วันที่ 20 มีนาคม 2566 นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน เป็นประธานในพิธีเปิดโครงการฝึกอบรมเพื่อพัฒนาทักษะการคัดแยกผู้เสียหายจากการค้ามนุษย์ร่วมกับทีมสหวิชาชีพ รุ่นที่ 1 โดยมี พลตำรวจตรี นันทชาติ ศุภมงคล ประจำสำนักเลขาธิการนายกรัฐมนตรี ปฏิบัติหน้าที่ประจำกระทรวงแรงงาน นายวรรณรัตน์ ศรีสุขใส รองปลัดกระทรวงแรงงาน ผู้บริหารระดับสูงกระทรวงแรงงาน ผู้ทรงคุณวุฒิคณะกรรมการป้องกันและปราบปรามการค้ามนุษย์ (ปคม.) ผู้แทนกระทรวงมหาดไทย สำนักงานตำรวจแห่งชาติ กระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ เจ้าหน้าที่ สำนักงานแรงงานจังหวัด สำนักงานจัดหางานจังหวัด และสำนักงานสวัสดิการและคุ้มครองแรงงานจังหวัด เข้าร่วมด้วย ณ โรงแรมดิเอมเมอรัลด์ ถนนรัชดาภิเษก เขตดินแดง กรุงเทพมหานคร
นายบุญชอบ กล่าวว่า ตามที่กระทรวงการต่างประเทศสหรัฐอเมริกาได้เผยแพร่รายงานสถานการณ์การค้ามนุษย์ ประจำปี 2565 (TIP Report 2022) โดยประเทศไทยได้รับการจัดระดับให้อยู่ใน Tier 2 หลังจากที่ได้รับการจัดอันดับอยู่ในระดับ Tier 2 watch list ในปี 2564 ซึ่งรายงานดังกล่าวได้มีข้อเสนอแนะให้มีการฝึกอบรมเจ้าหน้าที่ให้สามารถนำแนวปฏิบัติตามมาตรา 6/1 ของ พ.ร.บ.ป้องกันและปราบปรามการค้ามนุษย์ พ.ศ.2551 และที่แก้ไขเพิ่มเติม ไปใช้ในการคัดแยกผู้เสียหายอย่างมีประสิทธิภาพ กำหนดให้ทีมสหวิชาชีพประกอบด้วยเจ้าหน้าที่ที่ผ่านการฝึกอบรมและมีประสบการณ์เพียงพอในการปฏิบัติงานด้านการค้ามนุษย์ เพื่อปรับปรุงประสิทธิภาพในการคัดแยกผู้เสียหาย และเสริมสร้างความตระหนักรู้ให้แก่เจ้าหน้าที่ที่เกี่ยวข้องให้เข้าใจข้อบ่งชี้ของการค้ามนุษย์ เช่น การบังคับทำงานใช้หนี้ การทำงานเกินเวลามากเกินจำเป็น การยึดเอกสารของลูกจ้างและการทำงานโดยไม่จ่ายผลตอบแทน กระทรวงแรงงานเป็นหน่วยงานสำคัญและเป็นหน่วยงานหลักในการต่อต้านการค้ามนุษย์ ภายใต้ยุทธศาสตร์ 20 ปี ด้านความมั่นคง โดยรับผิดชอบเป็นเจ้าภาพหลักในการป้องกันการค้ามนุษย์ของประเทศไทย ซึ่งเป็นนโยบายสำคัญของรัฐบาลที่ได้กำหนดเป็นวาระแห่งชาติ ในการยกระดับมาตรฐานการคุ้มครองดูแลและป้องกันไม่ให้แรงงานไทยและแรงงานต่างด้าวตกเป็นผู้เสียหายจากการค้ามนุษย์
นายบุญชอบ กล่าวต่อว่า ในปี 2566 นายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน ได้มอบหมายให้หน่วยงานสังกัดกระทรวงแรงงานทั้งส่วนกลางและส่วนภูมิภาคนำมาตรฐานการปฏิบัติงาน (SOP) ในการคัดกรองผู้เสียหายจากการค้ามนุษย์ด้านแรงงานและการบังคับใช้แรงงาน และการนำแผนปฏิบัติการว่าด้วยกลไกการส่งต่อระดับชาติฯ (NRM) นำไปใช้เป็นแนวทางในการปฏิบัติงานด้านการป้องกันและแก้ไขปัญหาการบังคับใช้แรงงานหรือบริการและการค้ามนุษย์ด้านแรงงาน เพื่อเพิ่มประสิทธิภาพการคัดแยกผู้เสียหายจากการบังคับใช้แรงงานและการค้ามนุษย์ด้านแรงงานร่วมกับทีมสหวิชาชีพ ซึ่งเป็นการยกระดับการป้องกันและแก้ไขปัญหาการค้ามนุษย์ของประเทศไทยให้เทียบเท่ากับมาตรฐานขั้นต่ำในกฎหมายคุ้มครองผู้เสียหายจากการค้ามนุษย์ ค.ศ. 2000 (TVPA) ของประเทศสหรัฐอเมริกา
“ทุกหน่วยงานในสังกัดกระทรวงแรงงาน พร้อมที่จะร่วมผนึกกำลังกับทุกภาคส่วน ในการขับเคลื่อนการต่อต้านการค้ามนุษย์ ขจัดการบังคับใช้แรงงานและการค้ามนุษย์ในประเทศไทย และเพื่อให้ประเทศไทยสามารถปฏิบัติตามมาตรฐานขั้นต่ำของสหรัฐฯ และได้รับการจัดอันดับในรายงานการค้ามนุษย์ให้อยู่ในระดับ Tier 1 ต่อไป” ปลัดฯ บุญชอบ กล่าวท้ายสุด

On January 20, 2023, the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, presided over the opening ceremony of the training program on identifying human trafficking victims, together with the multi-disciplinary team, batch one. Assistant Minister from the Prime Minister’s Office, performing duties for the Ministry of Labour, Police Major General Nantachat Supamongkol, the Deputy Permanent Secretary of Labour, Mr. Wannarat Srisuksai, the Ministry of Labour’s executives, experts from the Anti-Human Trafficking Commission, representatives from the Ministry of Interior, the National Police Agency, the Ministry of Social Development and Human Security, officials from the Provincial Labour Office, the Provincial Employment Office, and the Provincial Labour Protection and Welfare Office also attended at the Emerald Hotel, Ratchadaphisek Road, Din Daeng, Bangkok.
Mr. Boonchob said that the United States Department of State released the 2022 Trafficking in Persons Report, in which Thailand ranked in Tier 2 after being ranked in the Tier 2 watchlist in 2021. The report above recommended train officials to implement guidelines under Section 6/1 of the Anti-Human Trafficking Act B.E. 2551 and its amendments to effectively separate victims. It requires a multi-disciplinary team consisting of trained staff with sufficient experience in human trafficking operations to improve the efficiency of victim identification and raise awareness among relevant officials to understand the indications of human trafficking, such as compulsory debt repayment, working overtime more than necessary, and the confiscation of employee documents and works without pay. The Ministry of Labour is the main agency in the fight against human trafficking under the 20-year strategy for security. It is the main host in preventing human trafficking in Thailand. This is an important government policy set on the national agenda to raise protection standards and prevent Thai and foreign workers from becoming victims of human trafficking.
Mr. Boonchob continued that in 2023, the Labour Minister, Mr. Suchart Chomklin assigned agencies under the Ministry of Labour in both the central and provincial areas to implement the Screening Operational Procedure (SOP) in screening victims of human trafficking and forced labour and the implementation of the National Referral Mechanism (NRM) action plan as a guideline for the prevention and remediation of forced labor or services and human trafficking in persons. It aims to increase the efficiency of identifying victims of forced labour and human trafficking in collaboration with a multi-disciplinary team. The collaboration raises the level of anti-trafficking in Thailand to meet the minimum standards outlined in the Trafficking Victims Protection Act of 2000 (TVPA) of the United States.
“Every agency under the Ministry of Labour is ready to work with all sectors in fighting human trafficking, to eliminate forced labour and human trafficking in Thailand, and for Thailand to comply with the minimum standards of the United States. It will continue to push forward to be ranked Tier 1 in the Human Trafficking Report,” said the Permanent Secretary of Labour, Mr. Boonchob.
