วันที่ 29 สิงหาคม 2566 เวลา 13.30 น. นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน เป็นประธานมอบนโยบายและแนวทางการปฏิบัติงานของอาสาสมัครแรงงานกรุงเทพมหานคร ในปีงบประมาณ พ.ศ. 2567 เพื่อชี้แจง สร้างความรู้ ความเข้าใจเกี่ยวกับภารกิจสำคัญของหน่วยงานในสังกัดกระทรวงแรงงานที่จะขับเคลื่อน การสะท้อนปัญหา อุปสรรค และทบทวนการปฏิบัติงานของอาสาสมัครแรงงานกรุงเทพมหานคร ในปี 2566 เพื่อการพัฒนาแนวทางการปฏิบัติงานของอาสาสมัครแรงงานกรุงเทพมหานคร ให้มีประสิทธิภาพ และเกิดประโยชน์สูงสุดต่อประชาชน ณ ห้องประชุมประสงค์ รณะนันทน์ ชั้น 5 อาคารกระทรวงแรงงาน
ปลัดกระทรวงแรงงาน กล่าวว่า กระทรวงแรงงาน ได้เริ่มจัดตั้งอาสาสมัครแรงงานในส่วนภูมิภาค ตั้งแต่ พ.ศ. 2549 ภายใต้ระเบียบกระทรวงแรงงานว่าด้วยอาสาสมัครแรงงาน พ.ศ. 2548 ซึ่งมีผลงานในการนำบริการของกระทรวงแรงงานไปให้บริการต่อประชาชนในพื้นที่อย่างมีประสิทธิภาพ จากความสำเร็จดังกล่าว กระทรวงแรงงานจึงมีความมุ่งหมายที่จะให้บริการต่อประชาชนในกรุงเทพมหานคร เพื่อให้ทั่วถึงทั้งประเทศ และได้จัดตั้งอาสาสมัครแรงงานกรุงเทพมหานคร ในปี พ.ศ. 2560 ซึ่งได้รับความร่วมมือจากทุกท่านด้วยดีตลอดมา การได้มาพบปะกับทุกท่านในวันนี้ จึงเป็นนิมิตรหมายดีที่ในการขับเคลื่อนภารกิจของอาสาสมัครแรงงานกรุงเทพมหานคร ในการนำบริการของกระทรวงแรงงานไปสู่ประชาชนในระดับพื้นที่ และเป็นตัวแทนของประชาชนในการสะท้อนปัญหา และความต้องการของประชาชนสู่เจ้าหน้าที่ของรัฐเพื่อประโยชน์สุขของประชาชนโดยรวม และเพื่อให้เกิดการทำงานที่มีความเข้มแข็ง จึงขอมอบแนวทางการปฏิบัติหน้าที่ในปี 2567 ให้อาสาสมัครแรงงานกรุงเทพมหานครซึ่งเป็นผู้เชื่อมประสานภารกิจของกระทรวงแรงงานไปยังพื้นที่เพื่อให้ประชาชนมีงานทำ หรือประกอบอาชีพอิสระ มีรายได้ในการดำรงชีพ ได้รับพัฒนาทักษะฝีมือ เพื่อเพิ่มศักยภาพในการทำงาน มีรายได้ที่เพิ่มขึ้น ได้รับสิทธิสวัสดิการตามกฎหมายคุ้มครองแรงงาน มีนิติสัมพันธ์ที่ดีระหว่างนายจ้าง และลูกจ้าง แรงงานอิสระได้สมัครเป็นผู้ประกันตนตามมาตรา 40 และการรักษาสถานภาพของผู้ประกันตน เพื่อให้มีหลักประกันที่มั่นคงในการดำรงชีวิต ป้องกันปัญหายาเสพติดในสถานประกอบการที่มีลูกจ้างต่ำกว่า 10 คนลงมา และกลุ่มแรงงานนอกระบบเป็นเครือข่ายเพื่อการป้องกันการทุจริตและประพฤติมิชอบในส่วนราชการ โดยเผยแพร่ประชาสัมพันธ์ภารกิจของกระทรวงแรงงานเหล่านี้ให้พี่น้องในชุมชนได้รับบริการเพื่อการมีคุณภาพชีวิตที่ดียิ่งขึ้นต่อไป
“ผมขอชื่นชมอาสาสมัครแรงงานที่ช่วยเหลือภารกิจของกระทรวงแรงงานด้วยความสมัครใจ เสียสละ ทุ่มเท และอุทิศเวลาอย่างเต็มกำลังความสามารถ กระทรวงแรงงานมีภารกิจที่หลากหลาย ทั้งด้านการจัดหางาน การพัฒนาฝีมือแรงงาน การฝึกอาชีพ การคุ้มครองแรงงาน และการประกันสังคม ภารกิจของกระทรวงแรงงานจะสำเร็จได้ จำเป็นต้องมีเครือข่ายด้านแรงงานมาร่วมดำเนินงาน เพื่อให้เกิดผลสัมฤทธิ์แก่ประชาชนในพื้นที่” นายบุญชอบ กล่าวทิ้งท้าย
On August 29, 2023, at 13.30 hours, the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, presided over the delivery of the Bangkok Labour Volunteer policies and operational guidelines for the 2024 fiscal year. The meeting clarified and created knowledge and understanding about the essential missions of agencies under the Ministry of Labour that will drive reflections on problems and obstacles. It also reviewed the performance of Bangkok Labour Volunteers in 2023 for the development of operational guidelines to be more effective and bring the most significant benefit to the people. The occasion took place at the Prasong Rananant Meeting Room, 5th floor, Ministry of Labour.
The Permanent Secretary of Labour said the Ministry of Labour established labour volunteers in the regions in 2006 under the Ministry of Labour’s regulations on Labour Volunteers B.E. 2548. The initiative has effectively delivered the Ministry of Labour’s services to the people efficiently. Because of the success, the Ministry of Labour intended to provide services to the people of Bangkok to cover the entire country. The Bangkok labour volunteers were established in 2017. The effort has consistently received good cooperation from everyone. Today’s meeting is a good vision in driving the mission of the Bangkok labour volunteers in delivering the Ministry of Labour’s services to the people at the area level and to represent the people in reflecting on problems and the needs of the people to government officials for the benefit of the community as a whole, and to create a robust working mechanism. Therefore, he delivered the guidelines for the performance of duties in 2024 to the Bangkok labour volunteers who coordinate the Ministry of Labour’s missions to the area so that people can have jobs, self-employment, a livelihood, income, and gain the skill to increase work opportunity and receive better incomes. It also ensures welfare rights under the labour protection law, an excellent legal relationship between employers and employees, for independent workers to apply as insured persons under Section 40 and maintain their insured person status to have a stable life. It aims to prevent drugs in workplaces with less than ten employees and promotes informal workers as a network to prevent corruption and misconduct in the government sector. By sharing information on the Ministry of Labour’s missions, the people in the community can receive services for a better quality of life.
“I commend the labour volunteers who help the Ministry of Labour’s missions with their voluntariness, sacrifice, dedication, and time to the utmost ability. The Ministry of Labour has a variety of missions, including recruitment, skill development, vocational training, labour protection, and social security. For the Ministry of Labour to accomplish its missions, there needs to be a labour network to join in the operation to create results for the people in the area,” Mr. Boonchob concluded.
