นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่ากระทรวงแรงงาน ยืนยันว่า การผลักดันนโยบายค่าแรงขั้นต่ำ ผ่านกลไกของคณะกรรมการไตรภาคี 400 บาท ทั่วประเทศ ในปี 2567 กำลังดำเนินการอยู่ และจะดำเนินการไปถึง 600 บาท ในปี 2570 อย่างแน่นอน
นายพิพัฒน์ ให้รายละเอียดว่า การชี้แจงต่อที่ประชุมสภาผู้แทนราษฎร ในการอภิปรายทั่วไปอาจจะสื่อสารแล้วเกิดความเข้าใจผิด จึงขอยืนยันว่า ขณะนี้การดำเนินการขึ้นค่าแรงขั้นต่ำ 400 บาท นำร่อง 10 จังหวัด ที่ดำเนินการ ผ่านคณะกรรมการไตรภาคี ประกาศใช้วันที่ 13 เมษายน 2567 เป็นการดำเนินการเป็นขั้น เป็นตอน เพื่อให้ทุกภาคส่วนได้มีการเตรียมตัวรองรับผลกระทบต่างๆ
“ผมเองมีการสื่อสาร จากคำว่าการขึ้นค่าแรงเกิดเป็นหย่อม ความหมายก็คือเราต้องพยายามทำให้ไปทีละ section ทีละอาชีพ เพื่อความมั่นคงและเพื่อความอยู่รอดของผู้ประกอบการ เพราะฉะนั้นกระทรวงแรงงาน โดยท่านปลัดกระทรวงแรงงาน มีการเรียกประชุมไตรภาคี ก็คือฝ่ายนายจ้างลูกจ้าง และฝ่ายข้าราชการ ในวันที่ 26 มี.ค. 2567 ที่ผ่านมาก็ถือว่าเป็นการประกาศนำร่องใน 10 จังหวัด นั่นก็คือเราพยายามที่จะทำไปทีละขั้น ทีละตอน ซึ่งในความหมายที่ผมได้สื่อออกไปนั้น ผมคิดว่าเราทำอย่างนักวิชาการทำให้ผู้ประกอบการได้รับรู้ รับทราบว่านโยบายของรัฐบาลเรื่อง 400 บาท ค่าแรงขั้นต่ำประกาศทั่วประเทศในปี2567 เป็นเป้าหมาย”นายพิพัฒน์ กล่าว
นายพิพัฒน์ ให้ความมั่นใจด้วยว่า กระทรวงแรงงาน ได้พิจารณาดำเนินการขึ้นค่าแรงผ่านกลไกของคณะกรรมการไตรภาคี โดยจะดำเนินการขึ้นค่าแรงขั้นต่ำ ไปจนถึง 600 บาท ในปี 2570 ซึ่งเป็นไปตามนโยบายของรัฐบาลชุดนี้ที่ได้แถลงไว้ต่อรัฐสภา
The Labour Minister, Mr. Phiphat Ratchakitprakarn, confirmed a push for the minimum wage policy through the tripartite committee’s mechanism. A 400 Baht minimum wage nationwide in 2024 is currently being implemented and will reach 600 Baht in 2027.
Mr. Phiphat provided clarification to the House of Representatives meeting. In general discussions, there may be misunderstandings when communicating. Therefore, he confirmed that the implementation of raising the minimum wage to 400 Baht is currently being piloted in 10 provinces through a tripartite committee. Announced to be effective on April 13, 2024, it is a step-by-step process to allow all sectors to prepare for various impacts.
“I have communicated that “wage increases occur in phases.” The meaning is that we must try to do phases, one career at a time, for the stability and survival of businesses. Therefore, the Ministry of Labour, by the Permanent Secretary of Labour, called a tripartite meeting on March 26, 2024, with employers, employees, and government officials. The announcement was for a pilot to happen in 10 provinces. That is, we have tried to do it step by step, in phases, which is the meaning that I have conveyed. We have done it in a way that academics had informed businesses and for them to acknowledge that the government’s policy on a 400 Baht minimum wage nationwide in 2024 is the goal,” Mr. Phiphat said.
Mr. Phiphat provided confidence that the Ministry of Labour considered increasing wages through the mechanism of the tripartite committee. It will raise the minimum wage to 600 Baht in 2027, in line with the policy of this government announced to Parliament.
