วันที่ 22 มีนาคม 2566 กระทรวงแรงงาน โดยกองเผยแพร่และประชาสัมพันธ์ สำนักงานปลัดกระทรวงแรงงาน จัดกิจกรรมออกหน่วยประชาสัมพันธ์เคลื่อนที่ (Road Show) ตามโครงการประชาสัมพันธ์เพื่อสร้างการรับรู้ และความเข้าใจนโยบายการบริหารจัดการ การนำเข้า ป้องกันและคุ้มครองสิทธิแรงงานต่างด้าวของกระทรวงแรงงานและรัฐบาล เพื่อสร้างการรับรู้เรื่องสิทธิของแรงงานต่างด้าว ภายใต้กรอบแนวคิด “แรงงานต่างด้าวและแรงงานไทยได้รับการดูแลอย่างเท่าเทียม” เพื่อส่งเสริมให้นายจ้างสถานประกอบการจ้างแรงงานต่างด้าวถูกกฎหมาย โดยมี พ.อ.สมบัติ สืบท้วม รอง ผอ.กอ.รมน.จังหวัด ก.บ.(ท.) เป็นประธานกล่าวเปิดงาน นางนิรมล หมื่นจิตร แรงงานจังหวัดกระบี่ กล่าวรายงานวัตถุประสงค์การจัดงาน นายสวัสดิ์ พลวัฒนกุล ผู้จัดการโรงงาน นายภัทรพงศ์ ทองด้วง ผู้จัดการฝ่ายบุคคล บริษัท ไทยแมคเอสทีอาร์ จำกัด สาขากระบี่ 2 พร้อมด้วยหัวหน้าส่วนราชการหน่วยงานสังกัดกระทรวงแรงงานจังหวัดกระบี่ และลูกจ้างแรงงานต่างด้าว ร่วมให้การต้อนรับ ณ บริษัท ไทยแมคเอสทีอาร์ จำกัด ตั้งอยู่เลขที่ 338 หมู่ที่ 1 ต.เขาคราม อ.เมืองกระบี่ จ.กระบี่ ซึ่งเป็นสถานประกอบกิจการประเภทกิจการต่อเนื่องการเกษตร การผลิตยางแผ่นรมควันส่งสินค้าให้บริษัทผลิตยางรถชั้นน้ำหลายยี่ห้อ มีการจ้างงานแรงงาน ทั้งสิ้นจำนวน 210 คน สัญชาติไทย 120 คน แรงงานต่างด้าวสัญชาติเมียนมา 90 คน
สำหรับกิจกรรมในครั้งนี้ รัฐบาล และกระทรวงแรงงาน ได้ให้ความสำคัญกับการบริหารจัดการการทำงานของคนต่างด้าวสัญชาติกัมพูชา ลาว เมียนมา และเวียดนาม โดยคำนึงถึงความมั่นคงของประเทศและความปลอดภัยของประชาชนชาวไทย ซึ่งในส่วนของกระทรวงแรงงาน โดยกองเผยแพร่และประชาสัมพันธ์ สำนักงานปลัดกระทรวงแรงงาน ได้นำกิจกรรม นิทรรศการมาออกหน่วยประชาสัมพันธ์เคลื่อนที่ตามโครงการประชาสัมพันธ์เพื่อสร้างการรับรู้ และความเข้าใจนโยบายการบริหารจัดการ การนำเข้า ป้องกันและคุ้มครองสิทธิแรงงานต่างด้าวของกระทรวงแรงงานและรัฐบาล อาทิ การแสดงนิทรรศการประชาสัมพันธ์ให้ความรู้เกี่ยวกับการคุ้มครองสิทธิแรงงานต่างด้าว อาชีพสงวนสำหรับคนไทย การส่งมอบหนังสือคู่มือสิทธิแรงงานต่างด้าว 4 ภาษา ประชาสัมพันธ์ช่องทางการติดต่อสื่อสารของกระทรวงแรงงาน การเล่นเกมแจกของรางวัล
ผลจากการประชาสัมพันธ์ในรูปแบบการจัดกิจกรรมในสถานประกอบกิจการครั้งนี้ จะเป็นการสร้างความรู้ความเข้าใจในสิทธิความเท่าเทียมระหว่างแรงงานไทยและแรงงานต่างด้าวที่จะให้ได้รับความคุ้มครองจากกฎหมายของประเทศไทย รวมถึงเป็นการแสดงออกของกระทรวงแรงงานและรัฐบาลในการมุ่งมั่นส่งเสริม ป้องกัน มิให้นายจ้าง/สถานประกอบกิจการเอารัดเอาเปรียบแรงงานต่างด้าวในสถานประกอบกิจการของตนเอง ซึ่งจะส่งผลให้การจัดลำดับสถานการณ์การค้ามนุษย์ของประเทศไทยจาก Tier 2 ไปสู่ Tier 1 ตามความมุ่งหวังของกระทรวงแรงงานและรัฐบาลอย่างต่อเนื่อง
ทั้งนี้ การใช้แรงงานที่ถูกกฎหมายจะช่วยแก้ไขปัญหาการขาดแคลนแรงงาน ซึ่งจะเกิดความมั่นคงด้านแรงงาน เศรษฐกิจและสังคมของประเทศ ที่สำคัญจะช่วยสร้างภาพลักษณ์ที่ดีของประเทศสอดคล้องกับนโยบายรัฐบาลในการดูแลสิทธิให้ความคุ้มครองแก่แรงงานทุกคน ทุกกลุ่มตลอดจนจะช่วยต่อต้านการบังคับใช้แรงงานในรูปแบบต่างๆ รวมถึงป้องกันปัญหาการค้ามนุษย์ด้านแรงงานอีกด้วย
สำหรับสถานการณ์ด้านแรงงานต่างด้าวของจังหวัดกระบี่ พบว่า มีคนต่างด้าวที่ได้รับอนุญาตทำงาน โดยจำแนกตามลักษณะการเข้าเมือง จำนวนทั้งสิ้น 12,757 คน นายจ้าง 3,068 ราย แบ่งเป็น มาตรา 59 และมาตรา 60 ทั่วไป จำนวน 1641 คน นำเข้าตาม MOU จำนวน 2,552 คน มติ ครม.วันที่ 5 กรกฎาคม 2565 จำนวน 8,490 คน มาตรา 62 (BOI) จำนวน 11 คน มาตรา 63/1 ชนกลุ่มน้อย จำนวน 63 คน แรงงานต่างด้าว 3 สัญชาติ จำนวน 11,042 คน
On March 22, 2023, the Ministry of Labour’s Division of Public Relations under the Office of the Permanent Secretary of Labour, organized a roadshow under the public relations project to create awareness and understanding of the Ministry of Labour and the government’s policies for administration, importation, and protection of foreign workers’ rights. The roadshow aims to raise awareness of the rights of migrant workers under the concept of “foreign workers and Thai workers treated equally” to encourage employers and business operators to employ foreign workers legally. Deputy Director of the Provincial Internal Security Operations Command, Colonel Sombat Suebthuam, gave an opening speech. The Krabi Provincial Labour Officer, Mrs. Niramon Muenjit, reported the event’s objectives. Factory Manager, Mr. Sawat Phonwattanakul and Human Resources Manager, Mr. Pattarapong Thongduang, or Thai Mac STR Co., Ltd., Krabi 2 branch, heads of government agencies under the Ministry of Labour in Krabi Province, and foreign workers joined to welcome them. The occasion took place at Thai Mac STR Co., Ltd., located at No. 338 Moo 1, Khao Khram Subdistrict, Mueang Krabi District, Krabi Province. The company produces smoked rubber sheets and delivers products to many brands of leading tire manufacturing companies. The company employs 210 people, 120 of whom are Thai, and 90 are Myanmar nationals.
The government and the Ministry of Labour give importance to managing Cambodian, Laotian, Myanmar, and Vietnamese workers concerning national security and the safety of the Thai people. The Ministry of Labour’s Public Relations Division, from the Office of the Permanent Secretary of Labour, launched the roadshow to create awareness and understanding of the Ministry of Labour and the government’s policies for the administration, importation, and protection of foreign workers rights. The activities included an exhibition to provide information on the protection of rights of foreign workers and occupations reserved for Thai people, giving out foreign workers’ rights handbooks in four languages to publicize the Ministry of Labour’s communication channels and organizing games with giveaways.
The public relations initiatives in organizing activities in the workplace would create knowledge and understanding of equal rights between Thai and foreign workers protected by the laws of Thailand. It also expresses the Ministry of Labour and the government’s determination to promote and prevent employers/business operators from taking advantage of foreign workers in their workplaces. This will improve Thailand’s ranking in the human trafficking situation from Tier 2 to Tier 1, following the expectations of the Ministry of Labour and the government.
Employing legal workers will help solve labour shortages, which will create labour security and promote the economy and society of the country. More importantly, it will help build a good reputation for Thailand, in line with the government’s policy on protecting the rights of all workers. It will further help combat forced labour in various forms and prevent human trafficking in labour.
Krabi has 12,757 foreigners permitted to work under 3,068 employers. This includes 1,641 people under Section 59 and 60, 2,552 under the MOU, 8,490 according to the Cabinet’s resolution on July 5, 2022, 11 people under Section 62 (BOI), 63 people under Section 63/1 who are minorities, and 11,042 workers from the three nationalities.
