กรมสวัสดิการและคุ้มครองแรงงาน กระทรวงแรงงาน ห่วงเหตุปั้นจั่นก่อสร้างสะพานข้ามแม่น้ำท่าจีนล้มฟาดลูกจ้างเสียชีวิตและบาดเจ็บ ส่งพนักงานตรวจความปลอดภัยสำนักงานสวัสดิการและคุ้มครองแรงงานจังหวัดสมุทรสาครหาสาเหตุและสอบข้อเท็จจริง โดยเชิญนายจ้างพบ 30 มีนานี้
นายนิยม สองแก้ว อธิบดีกรมสวัสดิการและคุ้มครองแรงงาน (กสร.) เปิดเผยถึงกรณีสื่อนำเสนอข่าว รถเครนยกถังทำทุ่น ล้มฟาดคนงานดับ 1 เจ็บ 1 ตนจึงได้สั่งการให้สำนักงานสวัสดิการและคุ้มครองแรงงานจังหวัดสมุทรสาคร และศูนย์ความปลอดภัยในการทำงานเขต 7 (ราชบุรี) ส่งพนักงานตรวจความปลอดภัยลงพื้นที่ตรวจสอบสาเหตุของการเกิดอุบัติเหตุดังกล่าว เบื้องต้นได้รับรายงานว่า เหตุเกิดเมื่อวันที่ 27 มีนาคม 2566 เวลา 16.10 น. สถานที่เกิดเหตุเป็นโครงการก่อสร้างสะพานข้ามแม่น้ำท่าจีน อำเภอกระทุ่มแบน จังหวัดสมุทรสาคร ขณะที่รถปั้นจั่น (น้ำหนักยก 25 ตัน) กำลังยกทุ่นลอยน้ำที่ลอยอยู่ในน้ำ (น้ำหนักประมาณ 300 กิโลกรัม) เพื่อย้ายตำแหน่งวาง นายสุรจิตร สมทา อายุ 44 ปี ลูกจ้างคนไทย และนายอ่อง โก อู ลูกจ้างต่างด้าว สัญชาติเมียนมา อายุ 31 ปี ซึ่งเป็นลูกจ้างของผู้รับเหมาค่าแรง ปฏิบัติงานอยู่บนทุ่นลอยน้ำ รถปั้นจั่นที่ยกทุ่นลอยน้ำได้พลิกตะแคง เกิดแรงเหวี่ยงไปโดนลูกจ้างทั้งสองคนทำให้พลัดตกในแม่น้ำ เป็นเหตุให้นายสุรจิตร ฯ ลูกจ้างเสียชีวิตในที่เกิดเหตุ ส่วนนายอ่อง โก อู ซึ่งเป็นลูกจ้างต่างด้าวได้รับบาดเจ็บเล็กน้อย เข้ารับการรักษาที่โรงพยาบาลกระทุ่มแบน แพทย์ดำเนินการเอกซเรย์ร่างกายแล้ว และอนุญาตให้กลับไปพักรักษาตัวต่อโดยไม่ต้องรอเฝ้าสังเกตอาการ ตนต้องขอแสดงความเสียใจกับครอบครัวของลูกจ้างผู้เสียชีวิต และลูกจ้างที่ได้รับบาดเจ็บจากเหตุการณ์ในครั้งนี้ และจะให้สำนักงานสวัสดิการและคุ้มครองแรงงานจังหวัดสมุทรสาครประสานกับสำนักงานประกันสังคมจังหวัดสมุทรสาครเพื่อช่วยเหลือลูกจ้างที่ได้รับผลกระทบให้ได้รับสิทธิประโยชน์ตามกฎหมายด้วย
อธิบดี กสร. กล่าวต่อไปว่า พนักงานตรวจความปลอดภัยสำนักงานสวัสดิการและคุ้มครองแรงงานจังหวัดสมุทรสาคร และศูนย์ความปลอดภัยในการทำงานเขต 7 (ราชบุรี) จะเชิญนายจ้างและผู้เกี่ยวข้องมาพบในวันที่ 30 มีนาคม 2566 เพื่อสอบข้อเท็จจริงเพิ่มเติมว่าได้ปฏิบัติตามพระราชบัญญัติความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงาน พ.ศ. 2554 และกฎกระทรวงกำหนดมาตรฐานในการบริหาร จัดการ และดำเนินการด้านความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงานเกี่ยวกับเครื่องจักร ปั้นจั่น หม้อน้ำ พ.ศ. 2564 หรือไม่ หากพบว่านายจ้างฝ่าฝืนหรือไม่ปฏิบัติตามกฎหมายดังกล่าวจะดำเนินการตามอำนาจหน้าที่ต่อไป

The Ministry of Labour’s Department of Labour Protection and Welfare expressed concern about the fall of a construction crane on the bridge over the Tha Chin River that hit, killed, and injured employees. Safety Inspectors of the Samut Sakhon Provincial Labour Protection and Welfare Office were instructed to find out the cause and investigate the facts, inviting the employer to meet on March 30.
The Department of Labour Protection and Welfare’s Director-General, Mr. Niyom Songkaew, spoke about the news presented in the media, where a crane lifting a mooring bucket fell and hit workers, killing one and injuring another. Therefore, he instructed the Samut Sakhon Provincial Labour Protection and Welfare Office and the Occupational Safety Center Region 7 (Ratchaburi) to send Safety Inspectors to inspect the cause of the accident. They reported that the incident happened on March 27, 2023, at 16.10 hours. The scene was a bridge construction project across the Tha Chin River in Krathum Baen District, Samut Sakhon Province. A crane truck (25 tons) was lifting a buoy that floated in the water (weighing about 300 kilograms) to move the location. Mr. Surajit Somtha, a 44-year-old Thai employee, and Mr. Ong Ko U, a 31-year-old Myanmar national contractor employee, were working on a floating buoy. The crane that lifted the floating buoy flipped on its side. The momentum hit the two employees, causing them to fall into the river. As a result, Mr. Surajit died at the scene. Mr. Ong Ko U, a migrant worker, was slightly injured and admitted to Krathumbaen Hospital. The doctor performed an x-ray of the body and allowed him to return home for further treatment without waiting to observe the symptoms. He would like to express his condolences to the deceased employee’s family and the employee injured in this event. The Samut Sakhon Provincial Labour Protection and Welfare Office will coordinate with the Samut Sakhon Provincial Social Security Office to help the affected employees receive legal benefits.
The Department of Labour Protection and Welfare’s Director-General continued that the Safety Inspector of the Samut Sakhon Provincial Office of Labour Protection and Welfare and the Occupational Safety Center Region 7 (Ratchaburi) will invite the employers and those involved to meet on March 30, 2023, to further investigate whether they have complied with the Occupational Safety, Health, and Environment Act B.E. 2554. and the Ministerial Regulations Prescribing Standards for the Management and Operation of Occupational Safety, Health and Work Environment on Machinery, Cranes and Boilers B.E. 2564.
