วันที่ 12 มีนาคม 2566 นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน เป็นประธานการประชุมโครงการเยาวชนคนสร้างอนาคต ระยะที่ 2 ร่วมกับ นายแกร์ม บักเลย์ ผู้อำนวยการสำนักงานแรงงานระหว่างประเทศประจำประเทศไทย กัมพูชา และสาธารณรัฐประชาธิปไตยประชาชนลาว และนายพงษ์ศักดิ์ ยิ่งชนม์เจริญ นายกเทศมนตรีเทศบาลนครยะลา เพื่อหารือร่วมกับภาคีเครือข่ายในพื้นที่ ประเด็นสถานการณ์และปัญหาที่พบในปัจจุบันเกี่ยวกับการจ้างงานเยาวชนในจังหวัดสงขลาและยะลา นโยบายและโครงการด้านแรงงานที่มุ่งเน้นด้านเยาวชนในจังหวัด แนวทางปฏิบัติที่ดีจากโครงการที่เคยทำมาก่อน ข้อเสนอแนะเกี่ยวกับกลุ่มเป้าหมาย และภาคเศรษฐกิจ ที่โครงการเยาวชนคนสร้างชาติควรเข้าไปปฏิบัติงาน เพื่อติดตามการดำเนินงานตามโครงการเยาวชนคนสร้างอนาคตระยะที่ 2 ขององค์การแรงงานระหว่างประเทศ (ILO) โดยมี นายสุพจน์ รอดเรือง ณ หนองคาย ผู้ว่าราชการจังหวัดยะลา นายสมาสภ์ ปัทมะสุคนธ์ ผู้ตรวจราชการกระทรวงแรงงาน พร้อมด้วยผู้บริหารระดับสูงกระทรวงแรงงาน และหัวหน้าส่วนราชการหน่วยงานในสังกัดกระทรวงแรงงานจังหวัดยะลา ร่วมให้การต้อนรับ ณ ห้องประชุมสำนักงานเทศบาลนครยะลา ต.สะเตง อ.เมืองยะลา จ.ยะลา
นายบุญชอบ กล่าวว่า รัฐบาลภายใต้การนำของ พล.อ.ประยุทธ์ จันทร์โอชา นายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงกลาโหม ได้ให้ความสำคัญกับการส่งเสริมการมีงานทำแก่ประชาชนทุกกลุ่ม และนายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน ได้ขานรับนโยบายดังกล่าว ในส่วนของจังหวัดสงขลาและยะลาเป็นพื้นที่เศรษฐกิจสำคัญของจังหวัดชายแดนภาคใต้ ทำให้เกิดการค้าการลงทุนและการจ้างงานเพิ่มขึ้น กระทรวงแรงงานมีบทบาทสำคัญในการส่งเสริมการมีงานทำและพัฒนาทักษะอาชีพเพื่อยกระดับศักยภาพกำลังแรงงานในพื้นที่ให้มีสมรรถนะที่สูงขึ้น สำหรับการประชุมครั้งนี้ จัดขึ้นโดยองค์การแรงงานระหว่างประเทศ (ILO) ตามโครงการเยาวชนคนสร้างอนาคต ระยะที่ 2 มีวัตถุประสงค์เพื่อสนับสนุนให้เยาวชนที่ด้อยโอกาสในการเข้าสู่ตลาดแรงงาน ด้วยการฝึกอบรมทักษะที่สอดคล้องกับความต้องการของตลาดแรงงาน การฝึกอบรมทักษะในการทำงาน การแนะแนวอาชีพ และการจัดหาแหล่งฝึกงานหรือตำแหน่งงาน
นายบุญชอบ กล่าวต่อว่า สาระสำคัญของการประชุมครั้งนี้ที่ประชุมได้นำเสนอโครงการเยาวชนคนสร้างอนาคต ข้อค้นพบหลักจากรายงานการวิเคราะห์สถานการณ์การจ้างงานเยาวชนในจังหวัดสงขลาและยะลา ตลอดจนหารือเกี่ยวกับบริบททางเศรษฐกิจและสังคม สถานการณ์ตลาดแรงงานในปัจจุบัน ความท้าทายและโอกาสในการฝึกอบรมและพัฒนาทักษะที่มีศักยภาพสำหรับเยาวชน ซึ่งผลจากการประชุมในวันนี้จะทำให้เกิดความร่วมมือระหว่างหน่วยงานในสังกัดกระทรวงแรงงานในพื้นที่และหน่วยงานที่เกี่ยวข้องในการขับเคลื่อนการส่งเสริมการมีงานทำและพัฒนาทักษะอาชีพของเยาวชนในพื้นที่ รวมถึงกลุ่มคนพิการ ให้สามารถมีงานทำ มีรายได้ที่มั่นคง และมีคุณภาพชีวิตที่ดีขึ้นต่อไป

On March 12, 2023, the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, presided over the second phase of the Future Builders Youth Program meeting with the Director of the International Labour Office for Thailand, Cambodia, and Laos, Mr. Graeme Buckley, and Mayor of Yala City Municipality, Mr. Pongsak Yingchoncharoen. The meeting discussed with network partners in the area the issues, current situations, and problems related to youth employment in Songkhla and Yala provinces. It covered the province’s youth-oriented labour policies and programs, best practices from previous projects, suggestions about the target audience, and the economic sector that the Future Builders Youth Program should work towards. The meeting also followed up on the implementation of the second phase of the Future Builders Youth Program by the International Labour Organization (ILO). Governor of Yala Province, Mr. Suphot Rodruang Na Nongkhai, the Ministry of Labour’s Inspector-General, Mr. Samat Pattamasukon, the Ministry of Labour’s executives, and heads of government agencies under the Ministry of Labour in Yala Province joined to give a welcome. The occasion took place at the meeting room of the Yala City Municipality Office, Sateng Subdistrict, Mueang Yala District, Yala Province.
Mr. Boonchob said that the government, under the leadership of the Prime Minister and Minister of Defense, General Prayuth Chan-ocha, gives importance to promoting employment for all groups of people. The Labour Minister, Mr. Suchat Chomklin, has responded to the policies. Songkhla and Yala are important economic areas within the southern border provinces. This has resulted in increased trade, investment, and employment. The Ministry of Labour plays an important role in promoting employment and developing vocational skills to raise the potential of the workforce in the area. This meeting was organized by the International Labour Organization (ILO) as part of the Future Builders Youth Program Phase 2. It aims to encourage underprivileged youths to enter the labour market by providing training on skills that align with the needs of the labour market, as well as job skills training, career guidance, and internships or job placements.
Mr. Boonchob continued that the meeting presented the Future Builders Youth Program and key findings from the situation analysis of youth employment in Songkhla and Yala Provinces. It also discussed economic and social contexts, the current labour market situation, challenges, and opportunities to train and develop skills for young people. As a result of today’s meeting, there will be cooperation between agencies under the Ministry of Labour in the area and relevant agencies to drive employment promotion and vocational skills development for youths in the area, including people with disabilities, to be able to have a job, stable income, and continue to have a better quality of life.
