและโฆษกกระทรวงแรงงาน เป็นประธานพิธีเปิดโครงการฝึกอบรมหลักสูตรการฝึกอบรมเพื่อแต่งตั้งเป็นพนักงานเจ้าหน้าที่ตามกฎหมายว่าด้วยการป้องกันและปราบปรามการค้ามนุษย์ (ฉบับปี พ.ศ. 2565) รุ่นที่ 5 และบรรยายหัวข้อ “นโยบายและแนวทางการป้องกันและแก้ไขปัญหาการค้ามนุษย์” โดยมี นางสาวโสภณา บุญ-หลง ผู้อำนวยการสำนักงานเลขานุการศูนย์บัญชาการป้องกันการค้ามนุษย์ด้านแรงงาน กล่าวรายงาน ณ โรงแรม ดิ เอมเมอรัลด์ ถนนรัชดาภิเษก กรุงเทพมหานคร
นายวรรณรัตน์ กล่าวว่า กระทรวงแรงงานเป็นหน่วยงานสำคัญและเป็นหน่วยงานหลักในการต่อต้านการค้ามนุษย์ ภายใต้ยุทธศาสตร์ 20 ปี ด้านความมั่นคง โดยรับผิดชอบเป็นเจ้าภาพหลักในการป้องกันการค้ามนุษย์ของประเทศไทย ซึ่งเป็นนโยบายสำคัญของรัฐบาลที่ได้กำหนดเป็นวาระแห่งชาติ ในการยกระดับมาตรฐานการคุ้มครองดูแลและป้องกันไม่ให้แรงงานไทยและแรงงานต่างด้าวตกเป็นผู้เสียหายจากการค้ามนุษย์ ซึ่งนโยบายดังกล่าวหน่วยงานสังกัดกระทรวงแรงงานทั้งส่วนกลางและส่วนภูมิภาคได้นำมาตรฐานการปฏิบัติงาน (SOP) ในการคัดกรองผู้เสียหายจากการค้ามนุษย์ด้านแรงงานและการบังคับใช้แรงงาน และการนำแผนปฏิบัติการว่าด้วยกลไกการส่งต่อระดับชาติฯ (NRM) นำไปใช้เป็นแนวทางในการปฏิบัติงานด้านการป้องกันและแก้ไขปัญหาการบังคับใช้แรงงานหรือบริการและการค้ามนุษย์ด้านแรงงาน ซึ่งการปฏิบัติงานดังกล่าวมีความจำเป็นที่จะต้องมีการเพิ่มศักยภาพด้านการป้องกันและปราบปรามการค้ามนุษย์ให้แก่เจ้าหน้าที่กระทรวงแรงงาน และหน่วยงานที่เกี่ยวข้องในทีมสหวิชาชีพ ให้มีความความรู้ความเชี่ยวชาญในการปฏิบัติงาน และได้รับการแต่งตั้งเป็นพนักงานเจ้าหน้าที่ตามกฎหมายว่าด้วยการป้องกันและปราบปรามการค้ามนุษย์ เพื่อให้สามารถบังคับใช้กฎหมายได้อย่างมีประสิทธิภาพเพิ่มขึ้น
นายวรรณรัตน์ กล่าวเพิ่มเติมว่า กระทรวงแรงงาน พร้อมที่จะร่วมผนึกกำลังกับทีมสหวิชาชีพ และหน่วยงานที่เกี่ยวข้องทุกภาคส่วน ในการยกระดับการขับเคลื่อนการต่อต้านการบังคับใช้แรงงานหรือบริการ และการค้ามนุษย์ในประเทศไทย เพื่อให้ประเทศไทยสามารถปฏิบัติตามมาตรฐานขั้นต่ำของสหรัฐฯ และได้รับการจัดอันดับในรายงานการค้ามนุษย์ให้อยู่ในระดับ Tier 1 ต่อไป
สำหรับการจัดโครงการฝึกอบรมในครั้งนี้ จัดขึ้นระหว่างวันที่ 19 – 24 มิถุนายน 2566 มีวัตถุประสงค์เพื่อให้ผู้เข้ารับการอบรมมีความรู้ความเข้าใจเกี่ยวกับนโยบายการป้องกันและปราบปรามการค้ามนุษย์และการบังคับใช้แรงงานหรือบริการ รวมทั้งการให้ความช่วยเหลือผู้เสียหายจากการค้ามนุษย์และการบังคับใช้แรงงานหรือบริการตามหลักกฎหมายและหลักสากล รวมทั้งได้รับการแต่งตั้งเป็นพนักงานเจ้าหน้าที่ตามพระราชบัญญัติป้องกันและปราบปรามการค้ามนุษย์ พ.ศ. 2551 และที่แก้ไขเพิ่มเติม โดยมีผู้เข้าร่วมการอบรม ได้แก่ เจ้าหน้าที่สังกัดสำนักงานปลัดกระทรวงแรงงาน กรมสวัสดิการและคุ้มครองแรงงาน กรมการจัดหางาน เจ้าหน้าที่หน่วยงานที่เกี่ยวข้อง ทั้งส่วนกลางและส่วนภูมิภาค วิทยากร และเจ้าหน้าที่โครงการ จำนวนทั้งสิ้น 50 คน
On June 19, 2023, at 09.15 hours, the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, assigned the Deputy Permanent Secretary of Labour and the Ministry of Labour’s Spokesperson, Mr. Wannarat Srisuksai, to preside over the opening ceremony of the training for the Appointment of Competent Officials under Human Trafficking Prevention and Suppression Laws (version 2022), Class 5 and to give a lecture on “policies and approaches to prevent and resolve human trafficking problems.” The Director of the Office of the Secretariat of the Labour Trafficking Prevention Command Center, Ms. Sopana Boon-long, gave a report. The occasion took place at The Emerald Hotel, Ratchadapisek Road, Bangkok.
Mr. Wannarat said that the Ministry of Labour is the main anti-trafficking agency under the 20-year strategy on security. It is the main host in preventing human trafficking in Thailand. This is an important government policy set on the national agenda to raise protection standards and prevent Thai and foreign workers from becoming victims of human trafficking. This aligns with the Ministry of Labour’s policy to raise protection standards and prevent Thai and foreign workers from becoming victims of human trafficking. Under this policy, agencies under the Ministry of Labour in both central and provincial areas must adopt the Standard Operating Procedures (SOPs) in screening victims of human trafficking and forced labour and the implementation of the National Referral Mechanism (NRM) Action Plan as a guideline for the prevention and remediation of forced labour or services, and human trafficking in persons. The operations aim to increase the efficiency of identifying victims of forced labour and human trafficking among the Ministry of Labour’s officials and the multidisciplinary team. The training provides operational knowledge and expertise to appoint competent officials under the law to prevent and suppress human trafficking to enforce the law more efficiently.
Mr. Wannarat added that the Ministry of Labour is ready to join forces with the multidisciplinary team and all sectors in driving the fight against human trafficking, to eliminate forced labour and human trafficking in Thailand, and to enable Thailand to comply with the minimum standards of the United States and continue to be ranked in the Trafficking in Persons Report as Tier 1.
The training was scheduled between June 19-24, 2023, and aims to provide knowledge and understanding of policies on the prevention and suppression of human trafficking and forced labour or services, assisting victims of human trafficking and forced labour or services following legal and international principles. It also aims to ensure that trainees have the qualifications according to the Ministerial Regulations specifying the qualifications of those who will be appointed as competent officials under the Anti-Human Trafficking Act B.E. 2551 and amendments. Participants in the training were officers under the Office of the Permanent Secretary of Labour, the Department of Labour Protection and Welfare, the Department of Employment, relevant agency staff from central and provincial areas, speakers, and project staff, for a total of 50 people.
