มติคณะกรรมการค่าจ้าง ยืนยันผลอัตราค่าจ้างขั้นต่ำ ปี 2567 ตามมติคณะกรรมการค่าจ้างเมื่อวันที่ 8 ธันวาคม 2566 คือ ขึ้นสูงสุด 370 บาท ที่ภูเก็ต ต่ำสุดอยู่ที่ 330 บาท จ.นราธิวาส ปัตตานี ยะลา ส่วนกรุงเทพฯ และปริมณฑล อยู่ที่ 363 บาท
วันที่ 20 ธันวาคม 2566 นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน เปิดเผยภายหลังเป็นประธานการประชุมคณะกรรมการค่าจ้างชุดที่ 22 เพื่อทบทวนการกำหนดอัตราค่าจ้าง ปี 2567 ว่า การประชุมคณะกรรมการค่าจ้างชุดที่ 22 ในวันนี้ ได้นำข้อสังเกตของรัฐมนตรีว่าการกระทรวงแรงงานมาประกอบการพิจารณาอัตราค่าจ้างขั้นต่ำ ปี 2567 แล้ว ที่ประชุมมีมติเป็นเอกฉันท์ให้ยึดตามมติคณะกรรมการค่าจ้างเดิม เมื่อวันที่ 8 ธันวาคม 2566 เนื่องจากสูตรการคำนวณอัตราค่าจ้างขั้นต่ำที่คณะกรรมการค่าจ้างใช้ในการกำหนดอัตราค่าจ้างขั้นต่ำปี 2567 เป็นสูตรที่คณะกรรมการค่าจ้างได้มีมติเห็นชอบให้คณะอนุกรรมการฯจังหวัดทุกจังหวัดใช้เป็นหลักเกณฑ์ในการพิจารณาอัตราค่าจ้างขั้นต่ำ ซึ่งเป็นการพิจารณาด้วยเหตุและผลบนข้อมูลเศรษฐกิจปัจจุบัน จึงเห็นควรให้ปรับอัตราค่าจ้างด้วยความเหมาะสมและความเป็นจริง และเป็นการพิจารณาอยู่บนพื้นฐานของความเสมอภาค เป็นธรรม และน่าเชื่อถือโดยให้ปรับอัตราค่าจ้างขั้นต่ำในอัตราวันละ 2-16 บาท (เฉลี่ยร้อยละ 2.37) แบ่งเป็น 17 อัตรา โดยมีอัตราสูงสุดในจังหวัดภูเก็ต คือวันละ370 บาท และอัตราต่ำสุดในจังหวัดนราธิวาส ปัตตานี และยะลา คือวันละ 330 บาท
“สำหรับข้อสังเกตของรัฐมนตรีว่าการกระทรวงแรงงานนั้น คณะกรรมการค่าจ้างจะนำไปใช้ประกอบการพิจารณาปรับปรุงสูตรในการกำหนดอัตราค่าจ้างใหม่ ซึ่งเป็นการปรับสูตรในรอบ 6 ปี ซึ่งวันที่ 17 มกราคม 2567 จะลงนามแต่งตั้งอนุกรรมการปรับสูตรคำนวณค่าจ้างขั้นต่ำใหม่ ส่วนการปรับค่าจ้างครั้งที่ 2 นั้นจะเป็นช่วงใด จะต้องดูตามเวลาดำเนินงาน พร้อมกับดูว่าจะมีไตรภาคีเสนอเรื่องนี้มาหรือไม่ และเมื่อได้สูตรใหม่แล้วจะเรียกประชุมบอร์ดค่าจ้างใหม่อีกครั้ง แต่ตอนนี้ใช้ตามมติเดิมไปก่อน อย่างไรก็ตาม ผมจะพยายามทำเต็มที่ และโดยเร็วที่สุด โดยคิดว่าในช่วงปี 2567 จะได้สูตรการคิดอัตราค่าจ้างขั้นต่ำใหม่ ซึ่งเราจะพิจารณาในประเภทกิจการเป็นสำคัญ เช่น การท่องเที่ยว บริการ ซึ่งอาจเป็นประเด็นหนึ่งที่ใช้ในการพิจารณาปรับสูตร โดยจะรีบนำเข้าครม.ในอาทิตย์หน้า เพื่อพิจารณาให้ความเห็นชอบโดยเร็วที่สุด และให้มีผลใช้บังคับ ตั้งแต่วันที่ 1 มกราคม 2567 เป็นต้นไป ” นายไพโรจน์ ฯ กล่าว
นายไพโรจน์ กล่าวต่อว่า ในการพิจารณาค่าจ้างขั้นต่ำในปี 2567 ที่ประชุมได้พิจารณากำหนดบนพื้นฐานของความเสมอภาคและการหารือของแต่ละจังหวัด และการปรับอัตราค่าจ้างขั้นต่ำในครั้งนี้เป็นการปรับเพื่อให้แรงงานทั่วไปแรกเข้าทำงาน สามารถดำรงชีพอยู่ได้ตามสมควรแก่มาตรฐานการครองชีพ สภาพเศรษฐกิจและสังคมในปัจจุบัน รวมทั้งเหมาะสมตามความสามารถของธุรกิจในท้องถิ่นนั้น โดยพิจารณาบนพื้นฐานของความเสมอภาค และรับฟังความคิดเห็นของทุกฝ่าย เพื่อให้นายจ้าง/ลูกจ้าง สามารถประกอบธุรกิจและดำรงชีวิตอยู่ได้อย่างเป็นสุข
The Wage Committee confirmed the results of the minimum wage rate for 2024 following the Wage Committee’s resolution on December 8, 2023; the highest is 370 Baht in Phuket, and the lowest is 330 Baht in Narathiwat, Pattani, and Yala provinces. Bangkok and surrounding areas are 363 Baht.
On December 20, 2023, the Permanent Secretary of Labour, Mr. Phairoj Chotikasatian, gave a speech after chairing the meeting of the 22nd Wage Committee to review wage rates for 2024. He said that today’s meeting of the 22nd Wage Committee took the observations of the Labour Minister into account when considering the minimum wage rates for 2024. The meeting unanimously resolved to adhere to the original resolution of the Wage Committee on December 8, 2023, the reason being the formula used by the Wage Committee in calculating the minimum wage rate in 2024 is a formula that the Wage Committee approved for the Provincial Subcommittees in every province to use as a criterion for considering the minimum wage rate. This is a consideration of cause and effect based on current economic data. Therefore, it is considered appropriate to adjust the wage rate based on appropriateness and reality. Furthermore, it is considered on the basis of equality, fairness, and reliability, adjusting the minimum wage rate by 2 to 16 Baht per day (average 2.37 percent). The rates are divided into 17 rates, with the highest rate in Phuket Province being 370 Baht and the lowest in Narathiwat, Pattani, and Yala provinces, at 330 Baht per day.
“The Wage Committee will use the Labour Minister’s observations to consider improving the formula for determining the new wage rate. This is an adjustment of the formula in 6 years. On January 17, 2024, a subcommittee will be signed to adjust the formula for calculating the new minimum wage. As for when the second adjustment will be, we must consider operations and whether there will be a tripartite proposal on this matter. When the new formula is received, a new meeting of the Wage Committee will be called again. But for now, we will remain with the original resolution. However, I will try my best, and as soon as possible. It is thought that in 2024, there will be a new formula for calculating the minimum wage rate. We will consider mainly business types, such as tourism and services, which may be one of the issues to consider when adjusting the formula. It will be brought into the Cabinet next week to consider and approve as soon as possible and be effective from January 1, 2024 onwards,” Mr. Phairoj said.
Mr. Phairoj said that in considering the minimum wage in 2024, the meeting considered setting it on the basis of equality and consultation of each province. The adjustment of the minimum wage rate this time is an adjustment to allow general workers to enter the workforce and to be able to live a life that is appropriate to the standard of living and in the current economic and social conditions. It also considers appropriateness according to the capabilities of the local business on the basis of equality and listening to the opinions of all parties for employers and employees to be able to conduct business and live happily.
