วันที่ 10 มิถุนายน 2566 เวลา 9.00 น. นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน เป็นประธานในพิธีปิดและมอบใบประกาศนียบัตรโครงการฝึกอบรมหลักสูตรการฝึกอบรมเพื่อแต่งตั้งเป็นพนักงานเจ้าหน้าที่ตามกฎหมายว่าด้วยการป้องกันและปราบปรามการค้ามนุษย์ รุ่นที่ 4 (พนักงานเจ้าหน้าที่ รุ่นที่ 63) เพื่อให้ผู้เข้ารับการอบรมมีความรู้ความเข้าใจเกี่ยวกับนโยบายการป้องกันและปราบปรามการค้ามนุษย์และการบังคับใช้แรงงานหรือบริการ การให้ความช่วยเหลือผู้เสียหายจากการค้ามนุษย์และการบังคับใช้แรงงานหรือบริการตามหลักกฎหมายและหลักสากล รวมทั้งมีคุณสมบัติตามกฎกระทรวงกำหนดคุณสมบัติผู้ซึ่งจะได้รับการแต่งตั้งเป็นพนักงานเจ้าหน้าที่ตามพระราชบัญญัติป้องกันและปราบปรามการค้ามนุษย์ พ.ศ. 2551 และที่แก้ไขเพิ่มเติม โดยมี นางสาวโสภณา บุญ-หลง ผู้อำนวยการสำนักงานเลขานุการศูนย์บัญชาการป้องกันการค้ามนุษย์ด้านแรงงาน กล่าวรายงานผลการฝึกอบรม ณ โรงแรมดิเอมเมอรัลด์ ถนนรัชดาภิเษก กรุงเทพมหานคร
นายบุญชอบฯ กล่าวว่า ตามที่ได้รับทราบการกล่าวรายงานจาก ผู้อำนวยการสำนักงานเลขานุการศูนย์บัญชาการป้องกันการค้ามนุษย์ด้านแรงงาน ถึงผลการฝึกอบรมฯ หลักสูตรการฝึกอบรมเพื่อแต่งตั้งเป็นพนักงานเจ้าหน้าที่ตามกฎหมายว่าด้วยการป้องกันและปราบปรามการค้ามนุษย์ รุ่นที่ 4 (พนักงานเจ้าหน้าที่ รุ่นที่ 63) ระหว่างวันที่ 6 – 11 มิถุนายน 2566 มีผู้เข้ารับการฝึกอบรมทั้ง 37 คน ได้รับความรู้จากวิทยากรผู้มีความรู้และความเชี่ยวชาญด้านการป้องกันการค้ามนุษย์ทั้งภาครัฐและองค์กรพัฒนาเอกชน (NGO) และได้ผ่านเกณฑ์การทดสอบทั้งทฤษฎีและปฏิบัติทั้งหมด ซึ่งจะได้รับการแต่งตั้งเป็นพนักงานเจ้าหน้าที่ตามกฎหมายว่าด้วยการป้องกันและปราบปรามการค้ามนุษย์ต่อไป ขอให้ผู้เข้ารับการฝึกอบรมได้นำความรู้ความสามารถที่ได้รับจากการอบรมในครั้งนี้ รวมทั้งการใช้อำนาจหน้าที่ของพนักงานเจ้าหน้าที่ตามกฎหมายว่าด้วยการป้องกันและปราบปรามการค้ามนุษย์ไปปฏิบัติงานในการป้องกันและปราบปรามการค้ามนุษย์ และการบังคับใช้แรงงานหรือบริการได้อย่างมีประสิทธิภาพและเกิดประสิทธิผลเป็นรูปธรรม เพื่อมุ่งหมายให้ประเทศไทยสามารถปฏิบัติตามมาตรฐานขั้นต่ำของสหรัฐฯ และได้รับการจัดอันดับในรายงานการค้ามนุษย์ให้อยู่ในระดับ Tier 1 ต่อไป” ปลัดกระทรวงแรงงาน กล่าวในท้ายที่สุด
On June 10, 2023, at 09.00 hours, the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, presided over the closing ceremony and handed over certificates for completing the training on the Appointment of Competent Officials under Human Trafficking Prevention and Suppression Laws, Class 4 (Competent Officials, Class 63). The training aims to provide knowledge and understanding of policies on the prevention and suppression of human trafficking and forced labour or services, assisting victims of human trafficking and forced labour or services following legal and international principles. It also aims to ensure that trainees have the qualifications according to the Ministerial Regulations specifying the qualifications of those who will be appointed as competent officials under the Anti-Human Trafficking Act B.E. 2551 and amendments. The Director of the Office of the Secretariat of the Labour Trafficking Prevention Command Center, Ms. Sopana Boon-Long, gave a report at the Emerald Hotel, Ratchadapisek Road, Bangkok.
Mr. Boonchob said that from the Director of the Office of the Secretariat of the Labour Trafficking Prevention Command Center’s report, 37 participants joined the training on the Appointment of Competent Officials under Human Trafficking Prevention and Suppression Laws, Class 4 (Competent Officials, Class 63) from June 6 to 11, 2023. The trainees gained knowledge from speakers who have knowledge and expertise in human trafficking prevention, both government and non-governmental organizations (NGOs) and have passed all theoretical and practical tests. The trainees will be appointed competent officials under the law to prevent and suppress human trafficking.
“I urge all trainees to bring the knowledge gained from this training, including the use of the authority of competent officials under the law on anti-trafficking in persons, to effectively and efficiently prevent and suppress human trafficking and forced labour or services, to aim for Thailand to comply with the minimum standards of the United States and continue forward be ranked in the Human Trafficking Report as Tier 1,” conclude the Permanent Secretary of Labour.
