วันที่ 29 มิถุนายน 2566 นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน เป็นประธานพิธีมอบประกาศนียบัตร เข็มวิทยฐานะ เครื่องหมายเชิดชูเกียรติ “ตรีเทพพิทักษ์” และกล่าวปิดการฝึกอบรมหลักสูตรนักบริหารระดับสูงกระทรวงแรงงาน (นบส.รง.) รุ่นที่ 1 ประจำปีงบประมาณ พ.ศ. 2566 โดยมี ผู้บริหารระดับสูงกระทรวงแรงงาน เข้าร่วมเป็นเกียรติในครั้งนี้ด้วย นางสาวนมิตาวายนต์ ผู้อำนวยการกองบริหารทรัพยากรบุคคล สำนักงานปลัดกระทรวงแรงงาน กล่าวรายงานวัตถุประสงค์ ณ ห้องมรกต ชั้น 3 โรงแรม ดิ เอมเมอรัลด์ ถนนรัชดาภิเษก เขตดินแดงกรุงเทพมหานคร
นายบุญชอบ กล่าวว่า เราทุกคนทราบดีว่า โลกในปัจจุบันได้เปลี่ยนแปลงไปอย่างรวดเร็ว ทั้งในทิศทางบวกและลบ นั่นเป็นโจทย์สำคัญที่เราหลีกเลี่ยงไม่ได้ว่า ระบบราชการจะต้องยกระดับตัวเองให้มีพลวัตที่ก้าวทันต่อโครงสร้างเศรษฐกิจ สังคม วัฒนธรรม ได้อย่างมีประสิทธิภาพ ซึ่งภาครัฐ ถือเป็นกลไกสำคัญในการขับเคลื่อนเรื่องนี้ ดังนั้น หน้าที่ความรับผิดชอบของข้าราชการไม่ใช่แค่ผู้บริหาร แต่รวมถึงข้าราชการทุกคนที่จะก้าวขึ้นเป็นผู้บริหารในอนาคต จึงขอให้ข้าราชการพัฒนาตนเอง ยกระดับหน่วยงาน โดยให้คำนึงถึงสิ่งสำคัญ ได้แก่ ประสิทธิภาพและความยั่งยืน ความโปร่งใส ความทั่วถึงและเป็นธรรม ความร่วมมือกับภาคส่วนที่เกี่ยวข้อง และการดูแลพี่น้องข้าราชการด้วยกัน และสิ่งสำคัญที่สุด คือ การเป็นข้าราชการที่ดี มุ่งมั่นทำหน้าที่ของตนให้ดีที่สุด ด้วยหัวใจที่รักชาติ รักประชาชน
สำหรับการฝึกอบรมหลักสูตรนักบริหารระดับสูงกระทรวงแรงงาน (นบส.รง.) รุ่นที่ 1 ประจำปีงบประมาณ พ.ศ. 2566 ในครั้งนี้นั้น เป็นไปตามหลักสูตรที่ได้รับการรับรองจากสำนักงานก.พ. มีธีมงานหลักสูตรที่สำคัญ คือ “กระทรวงแรงงาน ก้าวไปสู่กระทรวงเศรษฐกิจ” โดยมี 4 กิจกรรมสำคัญ ประกอบด้วย กิจกรรมเตรียมความพร้อม กิจกรรมการเรียนรู้ 27 วิชา กิจกรรมศึกษาดูงานในภาคเอกชนชั้นนำของประเทศ และกิจกรรมสรุปสาระการเรียนรู้ ซึ่งได้ดำเนินการตั้งแต่วันที่ 21 เมษายน ถึงวันที่ 11 มิถุนายน 2566 รวมทั้งสิ้น 168 ชั่วโมง บัดนี้ การดำเนินโครงการได้เสร็จสิ้นแล้ว มีผู้สำเร็จการฝึกอบรมตามหลักเกณฑ์ ที่หลักสูตรกำหนด รวมทั้งสิ้น35 คน โดยมีผลงานรายบุคคล (Individual Study : IS) ดีเด่น 5 คน และผลงานกลุ่ม (Group Project : GP) ดีเด่น 1 กลุ่ม 7 คน การฝึกอบรมในครั้งนี้ เป็นการอบรมร่วมกันจากทุกหน่วยงานในสังกัดกระทรวงแรงงาน รวมทั้งจากหน่วยงานราชการอื่นเข้าร่วมด้วย มีวัตถุประสงค์เพื่อเตรียมความพร้อมให้แก่ผู้ดำรงตำแหน่งประเภทอำนวยการหรือเทียบเท่าในการเข้าสู่ตำแหน่งประเภทบริหาร ระดับต้น เพื่อให้สามารถปฏิบัติหน้าที่ในตำแหน่งระดับบริหารได้อย่างมีประสิทธิภาพ และเป็นผู้บริหารมืออาชีพ สอดรับกับสถานการณ์และสภาพแวดล้อมที่เปลี่ยนแปลงไป รวมทั้งสร้างเครือข่ายและบูรณาการการทำงานด้านแรงงานต่อไป

Training the Ministry of Labour’s senior executives (NorBorSorRor.RorNgor) Class 1 for the 2023 fiscal year follows the curriculum certified by the Office of the Civil Service Commission. There is an important curriculum theme that is the “Ministry of Labour stepping up to the Ministry of Economy” with four important activities, consisting of preparation activities, learning activities in 27 subjects, study tours in the country’s leading private sector, and learning activities which were carried out from April 21 to June 11, 2023, totaling 168 hours. Now the project has been completed. There are 35 people who have completed the training according to the criteria determined by the course. Five outstanding individual studies (I.S.) and seven outstanding group projects (G.P.) were identified. It is a joint training from all agencies under the Ministry of Labour, including from other government agencies that participated. The objective is to prepare personnel in a managerial position or equivalent to enter an entry-level executive position to be able to effectively perform their duties in an executive-level position, becoming a professional manager in line with the changing situation and environment, building a network, and integrating a workforce of the future.
