วันที่ 9 สิงหาคม 2566 นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน เป็นประธานกล่าวเปิดงานกิจกรรมเปิดตัวโครงการอบรมเชิงปฏิบัติการ “สร้างอาชีพ เสริมรายได้ให้ชุมชน กระตุ้นเศรษฐกิจฐานราก แรงงานไทย” พร้อมเยี่ยมชมนิทรรศการและบูธจำหน่ายสินค้า โดยมี นายวรรณรัตน์ ศรีสุขใส รองปลัดกระทรวงแรงงาน นายเดชา พฤกษ์พัฒนรักษ์ ผู้ช่วยปลัดกระทรวงแรงงานนางสาวกรจิรัฏฐ์ พงจันทร์ศธร ผู้ช่วยปลัดกระทรวงแรงงาน พร้อมด้วยผู้บริหารระดับสูงกระทรวงแรงงาน บุคลากรหน่วยงานในสังกัดกระทรวงแรงงาน เข้าร่วมในครั้งนี้ด้วย ณ ห้องแกรนด์ เอบี โรงแรมมิราเคิล แกรนด์ คอนเวนชั่น เขตหลักสี่ กรุงเทพมหานคร
นายบุญชอบ กล่าวว่า รัฐบาลภายใต้การนำของ พล.อ.ประยุทธ์ จันทร์โอชา นายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงกลาโหม กระทรวงแรงงานภายใต้การกำกับดูแลของ พล.อ.ประวิตร วงษ์สุวรรณ รองนายกรัฐมนตรี และท่านสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน ได้ให้ความช่วยเหลือเยียวยาแรงงานทั้งแรงงานในระบบและนอกระบบที่ได้รับผลกระทบจากสถานการณ์การแพร่ระบาดของโควิด-19 ที่ผ่านมา โดยเฉพาะแรงงานนอกระบบซึ่งเป็นแรงงานกลุ่มใหญ่ของประเทศ กระทรวงแรงงานจึงได้จัดโครงการฝึกอบรมเชิงปฏิบัติการ “สร้างอาชีพเสริมรายได้ให้ชุมชน กระตุ้นเศรษฐกิจฐานราก แรงงานไทย” เพื่อเสริมสร้างความเข้มแข็งด้านอาชีพให้กับแรงงานนอกระบบอย่างยั่งยืน ได้มีทักษะที่ทันสมัยในการประกอบอาชีพและพัฒนาผลิตภัณฑ์ สามารถเพิ่มมูลค่าให้กับสินค้าหรือบริการในชุมชน ตลอดจนเพิ่มช่องทางการตลาดในโลกยุคใหม่ เช่น การตลาดออนไลน์ ที่เห็นได้อย่างชัดเจนในช่วงที่โควิด-19 แพร่ระบาดอย่างหนักว่า ผู้ที่มีศักยภาพในการทำการตลาดออนไลน์ได้รับผลกระทบน้อยกว่า หรือหลายรายสามารถเติบโตได้อย่างต่อเนื่องจนถึงปัจจุบัน กระทรวงแรงงานจึงต้องการเสริมศักยภาพดังกล่าวให้แรงงานนอกระบบอย่างทั่วถึง
นายบุญชอบ กล่าวต่อว่า การเปิดตัวโครงการอบรมเชิงปฏิบัติการ “สร้างอาชีพ เสริมรายได้ให้ชุมชน กระตุ้นเศรษฐกิจฐานราก แรงงานไทย”ในครั้งนี้ สำนักงานปลัดกระทรวงแรงงาน จัดขึ้นโดยสำนักงานนโยบายแรงงานนอกระบบ ซึ่งมีกิจกรรมสำคัญ 2 กิจกรรม ได้แก่ กิจกรรมเปิดตัวโครงการเพื่อสร้างความรู้ความเข้าใจแนวทางการดำเนินงานโครงการให้แก่บุคลากรของกระทรวงแรงงาน โดยมีผู้เข้าร่วมจากผู้แทนหน่วยงานในสังกัดกระทรวงแรงงาน ทั้งส่วนกลางและส่วนภูมิภาค จำนวน 400 คน และกิจกรรมจัดฝึกอบรมเพิ่มความรู้และทักษะในการประกอบอาชีพ จำนวน 231 รุ่น ผู้เข้ารับการฝึกอบรม 25,410 คน ซึ่งจะดำเนินการทั่วประเทศ
“กระทรวงแรงงานให้ความสำคัญกับแรงงานนอกระบบที่มีอยู่กว่า 20 ล้านคน ซึ่งแนวโน้มการประกอบอาชีพในปัจจุบันและอนาคต คนรุ่นใหม่ต่างสนใจที่จะประกอบอาชีพอิสระเพิ่มขึ้น กระทรวงแรงงานจึงได้ผลักดันร่างพระราชบัญญัติส่งเสริม คุ้มครอง และพัฒนาแรงงานนอกระบบให้มีผลบังคับใช้ ซึ่งขณะนี้ได้ผ่านการพิจารณาของคณะกรรมการกฤษฎีกาแล้ว และรอเข้าสู่กระบวนการทางรัฐสภา หากกฎหมายดังกล่าวมีผลใช้บังคับก็จะช่วยให้แรงงานนอกระบบมีคุณภาพชีวิตที่ดียิ่งขึ้นต่อไป”ปลัดกระทรวงแรงงาน กล่าวท้ายสุด
On August 9, 2023, the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, presided over the opening ceremony of the launch event of the workshop on “creating careers and increasing income for the community to stimulate the Thai grassroots economy and workforce.” He also visited exhibitions and product booths. The Deputy Permanent Secretary of Labour, Mr. Wannarat Srisuksai, Assistant Permanent Secretary of Labour, Mr. Decha Pruekphathanarak, Assistant to the Permanent Secretary of Labour, Ms. Kornjirat Pongjansat, the Ministry of Labour’s executives and personnel under the Ministry of Labour’s agencies also participated in the occasion at the Grand AB Room, the Miracle Grand Convention Hotel, Lak Si District, Bangkok.
Mr. Boonchob said that the government under the leadership of the Prime Minister and Minister of Defense, General Prayuth Chan-ocha, the Ministry of Labour under the supervision of the Deputy Prime Minister General Prawit Wongsuwan, and the Labour Minister, Mr. Suchart Chomklin, has provided relief support to both formal and informal workers affected by the recent COVID-19 pandemic, especially informal workers who form a large group of workers in the country. The Ministry of Labour organized a workshop training program on “creating careers and increasing income for the community to stimulate the Thai grassroots economy and workforce.” It aims to strengthen careers for informal workers sustainably, equipping them with relevant skills in occupation and product development to add value to goods or services in the community and increasing marketing channels in the modern world, such as online marketing. During the COVID-19 period, it was evident that people in online marketing professions were less affected. Some continued to grow until now. The Ministry of Labour, therefore, wants to enhance such potential for informal workers.
Mr. Boonchob continued that the commencement of the workshop on “creating careers and increasing income for the community to stimulate the Thai grassroots economy and workforce” was organized by the Informal Labour Policy Office. There are two activities. The first is the project launch to create knowledge and understanding of the project implementation guidelines for personnel under the Ministry of Labour with participants from representatives of subordinate agencies from central and provincial areas totaling 400 people. The second is training to enhance knowledge and occupational skills through 231 classes with 25,410 trainees, which will be conducted nationwide.
“The Ministry of Labour gives importance to informal workers where there are over 20 million people. The current and future career trends among young people are increasingly becoming self-employment. The Ministry of Labour, therefore, pushed for the bill to promote, protect and develop informal workers. It has now been considered by the Council of State and waiting for the parliamentary process. If the law comes into force, it will help informal workers to have a better quality of life,” concluded the Permanent Secretary of Labour.
