วันที่ 7 มีนาคม 2567 นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน เปิดเผยว่า ตามที่มีแรงงานไทยได้รับบาดเจ็บ 5 รายจากเหตุโจมตีบริเวณชายแดนชายแดนอิสราเอล – เลบานอน บริเวณนิคมเกษตร Margaliot เมื่อวันที่ 4 มีนาคมที่ผ่านมา นั้น ความคืบหน้าการติดตามสถานการณ์การช่วยเหลือแรงงานไทย
ในส่วนของกระทรวงแรงงาน ล่าสุดผมได้รับรายงานจากนายกิตติ์ธนา ศรีสุริยะ อัครราชทูตที่ปรึกษา (ฝ่ายแรงงาน) ประจำสถานเอกอัครราชทูต ณ กรุงเทลอาวีฟ ว่า ฝ่ายแรงงานฯ ได้ประสานกับสถานทูตฯ และลงพื้นที่เยี่ยมแรงงานไทยที่ได้รับบาดเจ็บ ซึ่งพบว่า แรงงานไทยที่ได้รับบาดเจ็บ 5 รายนั้น อาการสาหัส 3 ราย ภูมิลำเนาเป็นชาวจังหวัดนครราชสีมา หนองคาย และขอนแก่น ขณะนี้พักรักษาตัวที่ โรงพยาบาล Rambam Medical Center เมืองไฮฟา ส่วนอีก 2 รายบาดเจ็บเล็กน้อย ภูมิลำเนาเป็นชาวจังหวัดขอนแก่นและนครพนม นายจ้างพาออกจากโรงพยาบาลแล้ว
นายไพโรจน์ กล่าวต่อว่า จากการตรวจสอบฐานข้อมูลของแรงงานไทยดังกล่าวจากระบบอิเล็กทรอนิกส์การบริหารแรงงานไทยไปต่างประเทศ e – service แรงงานไทยทั้ง 5 คน เป็นแรงงานที่เดินทางกลับประเทศไทยจากภัยสงครามและได้รับการสงเคราะห์จากสมาชิกกองทุนช่วยเหลือคนหางานไปทำงานต่างประเทศ คนละ 15,000 บาท เรียบร้อยแล้ว ส่วนสิทธิประโยชน์ที่จะได้จากสำนักงานประกันสังคมของอิสราเอล จะประเมินตามความบาดเจ็บ หรือสูญเสียอวัยวะของร่างกายหลังการรักษาเสร็จสิ้น โดยฝ่ายแรงงาน ฯ และสถานเอกอัครราชทูต ณ กรุงเทลอาวีฟ จะติดตามอาการและประสานงานติดตามสิทธิประโยชน์ให้กับแรงงานต่อไป
นายไพโรจน์ ยังกล่าวเพิ่มเติมว่า ในส่วนของการดำเนินการที่ประเทศไทย ผมได้รับรายงานจาก แรงงานจังหวัดนครราชสีมา หนองคาย ขอนแก่น และนครพนม ว่าแต่ละจังหวัดได้ลงพื้นที่พร้อมด้วยหน่วยงานในสังกัดกระทรวงแรงงาน และฝ่ายปกครอง ซึ่งเป็นพื้นที่ที่เป็นภูมิลำเนาของแรงงานไทยที่บาดเจ็บทั้ง 5 ราย ไปเยี่ยมครอบครัวแรงงาน เพื่อสร้างขวัญให้กำลังใจพร้อมแจ้งข้อมูลขั้นตอนการให้ความช่วยเหลือ เกี่ยวกับสิทธิประโยชน์ที่พึงได้รับตามกฎหมายทั้งในประเทศไทยและจากอิสราเอลให้แก่ญาติและคนในครอบครัวทราบในทันที นอกจากนี้ ยังได้เน้นย้ำให้แรงงานไทยที่ต้องการไปทำงานต่างประเทศ ขอให้เดินทางไปอย่างถูกต้องตามกฎหมาย ซึ่งปัจจุบันมี 5 วิธี ได้แก่ กรมการจัดหางานจัดส่ง บริษัทจัดหางานจัดส่ง นายจ้างในประเทศไทยพาลูกจ้างไปทำงานต่างประเทศ นายจ้างในประเทศไทยส่งลูกจ้างไปฝึกงานต่างประเทศ และคนหางานแจ้งการเดินทางไปทำงานต่างประเทศด้วยตนเอง จึงขอแจ้งเตือนไปยังคนหางานที่ประสงค์เดินทางไปทำงานต่างประเทศไปทำงานด้วยวิธีที่ถูกต้องตามกฎหมาย อย่าหลงเชื่อนายหน้า และขอให้สมัครเป็นสมาชิกเพื่อช่วยเหลือคนหางานไปทำงานในต่างประเทศ เพื่อจะได้รับสิทธิประโยชน์การคุ้มครอง หากประสบอันตราย เสียชีวิต พิการ ทุพพลภาพ หรือประสบปัญหาในต่างประเทศเช่นกรณีดังกล่าวก็จะได้รับการคุ้มครอง
On March 7, 2024, the Permanent Secretary of Labour, Mr. Phairoj Chotikasathien, spoke about the five Thai workers who were injured in an attack on the Israel-Lebanon border in the Margaliot agricultural estate on March 4. There has since been progress in monitoring the situation and support for Thai workers.
On the Ministry of Labour’s part, he recently received a report from the Minister Counselor (on Labour) at the Royal Thai Embassy in Tel Aviv, Mr. Kitthana Srisuriya, that the Labour Department has coordinated with the Embassy and has visited the injured Thai workers in the area. Out of the five injured Thai workers, three were in serious condition. Their hometowns are in Nakhon Ratchasima, Nong Khai, and Khon Kaen Provinces. They are currently receiving treatment at Rambam Medical Center Hospital, Haifa. The other two Thai workers were slightly injured. Their hometowns are in Khon Kaen and Nakhon Phanom Provinces. The employer has already discharged them from the hospital.
Mr. Phairoj continued that from checking the database of Thai workers from the e-system for managing Thai workers abroad, all five Thai workers were workers who had returned to Thailand from the war and received assistance from the fund helping jobseekers abroad in the amount of 15,000 Baht per person. They will also receive support from the Israeli Social Security Office and will be evaluated according to their injuries or loss of body organs after treatment is complete. The Labour Department and the Royal Thai Embassy in Tel Aviv will continue to monitor their symptoms and coordinate following up on the benefits for the workers.
Mr. Phairoj added that on the operations in Thailand, he received reports from the Labour Officers in Nakhon Ratchasima, Nong Khai, Khon Kaen, and Nakhon Phanom Provinces that they have visited the area along with agencies under the Ministry of Labour and the government. These provinces are the hometowns of the five injured Thai workers. They went to visit the workers’ families to create morale and support and provide information on steps to provide help on the benefits that they should receive according to law, both in Thailand and from Israel. In addition, they emphasized that Thai workers who want to work abroad should travel legally. Currently, there are five methods to do so, including through the Department of Employment, through recruitment companies, employers in Thailand taking their employees to work abroad, employers in Thailand sending employees to intern abroad, and job seekers reporting their travel to work abroad. Therefore, they cautioned job seekers who wish to travel abroad to work legally and not to trust illegitimate agents. They also recommended applying to the fund to help job seekers work abroad in order to receive protection and benefits. If they encounter danger, death, disability, or other problems abroad, such as in the cases above, they will receive protection.
