วันที่ 21 มีนาคม 2566 เวลา 13.30 น. นางโสภา เกียรตินิรชา หัวหน้าผู้ตรวจราชการกระทรวงแรงงาน ลงพื้นที่จังหวัดลพบุรี ตรวจเยี่ยมสถานประกอบกิจการที่จ้างคนต่างด้าวทำงาน เพื่อตรวจคุ้มครองดูแลสิทธิแรงงานของลูกจ้างแรงงานต่างด้าวให้ได้รับการปฏิบัติตามกฎหมายอย่างเท่าเทียมกับแรงงานไทย โดยมีคุณนุสิทธิ์ ตันติบูล ผู้บริหารระดับสูง บริษัท วี สถาปัตย์ จำกัด ( สนญ. เพชรบูรณ์) มอบหมายให้ฝ่ายจัดการ ผู้จัดการโครงการประจำลพบุรี และผู้จัดการฝ่ายทรัพยากรบุคคล สนญ. เพชรบูรณ์ ให้การต้อนรับ รวมถึงนางวันทนา ณัฐพูลวัฒน์ ผู้ตรวจราชการกรม สำนักงานประกันสังคม หัวหน้าส่วนราชการหน่วยงานในสังกัดกระทรวงแรงงานจังหวัดลพบุรี ให้การต้อนรับ ณ บริษัท วี สถาปัตย์ จำกัด สถานประกอบการประเภทก่อสร้าง ตั้งอยู่ที่ (แคมป์ก่อสร้าง) ณ มหาวิทยาลัยราชภัฏเทพสตรี เลขที่ 321 ถนนนารายณ์มหาราช ตำบลทะเลชุมศร อำเภอเมืองลพบุรี จังหวัดลพบุรี (การก่อสร้างอาคารศูนย์กีฬาและวิทยาศาสตร์สุขภาพ) มีลูกจ้างทั้งสิ้น 46 คน เป็นแรงงานไทย 35 คน แรงงานต่างด้าว 11 คน สัญชาติเมียนมา 8 คน สัญชาติลาว 3 คน
นางโสภาฯ กล่าวว่า รัฐมนตรีว่าการกระทรวงแรงงาน นายสุชาติ ชมกลิ่น ได้ให้ความสำคัญกับการบริหารจัดการการทำงานของคนต่างด้าวสัญชาติกัมพูชา ลาว เมียนมา และเวียดนาม โดยคำนึงถึงความมั่นคงของประเทศและความปลอดภัยของประชาชนชาวไทย การลงพื้นที่ในครั้งนี้เพื่อตรวจติดตามการดำเนินการตรวจคัดกรองเบื้องต้นการบังคับใช้แรงงาน หรือบริการและการค้ามนุษย์ด้านแรงงานในแรงงานต่างด้าว ตามมาตรฐานการปฏิบัติงานการตรวจคัดกรอง (SOP) รบ.1 ให้เป็นไปตามกลไกการส่งต่อระดับชาติ มีวัตถุประสงค์เพื่อตรวจติดตามการดำเนินงานการตรวจคุ้มครองแรงงาน และการตรวจคัดกรองเบื้องต้น เพื่อแสวงหาข้อบ่งชี้สำหรับบุคคลที่มีเหตุอันควรสงสัยได้ว่าอาจเป็นผู้เสียหายจากการแสวงหาประโยชน์ด้านแรงงาน แรงงานบังคับ หรือการค้ามนุษย์ด้านแรงงานในแรงงานต่างด้าว รวมทั้งเพื่อตรวจติดตามการรายงานผลการตรวจคัดกรองเบื้องต้นจากการใช้มาตรฐานการปฏิบัติงาน และ แบบ รบ.1 เพื่อแสวงหาข้อบ่งชี้สำหรับบุคคลที่มีเหตุอันควรสงสัยได้ว่าอาจะเป็นผู้เสียหายจากการแสวงหาประโยชน์ด้านแรงงาน แรงงานบังคับ หรือการค้ามนุษย์ด้านแรงงาน ให้มีประสิทธิภาพและเป็นไปตาม NRM ตลอดจนรับทราบปัญหาอุปสรรค กระบวนการ วิธีการตรวจคุ้มครองแรงงาน และการตรวจคัดกรองเบื้องต้น เพื่อแสวงหาข้อบ่งชี้สำหรับบุคคลที่มีเหตุอันควรสงสัยได้ว่าอาจเป็นผู้เสียหายจากการแสวงหาประโยชน์ด้านแรงงาน
สำหรับสถานการณ์ด้านแรงงานต่างด้าวของจังหวัดลพบุรี ปัจจุบันมีคนต่างด้าวที่ได้รับอนุญาตทำงานตาม พ.ร.ก.การบริหารจัดการการทำงานของคนต่างด้าวฯ เป็นแรงงานต่างด้าว 3 สัญชาติ (ข้อมูล ณ เดือนธันวาคม 2565) จำนวนทั้งสิ้น 14,173 คน ประกอบด้วย กัมพูชา 4,120 คน ลาว 1,001 คน และเมียนมา 9,052 คน

On March 21, 2023, at 13.30 hours, the Ministry of Labour’s Chief Inspector-General, Mrs. Sopa Kieatnircha, visited Lopburi to inspect business establishments that employ foreigners to work, to monitor and protect the rights of foreign workers, ensuring equal treatment with Thai workers. The Senior Executive of V Architect Company Limited (Phetchabun Head Office), Khun Nusit Tantibul, assigned the Lopburi Project Manager and Human Resources Manager from the Phetchabun Head Office to give a welcome. The Social Security Office’s Inspector-General, Mrs. Wantana Nuttapoolwat, and heads of government agencies under the Ministry of Labour in Lopburi Province gave a welcome at V Architect Company Limited. The company is in the construction business and is located (the construction camp) at Thepsatri Rajabhat University, 321 Narai Maharat Road, Thale Chumson Subdistrict, Mueang Lopburi District, Lopburi Province (Construction of Sports and Health Science Center Building). There are 46 employees, comprising 35 Thais and 11 foreign workers, including 8 Myanmar nationals and 3 Laotian nationals.
Mrs. Sopa said that the Labour Minister, Mr. Suchart Chomklin gives importance to managing Cambodian, Laotian, Myanmar, and Vietnamese workers concerning national security and the safety of Thai people. The visit today was to monitor the implementation of the preliminary screening of forced labour or services and labour trafficking in foreign workers, following the Screening Operational Procedure (SOP) Ror.Bor. 1 according to the national referral mechanism. The objective is to monitor the operations of the labour protection inspection and preliminary screening to identify people with reasonable suspicion of being victims of labour exploitation, forced labour, or human trafficking among migrant workers. It also monitors the preliminary screening report from applying the operational standards and form Ror.Bor. 1 to seek indications for persons who have reasonable grounds to suspect that they may be victims of labour exploitation, forced labour, or human trafficking, to be effective and following the NRM, as well as to acknowledge the problems, obstacles, processes, methods of labour protection inspections and preliminary screening to identify people who who have reasonable grounds to suspect that they may be victims of labour exploitation.
Lopburi Province has 14,173 foreign workers of three nationalities permitted to work under The Royal Decree on the Management of Foreign Workers’ Work (data as of December 2022). There are 4,120 Cambodian workers, 1,001 Laotian workers, and 9,052 Myanmar workers.
