วันที่ 24 พฤษภาคม 2566 นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน เป็นประธานเปิดการสัมมนาทางวิชาการของสภาที่ปรึกษาเพื่อพัฒนาแรงงานแห่งชาติ เรื่อง อนาคตตลาดแรงงานภายใต้การเปลี่ยนผ่าน เพื่อศึกษาสถานการณ์ตลาดแรงงานหลังการเปลี่ยนผ่านจากวิกฤตเศรษฐกิจโรคติดเชื้อไวรัสโคโรนา 2019 (COVID-19) วิเคราะห์ทักษะที่จำเป็นสอดคล้องกับความต้องการของนายจ้างและสถานประกอบการ การพัฒนาทักษะใหม่ให้แรงงานที่ทำงานอยู่ในธุรกิจเอสเอ็มอี รวมถึงจัดทำข้อเสนอแนะเชิงนโยบายให้เกิดประโยชน์ต่อการพัฒนาผลิตภาพแรงงานและเพิ่มขีดความสามารถในการขับเคลื่อนเศรษฐกิจของประเทศ โดยมี นางนภสร ทุ่งสุกใส ที่ปรึกษาวิชาการแรงงาน ดำเนินการอภิปราย ณ โรงแรม ดิเอมเมอรัลด์ ถนนรัชดาภิเษก เขตดินแดง กรุงเทพมหานคร
นายบุญชอบ กล่าวว่า การสัมมนาทางวิชาการในวันนี้เป็นส่วนหนึ่งของการศึกษา วิเคราะห์ วิจัย และจัดทำข้อเสนอแนะด้านแรงงาน ประจำปี 2566 ที่ดำเนินการมาระยะหนึ่งแล้ว ซี่งในครั้งนี้มุ่งเน้นศึกษาปัญหาตลาดแรงงานภายหลังสิ้นสุดการแพร่ระบาดของโรคโควิด-19 กระแสโลกาภิวัตน์ที่เราไม่อาจหลีกเลี่ยงได้ และกำลังคุกคามต่อแรงงานของประเทศ อาทิการเปลี่ยนผ่านไปสู่ระบบเศรษฐกิจที่ขับเคลื่อนด้วยสมาร์ทเทคโนโลยี การเกิดโรคอุบัติใหม่ สงครามทางเศรษฐกิจ ทัศนคติการทำงานของคนรุ่นใหม่ รวมถึงการเปลี่ยนแปลงโครงสร้างประชากร และขอชมเชยผู้จัดการสัมมนาที่เลือกหัวข้อ “ ตลาดแรงงานภายใต้การเปลี่ยนผ่าน ” มาเป็นหัวข้อการสัมมนาในวันนี้ เพราะตลาดแรงงานเป็นเรื่องที่มีพลังมาก การแก้ไขปัญหานอกจากต้องทำอย่างต่อเนื่องแล้ว ยังต้องอาศัยความร่วมมือและการทำงานร่วมกันอีกด้วย รูปแบบหนึ่งของการทำงานร่วมกันที่กระผมใคร่ขอยกมากล่าวถึงในวันนี้ คือ “ระบบไตรภาคี”
ปลัดกระทรวงแรงงาน กล่าวเพิ่มเติมว่า กระทรวงแรงงานเป็นกระทรวงที่มีการนำระบบกรรมการไตรภาคีมาใช้มากที่สุด โดยมีถึง 15 คณะ ทั้งนี้ยังไม่นับรวมอนุกรรมการไตรภาคี และคณะทำงานไตรภาคีที่ช่วยปฏิบัติงานให้กับกรรมการไตรภาคีอีกจำนวนมาก เช่น อนุกรรมการเพื่อศึกษาเฉพาะด้าน อนุกรรมการที่ทำงานในระดับจังหวัด สำหรับกรรมการสภาที่ปรึกษาเพื่อพัฒนาแรงงานแห่งชาติ ซึ่งเป็นผู้จัดงานสัมมนาในวันนี้ คือ หนึ่งใน 15 กรรมการไตรภาคี ของกระทรวงแรงงาน ซึ่งจัดตั้งมาแล้วกว่า 45 ปี มีกฎหมายรองรับเป็นการเฉพาะคือคำสั่งคณะปฏิรูปการปกครองแผ่นดิน ฉบับที่ 47 โดยกรรมการสภาที่ปรึกษาฯ มีบทบาทสำคัญในด้านเป็นที่ปรึกษาให้กับรัฐบาลในเรื่องเกี่ยวกับแรงงาน โดยเฉพาะในด้านการเสนอนโยบาย ให้ความเห็นการพัฒนา และแก้ปัญหาต่าง ๆ ด้านแรงงาน
“แรงงาน คือ สิ่งสำคัญที่ช่วยลดช่องว่างของการพัฒนา และทำให้เศรษฐกิจของประเทศก้าวพ้นช่วงรอยต่อของการเปลี่ยนผ่านได้ กระผมจึงมุ่งหวังให้เวทีในวันนี้ เป็นเวทีที่จะบูรณาการความร่วมมือ และระดมความคิดเห็นอันจะนำไปสู่การจัดทำข้อเสนอแนะด้านแรงงาน เพื่อผลักดันให้เป็นนโยบายของรัฐบาลต่อไป” ปลัดฯ แรงงานกล่าวทิ้งท้าย
On May 24, 2023, the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, presided over the opening ceremony of the National Labour Development Advisory Council Seminar on the future of the labour market under transition. The seminar aims to study the labour market after the transition from the COVID-19 economic crisis to analyze the skills needed in line with the needs of employers and workplaces to develop new skills for workers working in SME businesses. It also aims to make policy recommendations to benefit labour productivity and increase the country’s economic driving ability. The discussions were conducted at the Emerald Hotel, Ratchadaphisek Road, Din Daeng, Bangkok.
Mr. Boonchob said that today’s academic seminar is part of the study, analysis, research, and preparation of recommendations on labour for 2023, which has been ongoing for some time. This time, it focused on studying labour market issues following the COVID-19 pandemic, unavoidable globalization, and factors that threaten the country’s workforce, such as the transition to a smart technology-driven economy, the emergence of new diseases, the economic war, the working attitude of the new generation, including changes in the population structure. He commended the seminar’s organizer for choosing “the labour market under transition” as the topic of today’s seminar. The labour market is a very dynamic subject. Troubleshooting continuously requires collaboration and collaboration. One form of collaboration that he mentioned was the “Trilateral System.”
The Permanent Secretary of Labour added that the Ministry of Labour adopts the tripartite committee system the most, with 15 committees, not including the tripartite subcommittees and working groups that support work for many other tripartite committees, such as the subcommittee for specific studies, and the subcommittees working at the provincial level. Members of the Advisory Council for National Labour Development, the organizer of today’s seminar, are one of the 15 tripartite committees of the Ministry of Labour, established over 45 years. It is supported by a specific law, namely, the Order of the National Administrative Reform Council, No. 47. The Advisory Council’s Committee plays an important role as an advisor to the government on labour matters, especially in terms of policy proposals, suggestions on the development, and resolutions to various labour issues.
“The workforce is the important component that helps reduce the development gap and supports the country’s economy beyond the transition period. Therefore, I look forward to today’s seminar. It is a platform to integrate cooperation and brainstorm ideas that will lead to the preparation of workforce recommendations to push further for government policy,” concluded the Permanent Secretary of Labour.
