รัฐมนตรีว่าการกระทรวงแรงงาน ส่งหัวหน้าผู้ตรวจกระทรวงแรงงาน พร้อมหน่วยงานที่เกี่ยวข้องลงพื้นที่ตรวจสอบหลังเกิดเหตุคานสะพานข้ามแยกถล่มขณะกำลังก่อสร้างพร้อมดูแลสิทธิประโยชน์ลูกจ้างเต็มที่
นายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยหลังทราบเหตุคานสะพานข้ามแยกถล่มในพื้นที่ลาดกระบังจนทำให้มีลูกจ้างเสียชีวิต และได้รับบาดเจ็บ ว่า ผมขอแสดงความเสียใจกับญาติผู้เสียชีวิตและผู้ที่ได้รับบาดเจ็บจากเหตุการณ์นี้ ซึ่งจากเหตุการณ์ดังกล่าว ท่านนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงกลาโหม พลเอก ประยุทธ์ จันทร์โอชา ได้มีความห่วงใย และกำชับให้หน่วยงานที่เกี่ยวข้อง เร่งตรวจสอบให้ความช่วยเหลืออย่างเร่งด่วน ในส่วนของกระทรวงแรงงาน ผมได้มอบหมายให้ นางโสภา เกียรตินิรชา หัวหน้าผู้ตรวจราชการกระทรวงแรงงาน พร้อมด้วย นายสมพจน์ กวางแก้ว รองอธิบดี กสร. ลงพื้นที่ตรวจสอบข้อเท็จจริงร่วมกับพนักงานตรวจความปลอดภัย สำนักงานสวัสดิการและคุ้มครองแรงงานกรุงเทพมหานครพื้นที่ 10 (สรพ.10) และ ศูนย์ความปลอดภัยในการทำงานเขต 12 (ศปข.12) พบว่า มีผู้ได้รับบาดเจ็บจำนวน 13 ราย และเสียชีวิตจำนวน 2 ราย เบื้องต้นผมได้สั่งการให้เร่งดำเนินการให้ลูกจ้างผู้ได้รับบาดเจ็บและญาติของผู้เสียชีวิต ได้รับสิทธิประโยชน์ตามกฎหมาย และตรวจสอบสาเหตุการเกิดอุบัติเหตุในครั้งนี้ว่ามีการฝ่าฝืนหรือไม่ปฏิบัติตามกฎหมายเกี่ยวกับความปลอดภัยในการทำงาน
นางโสภา เกียรตินิรชา หัวหน้าผู้ตรวจราชการกระทรวงแรงงาน กล่าวว่า ตนได้ลงพื้นที่ร่วมกับหน่วยงานในสังกัดกระทรวงแรงงาน ได้แก่ กรมสวัสดิการและคุ้มครองแรงงาน และสำนักงานประกันสังคม เพื่อตรวจสอบข้อเท็จจริงและให้ความช่วยเหลือลูกจ้างที่บาดเจ็บและเสียชีวิต ทราบว่า ผู้ได้รับบาดเจ็บถูกส่งตัวเข้ารับการรักษาที่โรงพยาบาลลาดกระบัง จำนวน 8 ราย โรงพยาบาลจุฬารัตน์ จำนวน 5 ราย และผู้เสียชีวิตจำนวน 2 ราย เป็นลูกจ้างผู้รับเหมาช่วง โดย สรพ.10 และศปข.12 จะเชิญนายจ้างและผู้เกี่ยวข้องมาพบในวันที่ 18 กรกฎาคม 2566 เพื่อตรวจสอบว่านายจ้างได้ปฏิบัติอย่างถูกต้องตามพระราชบัญญัติความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงาน พ.ศ. 2554 และกฎกระทรวงกำหนดมาตรฐานในการบริหารจัดการ และดำเนินการด้านความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงานเกี่ยวกับเครื่องจักร ปั้นจั่น หม้อน้ำ พ.ศ. 2564 หรือไม่ หากพบว่านายจ้างฝ่าฝืนหรือไม่ปฏิบัติตามกฎหมายดังกล่าวจะดำเนินการตามอำนาจหน้าที่ต่อไป จากนั้นยังได้เดินทางไปเยี่ยมลูกจ้างที่ได้รับบาดเจ็บ ณ โรงพยาบาลจุฬารัตน์ 9 เพื่อสร้างขวัญและกำลังใจแก่ผู้บาดเจ็บ
ทั้งนี้ กระทรวงแรงงานจะเร่งดำเนินการให้ลูกจ้างที่บาดเจ็บได้รับสิทธิประโยชน์เรื่องการรักษาพยาบาล สิทธิประโยชน์ทดแทนจากสำนักงานประกันสังคม พร้อมให้ความช่วยเหลือแก่ครอบครัวลูกจ้างที่เสียชีวิตให้ได้รับสิทธิประโยชน์พึงได้ตามกฎหมายต่อไป
The Labour Minister assigned the Ministry of Labour’s Chief Inspector and related agencies to the area where the beams of a crossing bridge collapsed during construction and to fully look after employee benefits.
The Labour Minister, Mr. Suchart Chomklin, revealed that he had learned of the collapse of beams from a crossing bridge in the Lat Krabang area, causing the death and injury to workers. He expressed his condolences to the relatives of the deceased and those injured in the event. The Prime Minister and Minister of Defense, General Prayut Chan-ocha, expressed concerns and urged relevant agencies to expedite an inspection and provide immediate assistance. On the Ministry of Labour’s part, the Ministry of Labour’s Chief Inspector-General, Mrs. Sopa Kieatnircha, and the Department of Labour Protection and Welfare’s Inspector-General, Mr. Somphot Kwangkaew, to go on a fact-finding visit with safety inspectors from the Bangkok Labour Protection and Welfare Office, Area 10, and the Occupational Safety Center, Area 12. The inspection found that there were 13 injured people and two deaths. The team expedited actions for injured employees and relatives of the deceased to receive legal benefits and investigate the cause of the accident to see if there was a violation or non-compliance with the law on work safety.
The Ministry of Labour’s Chief Inspector-General, Mrs. Sopa Kieatnircha, said that she visited the area with agencies under the Ministry of Labour, namely the Department of Labour Protection and Welfare, and the Social Security Office, to investigate the facts and provide assistance to the injured and deceased workers. Eight injured people were sent to Ladkrabang Hospital and five to Chularat Hospital. The two deceased were subcontractors. The Bangkok Labour Protection and Welfare Office, Area 10, and the Occupational Safety Center, Area 12, will invite the employers and related parties to meet on July 18, 2023, to verify whether the employers have complied with the Occupational Safety, Health, and Working Environment Act. B.E. 2554 and the ministerial regulations prescribing standards for management and action on occupational safety, health, and working environment about machines, cranes, boilers, B.E. 2564. After that, she visited the injured employees at Chularat 9 Hospital to build morale and encouragement.
In this regard, the Ministry of Labour will speed up the process for injured employees to receive medical benefits from the Social Security Office. The Ministry is ready to assist the families of the deceased employees to receive their legal entitlements.
