วันที่ 28 เมษายน 2566 นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน เปิดเผยถึงความคืบหน้าการให้ความช่วยเหลืออพยพคนไทยจากสถานการณ์ความไม่สงบในซูดานนั้นว่า ตามที่กระทรวงการต่างประเทศได้ให้คนไทยแจ้งความประสงค์เพื่อเดินทางกลับประเทศไทย โดยจะเดินทางด้วยทางเรือโดยสารจากซูดานไปยังเมืองเจดดาห์ ประเทศซาอุดีอาระเบีย เพื่อมาขึ้นเครื่องบินของกองทัพอากาศกลับสู่ประเทศไทยนั้น ในส่วนของกระทรวงแรงงานผมได้สั่งการให้ทูตแรงงานที่กรุงริยาด สำนักงานแรงงานในประเทศซาอุดีอาระเบีย ได้ประสานกับเจ้าหน้าที่เพื่อตรวจสอบว่ามีแรงงานไทยเดินทางกลับด้วยหรือไม่ พร้อมไปช่วยอำนวยความสะดวกในการเดินทางกลับให้เป็นไปด้วยความเรียบร้อย
นายบุญชอบ กล่าวต่อว่า ล่าสุดผมได้รับรายงานจากนายชาติชาย เทียมสนิท ที่ปรึกษา (ฝ่ายแรงงาน) รักษาราชการแทน อัครราชทูตที่ปรึกษา (ฝ่ายแรงงาน) สำนักงานแรงงานในประเทศซาอุดีอาระเบีย (กรุงริยาด) ว่า เมื่อวันที่ 27 เมษายน 2566 เวลา 22.45 น. ตามเวลาท้องถิ่น ได้มีการอพยพคนไทยจากซูดานชุดที่มาเรือลำที่ 2 จากทั้งหมด 3 ลำ จำนวน 32 ราย ในจำนวนนี้มี 7 ราย เป็นแรงงานหญิง ซึ่งทำงานที่ร้านนวดสปา และโรงแรมอัสซาลาม ทั้งหมดเดินทางมาอย่างปลอดภัย แต่มีอาการเหนื่อยล้าจากการรอขึ้นเรือและเดินทาง โดยสำนักงานแรงงานในประเทศซาอุดีอาระเบีย (สนร.ริยาด) ได้ให้คำแนะนำเรื่องการเดินทางกลับประเทศไทย และช่วยเหลือในเบื้องต้นก่อนส่งเข้าที่พักเพื่อรอเดินทางกลับประเทศไทย
นายบุญชอบ กล่าวต่อว่า จากรายงานของทูตแรงงานฯ สำนักงานแรงงานในประเทศซาอุดีอาระเบีย (กรุงริยาด) ยังรายงานอีกว่าจากการสอบถามเพิ่มเติมทราบว่ามีร้านนวดที่จ้างพนักงานนวดไทยทำงานประมาณ 3 ร้านในกรุงคาทูม และโรงแรมหนึ่งแห่ง มีพนักงานนวดไทยรวมแล้วประมาณ 24 ราย แต่ส่วนมากได้กลับไปพักผ่อนในช่วงเดือนรอมฎอน ทำให้เหลือแรงงานทำงานอยู่ไม่มากในช่วงที่เกิดเหตุปะทะกัน นอกจากนี้ จากการสอบถามผู้จัดการร้านอาหารไทยบางกอก ก็ให้ข้อมูลตรงกันว่าลูกจ้างเกือบทั้งหมดได้ให้ไปพักผ่อน สำหรับคนไทยที่เหลือจำนวน 34 ราย ยังไม่สามารถระบุได้ว่ามีแรงงานไทยรวมอยู่ด้วยหรือไม่นั้น ทั้งนี้ สำนักงานแรงงานในประเทศซาอุดีอาระเบีย (สนร.ริยาด) จะประสานกับเจ้าหน้าที่ที่ประจำอยู่ ณ เมืองเจดดาห์อย่างใกล้ชิด เพื่อให้ความช่วยเหลือหากมีแรงงานไทยเดินทางกลับมาด้วย
ด้าน นายไพโรจน์ โชติกเสถียร อธิบดีกรมการจัดหางาน กล่าวว่า ในส่วนของกรมการจัดหางาน ได้มอบหมายให้กองบริหารแรงงานไทยไปต่างประเทศส่งเจ้าหน้าที่กองทุนเพื่อช่วยเหลือคนหางานไปทำงานต่างประเทศร่วมปฏิบัติภารกิจให้ความช่วยเหลือคนไทยที่เดินทางกลับมาถึงประเทศไทย ซึ่งเมื่อวานนี้ (27 เม.ย.) เวลา 22.00 น.ที่ท่าอากาศยาน 2 กองบิน 6 พบว่า มีคนไทยที่เดินทางกลับประเทศไทยจำนวนทั้งสิ้น 78 คน เป็นนักศึกษาไทยมุสลิมจากจังหวัดในภาคใต้ จำนวน 73 คน มีแรงงานไทยจำนวน 1 คน อาชีพแม่บ้านทำความสะอาดซึ่งอาศัยในสาธารณรัฐซูดานประมาณ 30 ปี เดินทางพร้อมด้วยลูกจำนวน 4 คน จึงได้แนะนำภารกิจของกรมการจัดหางานหากประสงค์จะทำงานในระหว่างที่อยู่ในประเทศไทย รวมทั้งให้คำแนะนำการเดินทางไปทำงาน
ในต่างประเทศที่ถูกต้องตามกฎหมาย การสมัครเป็นสมาชิกกองทุนฯ และสิทธิประโยชน์ที่จะได้รับจากกองทุนฯ ในส่วนของแรงงานไทยที่เป็นสมาชิกกองทุนเพื่อช่วยเหลือคนหางานไปทำงานต่างประเทศเมื่อประสบปัญหาต้องเดินทางกลับประเทศเนื่องจากภัยสงคราม จะได้รับเงินสงเคราะห์ฯ รายละ 15,000 บาท ตามเงื่อนไขของระเบียบของกองทุนเพื่อช่วยเหลือคนหางานไปทำงานต่างประเทศ สำหรับกลุ่มนักศึกษาหากมีความประสงค์จะเดินทางไปทำงานในต่างประเทศภายหลังที่สำเร็จการศึกษาแล้ว
ทั้งนี้ จากรายงานของกองบริหารแรงงานไทยไปต่างประเทศ พบว่า มีแรงงานไทยที่แจ้งเดินทางกับกรมการจัดหางานจำนวน 11 คน ในจำนวนนี้เป็นสมาชิกกองทุนเพื่อช่วยเหลือคนหางานไปทำงานต่างประเทศ 10 คน และสมาชิกที่สิ้นสุดความคุ้มครองแล้ว 1 คน ส่วนแรงงานที่เหลือจะเดินทางด้วยตนเองไม่ผ่านกรมการจัดหางาน อย่างไรก็ตาม กองบริหารแรงงานไทยไปต่างประเทศได้ประชาสัมพันธ์สิทธิประโยชน์ของกองทุนฯ ผ่านช่องทางการสื่อสารต่าง ๆ อย่างต่อเนื่อง เพื่อเน้นย้ำให้คนหางานไทยที่ประสงค์จะเดินทางไปทำงานในต่างประเทศได้ตระหนักและให้ความสำคัญในการส่งเงินเข้ากองทุนฯ เพื่อให้ได้รับความคุ้มครองและสิทธิประโยชน์ตามที่กฎหมายกำหนด หากเกิดเหตุไม่คาดฝันเช่นสถานการณ์ความไม่สงบที่เกิดขึ้นในสาธารณรัฐซูดาน
On April 28, 2023, the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, spoke about the progress of helping Thai people evacuate from the unrest in Sudan, where according to the Ministry of Foreign Affairs, Thai people requested to return to Thailand. They would travel by passenger boat from Sudan to Jeddah in Saudi Arabia to board the Royal Thai Air Force plane back to Thailand. On the Ministry of Labour’s part, he instructed the Labour Ambassador in Riyadh from the Labour Office in Saudi Arabia to coordinate with officials to check whether Thai workers are returning, so they can facilitate a smooth return.
Mr. Boonchob continued that most recently, he received a report from the Advisor (on Labour) to the Acting Minister Counselor (on Labour) at the Labour Office in Saudi Arabia (Riyadh), Mr. Chatchai Thiamsanit, that on April 27, 2023, at 22.45 hours local time, a total of 32 Thais from Sudan were evacuated from the second of three boats, 7 of whom were female migrant workers working at a spa massage parlor and Assalam Hotel. All arrived safely, but they were tired from waiting to get on the boat. The Labour Office in Saudi Arabia (Riyadh Labour Office) advised on returning to Thailand. It provided initial assistance before sending them to their accommodation to wait for their return to Thailand.
Mr. Boonchob continued that the Labour Ambassador to the Labour Office in Saudi Arabia (Riyadh) reported that according to further inquiries, about three massage parlors employ Thai massage therapists in Khartoum, in addition to one hotel. There are about 24 Thai massage therapists, but most have returned to rest during Ramadan. As a result, not many workers were left during the unrest. In addition, the manager from the Thai Bangkok Restaurant gave consistent information that almost all employees had returned to rest. As for the remaining 34 Thais, it is still impossible to determine whether Thai workers are included. The Saudi Labour Office (Riyadh Labour Office) will coordinate closely with officials based in Jeddah close to assist if Thai workers return with them.
The Department of Employment’s Director-General, Mr. Pairoj Chotiksetian, said that on the Department of Employment’s part, he assigned the Overseas Employment Administration Division to send staff from the overseas job seekers fund to help Thai people who returned to Thailand. Yesterday (April 27) at 22.00 hours, at Airport Terminal 2, Wing 6, 78 Thai people returned to Thailand, 73 of whom were Thai Muslim students from southern provinces. There was 1 Thai worker, a cleaning professional who had lived in Sudan for about 30 years, traveling with four children. They gave recommendations on the Department of Employment’s part if they wished to work while staying in Thailand and gave advice on traveling to work abroad legally. They also gave guidance on applying to join the fund and the benefits gained. For Thai workers who are members of the fund to help job seekers working abroad, when they have problems and have to return to their country due to the war, they will receive an allowance of 15,000 Baht per person, according to the conditions of the fund’s regulations to help job seekers working abroad. Advice was also given to students who wished to work abroad after graduation.
The Overseas Employment Administration Division’s report found that 11 Thai workers informed the Department of Employment about their travel. Of these, 10 are members of the fund to help job seekers working abroad, with one member whose coverage expired. The rest traveled on their own, not through the Department of Employment. The Overseas Employment Administration Division has publicized the benefits of the fund through various communication channels to emphasize to Thai job seekers who wish to travel abroad to understand and give importance to contributing to the fund to receive protection and benefits, as required by law, in case there is an unexpected event, such as the unrest in Sudan.
